Background As required under state law, the city has begun updating its General Plan Housing Element. The Housing Element is designed to provide the city with a coordinated and comprehensive strategy for promoting the production of safe, decent and affordable housing for varying income-levels within the community for the next eight years, which will cover April 2021 through April 2029. For this housing period, which the state refers to as the sixth housing cycle, the city's share of the Regional Housing Needs Assessment (RHNA) is 3,873 housing units. The city must demonstrate to the State Department of Housing and Community Development that its Housing Element has adequate land capacity to accommodate its share of assigned RHNA housing units at all income levels. There are several ways to meet this need, and working with the Housing Element Advisory Committee, a citizens advisory group created by the City Council to assist in this update, a series .of methodologies have been developed that could be utilized to identify appropriate housing sites.
