This process has exposed some gaps that they are actively trying to improve. The goal is to help connect everyone to a housing plan or safely return to them to congregate care shelter. The task force continues to operate four other at­ risk hotels in Escondido and downtown San Diego which will continue to run until October 31, 2020. There are discussions about using the state-owned Del Mar Fairgrounds as a temporary homeless shelter in the North County during the pandemic. The task force is engaging in early conversations about using the facility to house veterans and talking to service providers about potential contracts. They expressed concerns about effectively informing the public about this program and said they are in the initial stages of the process. Tamera Kohler acknowledged the work being done to help the homeless in the North County and specifically highlighted the cities of Carlsbad, Encinitas and Escondido. She specifically referenced the North County Action Plan and the work with Greg Angela. The meeting closed with a presentation by Brilliant Corners, who is now the contractor overseeing the flexible housing subsidy pool in San Diego County. Brilliant Corners staff provided an overview of its service delivery model, outcomes and resources. Their year one goal is to provide 140 housing placements for vulnerable San Diegans experiencing homelessness in the program. Year two goals will depend on funding availability. The City of Carlsbad was publicly praised for its partnership with the regional task force and Brilliant Corners. Please see the attached PowerPoint for more information.
