What I would like to do for Carlsbad:
Maintain the dignity of the Office of Mayor.
Continue working for a balanced growth through careful planning.
Seek early solutions to sewer problem's.
Accelerate downtown re-development progress.
Continue developing broad community recreational program.
Follow up on community swimming pool and installation of new
tennis courts.
Expand community parks.
Improve beach facilities.
Continue working for improved community services.
Better fire and police protection.
Follow up new paramedic service.
Improve and expand library services.
Improve streets and sidewalks.
Continue to preserve the quiet, esthetic atmosphere of Carlsbad.

Name: Anthony J. Skotnicki

Occupation: Councilman
Education and Qualifications: Bachelor of Science degree (1960); MiraCost
College one year (1972/73), Councilman since 1974, Since January 197<
when I resigned my position with the State I have devoted myself exclusivel;
to being a councilman. Consequently, I have been able to represent the cit
on several outside committees responsible for economic development, wate
reclamation, sewage treatment, and environmental quality, Also, I hav
attended numerous workshops, and seminars designed to improve th
capabilities of elected officials in a variety of municipal activities includin;
labor relations, land use, social services, finance and cultural arts.
Served with the Marine Corps for 32 years and retired with the rank o
colonel July, 1972.. In that time I acquired 25 years experience ii
administration and management at various levels. After one year of collegi
studies in business-related subjects, I joined the San Diego office of the stat
Division of Highways. There I obtained valuable experience in real estate
program budgeting, and highway transportation.
My record as a councilman will show that I am a fiscal conservative, ai
advocate of managed city growth, a dedicated conservationist, and that I an
committed to a revitalization of the downtown business district.

ALLEN C. BOWEN

MAYOR
Name: Allen C. Bowen
Age: 62
Occupation: Consulting Civil Engineer
Education and Qualifications: I was awarded the degree of Bachelor of-
Science by Utah State University. I have worked for, the United States
Government in various capacities, including civilian and military branches of
government. I was the principal expert witness for the United States in the
suit to quiet title to waters of Santa Margarita River and helped, to a
significant degree, in bringing that bitterly contested matter to a conclusion.
I was primarily responsible for establishing the Natural Resources Office at
Camp Pendleton and was the first Director of that office. I have been self
employed as a consulting civil engineer since December of 1970. My
principal client, a joint powers agency representing eighteen public entities,
retains me as general manager. In this capacity, I- completed a compre^
hensive water quality management study of Santa Margarita-San
Luis Rey watersheds which was incorporated into the Basin Plan for the
California Regional Water Quality Control Board, San Diego Region. As
manager for the agency, I am administering sub-contracts involving water
resources, institutional, legal and fiscal elements of the 208 Areawide Water
Quality Management Plan being prepared by CPO for the San Diego-
Riverside region. Activity in watershed planning has led to familiarity with
local, regional, state and federal regulatory agencies.

Community Colleges, also numerous professional seminars. Graduate of
Officer Candidate School, Fort Banning. Instructor, Palomar College.
Married Elizabeth Broce 33 years ago. We have two married sons, one an
attorney in Cardiff, the other a Vista fireman,
36V4 years of fire service, 7% as the Chief of Carlsbad
Community Activities: Currently on the Board of Directors of: Carlsbad's
Boy's Club; Carlsbad Rotary Club; North San Diego County Retired Peace
Officer's and Fireman's Association; Advisory Board and Speaker's Bureau
of the Institute of Burn Medicine of San Diego County. >.
Past Service: Member of the Board of Directors of the: Carlsbad Chamber of
Commerce, 2 years; Carlsbad Christmas Bureau, 6 years; Anti-Litter
Committee, 5 years. Fire Science Advisory Board, Palomar College, 3 years.
Past president of the San Diego County Fire Chiefs Association.
I have attended approximately 100 city council meetings, and nearly as many
planning commission meetings. .
Our City's priorities should be based on need, not pressure groups! We can>
have continued quality growth through careful planning.
The measure of what a man can be expected to do in the future is to look at
what he has done in the past!

Education and Qualifications: BA San Diego State, 1956; .Graduate work San
Diego State, 1957. Resident Carlsbad - 20 yrs. Married 22 yrs. and have 2
children. Have taught government classes in high school and adult
education. Presently instructor in U.S. History. Have 8 years experience on
Carlsbad City Council.
I have supported the following: Closer cooperation between city and
school in usage of joint recreational facilities; Developer fees for anticipated
school growth; Expansion of El Camino Plaza, Car Country, and selected
light industry; Development of HUD housing and re-development of the
downtown area; Banning of alcohol on Carlsbad beaches; Building of the
swimming pool; Voter determination on mergence of City Water Dept. and
CMWD; Paul Bussey as City Manager, Paramedic units and purchase of St.
Patricks for a recreational center,
I have opposed expansion of Palomar Airport; the 400 ft., stack at S.D.
Gas & Electric until pollution .corrected; the refinery. Any increase in density
around Agua Hedionda Lagoon including Pannonia Housing Development;
All major development projects until sewer problems are resolved.
