Re: Coronavirus Response Update 78
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
o Since last report, Carlsbad CERT volunteers distributed the following personal
protection equipment and supplies to 33 congregate care facilities:
▪ Face masks: 4,150
▪ Cloth face coverings (Sew2Care project): 1,450
▪ Hand sanitizer (gallons): 62
▪ Hand sanitizer (8 oz.): 468
▪ Gowns: 5,420
o Continued to support the We're Open campaign, distributing an additional 7,200
face masks to businesses, now including child care, along with signs and flyers
o Distributed over 1,200 face masks to residents and visitors along seawall and on
Carlsbad beach during the 3-day Fourth of July holiday weekend

City-by-city comparison
• Carlsbad continues to have the lowest rate of confirmed cases as a percent of
population in local cities with 50,000 or more residents:
Human Resources
• Status of employees with possible COVID-19 exposure
Cleared to return to work 66
Self-quarantined after possible exposure 1

Parks & Recreation
• Launched Fourth of July Virtual Event with various interactive and entertaining videos,
including a fireworks-themed salt and watercolor craft, a firework cookie dessert
tutorial, a musical performance and a fireworks display.
• Provided 978 meals during the past week to Carlsbad residents 60 years of age or older
through the senior meal program.
o 493 meals were delivered to residents’ homes by staff; 485 meals were picked-
up at the Senior Center by residents
o Total number of meals provided represents a 40% increase in the average total
number of meals served pre-COVID-19
• Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and
re-distributed pieces of produce through the senior meal program.
• Closed Ocean Street Sculpture Park parking lot for the July 4 holiday weekend, at the
direction of the State of California Office of Emergency Services.

• Closed Leo Carrillo Ranch Park’s historic buildings (which are classified as museums), in
keeping with the revised county public health order.
• Ceased indoor dining at The Canyons restaurant of The Crossings at Carlsbad Municipal
Golf Course, also in keeping with the revised county public health order.
Library & Cultural Arts
• Curbside pickup at all three libraries continues with good response, and appointments
are no longer required. Hours remain 10 a.m. to 4:45 p.m. Monday through Saturday. In
addition to picking up regular library materials which have been place on hold, patrons
are also able to pick up Summer Reading Adventure rewards and Club Pelican art kits.
• Cultural Arts, in collaboration with the library, has launched a virtual version of the
annual Club Pelican art and nature summer camp, which normally takes place at the
Batiquitos Lagoon. This summer participants are encouraged to participate online while
also picking up books and an art kit at the library.
• The library has launched free video streaming services and digital comics that can be
easily accessed from home. Carlsbad City Library cardholders can watch a British sitcom
or mystery, study art, science or history, access popular digital comics and graphic
novels at any time from any device through the RBdigital app. This was made possible
by a donation from the Friends of the Carlsbad Library.
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Recap of the county’s rising number of cases, percentages and the locations of
community outbreaks
o County’s updated public health order and the metrics behind the “triggers”
o County placed on the state’s watchlist on July 3 and monitored for an additional
three days
o Which indoor activities are now closed for the next three weeks
o Total number of positive cases and active cases within Carlsbad
o Notice that city beach parking lots were closed for the weekend
o State beach parking lots closed for holiday weekend
o Washington Post article on findings of the COVID-19 autopsy reports
o Need for the community’s support to keep Carlsbad businesses open
o Joint Economic Recovery and Revitalization webinar
o How wearing a face mask protects others
o Reminder about city services during the Fourth of July weekend and how to
safely celebrate
o Actions to help slow the spread of COVID-19
o Visual representation of the varying risks of spread between a COVID-19 carrier
and a healthy person
o Thanks to CERT members for spending holiday handing out masks to beachgoers
