This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Regional status of outbreak (All data from July 13) California County Carlsbad Confirmed cases 329,162 20,348 318 Increase since last memo 39,694 2,506 51 Deaths 7,040 422 n/a Human Resources • Status of employees with possible COVID-19 exposure Cleared to return to work 85 Self-quarantined due to exposure, not tested 7 Self-quarantined while awaiting test results 7 Self-quarantined after testing positive 3 CORONAVIRUS ACTIONS July 9, 2020 Page 2 City-by-city comparison • Carlsbad now has the second lowest rate of confirmed cases as a percent of population in local cities with 50,000 or more residents, with a rate slightly higher than Poway’s: Parks & Recreation • Closed Community Centers with gymnasiums – at Pine Avenue, Stagecoach and Calavera Hills community parks – to public use, in accordance with state and county directives o Reservations for modified basketball play in these gymnasiums - when summer youth camps were not in session on weeknights and weekends – had been allowed since June 22, under state and county protocols o Summer youth camps are allowed to continue with activities in these community centers with gymnasiums • Provided 893 meals during the past week to Carlsbad residents 60 years of age or older, through the senior meal program. o 420 meals were delivered to residents’ homes by staff; 473 meals were picked- up at the Senior Center by residents o Total number of meals provided represents a 28% increase in the average total number of meals served before the pandemic • Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed pieces of produce through the senior meal program • Canceled special event permit for the Challenge Walk MS: Southern California, scheduled for November 6, at the request of the event organizer. • Canceled special event permit for Oktoberfest, scheduled for October 3, at the request of the event organizer. CORONAVIRUS ACTIONS July 9, 2020 Page 3 Library & Cultural Arts • Extended the due dates for library materials to September 8, the day after Labor Day. The prior due date was July 14 or 6 weeks after checkout, whichever was later. • Extended remote access to the popular genealogy database, Ancestry Library Edition, to the end of August. This database has only been available inside the library, but the vendor began allowing external access at no extra charge in March. Staff will continue to evaluate the service monthly. • With no in-person presentation last month of the Historic Preservation Commission’s third grade art program, the artwork submitted has been made available online. The Commission received artwork from one school this year while in most years we receive artwork from 7-9 schools. • Continuing to offer multiple virtual programs each week: o Staff host a virtual family story time in English and Spanish via Facebook Live each Wednesday morning, garnering anywhere from 150 to more than 300 views per story time. o The Live From My Living Room concert series continues each month, featuring musicians performing from their living rooms and reaching anywhere from several hundred to more than a thousand viewers. o Seven book clubs, five for adults and two for youth, are now meeting virtually. o A panel of four authors will virtually discuss their latest books with readers Sunday afternoon.
