PROOFS ALSO SENT TO: G CITY CLERK ATTORNEY [Jf^BOND ATTORNEYS 1GUMENTS FOR AND AGAINST Cl MEASURE The following arguments for and against the city measure to be submitted at the special municipal election to be held in the City of Carlsbad, California, on January 18, 1966, have been filed with the City Clerk pursuant to Article 4, Chapter 3, Division 4, (Sec- tions 5010 to 5014, inclusive) of the Elections Code of the State of California. ARGUMENT FOR BOND ISSUE NEED: The adult library has been sold and must be vacated. The children's library is inadequate and rented on a month to month basis. In addition, 2,500 books are now stored in a trailer. DESIGN: The new library is designed to meet all American Li- brary Association standards. It is planned to serve a growing Carlsbad and the population as projected for 1980. The new library will include Ample bookshelves Separate adult and young adult reading rooms Children's room Space for study and reference work Audio room with records Multi purpose room Storage space for resource materials Staff office and work space LOCATION: The new library will be located on Elm Street east of Pio Pico"on city owned property. COST: The bond issue will be for $295,000. This will raise taxes less than 7$ per hundred dollars of assessed valuation. For a tax- payer with a $16,000 home the cost will be just 22$ a month. In- ' dic.ations are that Carlsbad will also receive funds from the Fed- eral Library Services and Construction Act. In Summary: (1) Present library facilities are totally inadequate. Of the two buildings, the main library is sold and must be vacated. (2) The current demand for library services has altogether exceed- ed available facilities. (3) The Library Board of Trustees strongly recommends the elec- torate approve $295,000 in bonds for a city library to be available to every citizen to use for education and enjoyment. /s/ JACK F.
