Background The CAP requires annual monitoring and reporting on CAP implementation activities. Implementation of the CAP began on July 1, 2016, after the adoption of the fiscal year (FY) 2016-17 Operating Budget. Therefore, the annual CAP monitoring and reporting cycle was timed with the city's fiscal year (July 1 to June 30). Annual reports have been prepared for the first three reporting years of CAP implementation, namely FY 2016-17, FY 2017-18 and FY 2018-19. The first two annual reports were presented to the City Council in September after the reporting period. As presented to City Council on May 12, 2020, the incorrect vehicle miles traveled data issue resulted in the CAP no longer being a qualified plan per the California Environmental Quality Act (CEQA). Staff also presented the FY 2018-19 report at that time, which included an update on CAP implementation activities during the first 10 months of FY 2019-20. On July 14, 2020, City Council approved an amendment to the CAP, which resulted in it becoming a qualified plan per CEQA. Discussion The existing FY CAP reporting cycle does not coincide with many data sources needed for CAP reporting. SDG&E's energy consumption data and Carlsbad Municipal Water District's water consumption data are gathered on a calendar year cycle. The San Diego Association of Government (SAN DAG) ReCAP Snapshots, which contain CAP implementation metrics and biennial greenhouse gas (GHG) inventories, occur on a calendar year cycle. Staff is therefore adjusting the annual CAP reporting from a FY to a calendar year cycle to be more transparent and consistent with calendar year cycle data sources. Staff will present the Reporting Year 4 Annual Report to the City Council in spring 2021.
