Re: Coronavirus Response Update 106
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

• Status of employees with possible COVID-19 exposure:

San Diego County
• County public health officer issued an amended health order effective Oct. 10 making
the county’s definition of a gathering consistent with the state’s Guidance for Private
Gatherings, dated Oct. 9. Gatherings that include more than three households are
prohibited.

Library & Cultural Arts
• Because of the pandemic, ballots are being dropped off through the drive-thru service in
the parking lots of all three Carlsbad City Library locations, with 2,400 ballots collected
from Oct. 6-10. In previous years, this was done inside the libraries. Libraries will not
serve as polling sites on Election Day this year, also because of COVID-19.
• The library’s Literacy Services, which focuses on teaching reading skills to adults, has
started distributing books to its learners in the “Build Your Home Library” program
funded by the California Library Literacy Services grant, in another new service being
offered during the pandemic. Just over 60 fiction and biography books have been mailed
to eighteen (30%) of our adult learners so far.
Parks & Recreation
• Reopened city park picnic shelters on Saturday in accordance with all state guidance and
county protocols related to allowable limited gatherings. The shelters will be available
on a first-come, first-served basis for compliant use by households. No reservations for
the shelters will be accepted.
• Update on senior meal program:
o Provided 954 meals during the past week to Carlsbad residents 60 or older
▪ 523 meals were delivered to residents’ homes by staff
▪ 422 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 36% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o San Diego County’s red tier status
o State’s new equity measure to advance to the next tier

o State’s new guidance that allows private gatherings of up to three households
o Community setting outbreaks
o Reminder to follow health precautions
o Community Services department highlights during the city’s COVID-19 response

o Virtual city programs:
