HomeMy WebLinkAbout1959-07-28; Notices Proofs (4)3TION Notice is hereby given that a special municipal election will be held in the City of Carlsbad on the 28th day of July, 1959, for the purpose of submitting to the qualified voters of said city a proposition for the enactment of the following ordinancs: AN ORDINANCE OF TIIE CITY OF CARLSBAD, CALL FORNIA, RELATING TO THE SEWER FUND AND THE PERMISSIBLE USES THEREOF. ORDINANCE NO. 7021 AN ORDINANCE OF THE CITY OF CARLSBAD, CALI- FORNIA, RELATING TO THE SEWER FUND AND THE PER- MISSIBLE USES THEREOF. The People of the City of Carlsbad, California, DO OR- DAIN as follows: SECTION 1. Sewer Fund, the Permissible Uses thereof. All funds and moneys received from the collection of sewer ser- vice charges shall be deposited with the City Treasurer of the City of Carlsbad, who shall es- tablish and maintain a separate fund and account to be known as the "Sewer Fund". Out of the Sewer Fund, to the -. extent that moneys are avail- able therefor, there shall be paid only the following in the order set forth: (a) The necessary and rea- sonable maintenance and "operation costs of said sewer system. (b) The principal of and in- terest on bonds issued for sewer purposes. - (c) Any payments specifi- cally authorized or required by the City Council in any ordinance or resolution pro- viding for the issuance of said bonds. (d) Amounts, as the City ,Council may direct, for the payment of the costs of ex- tensions and improvements of or additions to said sewer sy- stem or for any other sewer purpose. For the purpose of the ad- ministration of the Sewer Fund necessary and desirable sub funds and/or accounts may be used to show receipts, expendi-tures and balances. ELECTORS OF DATE AFTER WHICH NO AR- GUMENTS FOR OR AGAINST I CITY MEASURES MAY BE SUBMITTED TO THE CITY CLERK. Notice is hereby given that an election is to be held in the City of Carlsbad on July 28, 1959, at which there will be sub- mitted to the qualified electors of said city the following city ^^^ .ction or' TeeorisiructiJIin"11 oi"''" paving, curbs, guttters, sidewalks, drain- age facilities and appurtenances and appurtenant work, the opening, widening, extension, alignment or realignment of streets, the relocation of public utilities, and the acquisition of land, easements, rights -of way, apparatus, equipment and other property %iecesgary for any of the foregoing? PROPOSITION W - WATER REVENUE BONDS: Shall the City of Carlsbad issue watefr revenue bonds in the principal sum of $300,000 for the acquisition, construction and financing of extensions, enlarge- ments and improvements of- the water system of said city, in- cluding works and facilities for the storage, transmission and distribution of water, the recon- struction of parts of said sys- tem, and the acquisition of "land, easements, rights of way and other property necessary there- for, and including all engineer- ing, inspection and legal fees, costs of the issuance of said revenue bonds, bond reserve funds, and other costs and ex- penses incidental to or connect-j ed with such acquisition, con-! struction and financing? PROPOSITION R - SEWER FUND ORDINANCE: Shall the ordinance, the nature of which is stated in the title thereof, to wit: AN ORDINANCE OF THE CITY OF CARLSBAD, CALIF- measures: ORNIA, RELATING TO THE PROPOSITION S - SEWER SEWER FUND AND THE PER- BONDS: MISSIBLE USES THEREOF, Shall the City of Carlsbad incur a bonded indebtedness in the principal sum of $1,200,000 for the acquisition and construction by said city of a certain muni- cipal improvement, to witk ad- ditions to the sanitary sewage collection, treatment and dispo- sal system of said city, includ- ing interceptor and trunk sew- ers, ocean outfall sewer, pump- ing stations, new sewage treat- ment plants, additions to the existing treatment plant, and for the foregoing appurtenances and works appurtenant thereto, including the acquisition of all land, easements, rights of way, pipe, pumps, machinery and other property necessary there- for? BE ADOPTED?NOTICE IS FURTHER GIV- en that pursuant to Article 4, Chapter 3, Division 4 of the Elections Code of the State of California the legislative body of said city, or any member or members«thereof authorized by such body, or any individual voter or bona fide association of citizens, or any combination of such voters and associations, may file 'written arguments, notto exceed 300 words in length, for or against each said city measure.
