PROPOSITION S — SEWER BONDS: Shall the City of Carlsbadincur a bonded indebtedness in the principal sum of $1,200,000 forthe acquisition and construction by said city of a certain municipal
improvement, to wit: additions to the sanitary sewage collection, treatmentand disposal system of said city, including interceptor and trunk sewers,ocean outfall sewer, pumping stations, new sewage treatment plants,additions to the existing treatment plant, and for the foregoingappurtenances and works appurtenant thereto, including the~ acquisitionof all land, easements, rights of way, pipe, pumps, machinery and other

Carlsbad incur a bonded indebtedness in the principal sum of $155,000
for the acquisition and construction by said city of a certain municipal
improvement, to wit-, storm drains with appurtenances and appurtenant

apparatus, equipment and other property necessary therefor?

of paving, curbs, gutters, sidewalks, drainage facilities and appurtenancesand appurtenant work, the opening, widening, extension, alignment orrealignment of streets, the relocation of public utilities, and the acquisitionof land, easements, rights of way, apparatus, equipment and other propertynecessary for any of the foregoing?
PROPOSITION W — WATER REVENUE BONDS: Shall the City ofCarlsbad issue water revenue bonds in the principal sum of $300,000 forthe acquisition, construction and financing of extensions, enlargementsand improvements of the water system of said city, including works andfacilities for the storage, transmission and distribution of water, thereconstruction of parts of said system, and the acquisition of land,easements, rights of way and other property necessary therefor, andincluding all engineering, inspection and legal fees, costs of the issuanceof said revenue bonds, bond reserve funds, and other costs and expenses

AND THE PERMISSIBLE USES THEREOF. ]|

The People of the City of Carlsbad, California, DO ORDAIN as follows:
SECTION 1. Sewer Fund, the Permissible Uses Thereof. All funds and moneys received from
the collection of sewer service charges shall be deposited with the City Treasurer of the City of Carlsbad^
who shall establish and maintain a separate fund and account to be known as the "Sewer Fund".
Out of the Sewer Fund; to the extent that moneys are available therefor, there shall be paid only
the following in the order set forth:
(a) The necessary and reasonable maintenance and operation costs of said sewer system.
(b) The principal of and interest on bonds issued for sewer purposes.
(c) Any payments specifically authorized or required by the City Council in any ordinance
or resolution providing for the issuance of said bonds.
(d) Amounts, as the City Council may direct, for the payment of the costs of extensions
and improvements of or additions to said sewer system or for any other sewer purpose.
For the purpose of the administration of the Sewer Fund necessary and desirable sub funds
and/or accounts may be used to show receipts, expenditures and balances.
