This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. The three women and one man are all from Carlsbad. o Staff will retain room at hotel thru 7/24/20 to support closing the program and transitioning clients to other housing • From Thursday 7/16 to Monday 7/20, Homeless Outreach Team officers contacted 19 people. Nine accepted resources and four declined. Referrals were not an option during six of the contacts. Officers also handed out nine masks. Library & Cultural Arts • The department has closely followed the REALM, or Reopening Archives, Libraries and Museums, study. Based on the study’s latest results, released on July 20, the library will now quarantine returned library materials for 96 hours instead of the previous recommendation of 72 hours. The study examined the length of time the COVID-19 virus remains active on a variety of materials commonly found in libraries, museums and archives. The study is a research partnership between libraries, the Institute of Museum and Library Services, and Battelle, a scientific research organization. Parks & Recreation • Update on senior meal program: o Provided 881 meals during the past week to Carlsbad residents 60 or older ▪ 449 meals were delivered to residents’ homes by staff ▪ 432 meals were picked up at the Senior Center by residents o Total number of meals provided is a 26% increase in the average total number of meals served before the pandemic o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed pieces of produce through the senior meal program Community Development • Update on outdoor dining permit activity: On private property On sidewalk Pending 20 4 Issued 14 2 Note: 22 businesses have applied, two received both kinds of permits CORONAVIRUS ACTIONS July 21, 2020 Page 3 Communication & Engagement • Communicated via city communication channels about the following topics related to the COVID-19 public health emergency: o Latest data on Carlsbad cases, 14-day rolling average and status of the county’s 13 triggers o Description of the latest community outbreaks o How COVID-19 patients are trending younger in age o State’s updated guidance on outdoor hair salons, barbershops and personal care services o Carlsbad’s permitting options for allowing businesses to move into private parking lots and city sidewalks o Carlsbad small business loan application o State’s guidance on reopening schools in the fall and how it would not apply to counties on the state’s monitoring list, such as San Diego County o How COVID-19 is different than the flu o How to slow the spread of COVID-19 o Graphic showing what you could be saying by wearing a mask o People can still spread COVID-19 without showing symptoms o Reminder when to wear masks while celebrating National Parks and Recreation Month o County hiring more case investigators to close the gap on trigger o CDC warning against hand sanitizers containing methanol o Livestreams to state and county news conferences o Virtual city programs ▪ Garden seeding classes ▪ Senior Zumba classes ▪ Summer camps ▪ Summer reading adventure ▪ Zoom lectures from UCSD Ocher Lifelong Learning Institute ▪ Embroidery workshop ▪ Library’s live virtual family program with Pacific Animal Productions • Produced and shared the following videos: o Update on city services taking place during COVID-19 o Safety practices at Carlsbad libraries o Stay safe so Carlsbad businesses can stay open • Created webpage on how businesses can activate outdoor spaces such as public sidewalks and private parking lots to adhere to COVID-19 public health order • Designed and printed “face masks required” banners and signs for: o City parks CORONAVIRUS ACTIONS July 21, 2020 Page 4 o Carlsbad Village o Upper Sea Wall o Special event kiosks throughout the city cc: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Nick Ordille, Assistant Fire Chief Kyle Lancaster, Parks & Recreation Director
