ELMER H. JOSE, JR.
Occupation: Lieutenant Colonel, USAF (Retired)
Education and Qualifications: Three and a half years College; graduate Armed Forces
Staff College; Air Force Command Staff School; Army Command Staff School; Com-
mercial and Command Pilot with over 4,200 flying hours.
Air Force assignments included four years Secretary of Defense's Office, two years
Office Secretary Air Force Financial and Program Management, and three years NATO
Headquarters, Paris.
Since retirement from the Air Force in 1964 I have devoted my activities to civic
endeavors in Carlsbad. Under four different City Administrations, am now serving my
thirteenth year as Planning Commissioner since initial appointment in 1967. In addition,
have served as Commissioner or Member of: Goals Subcommittee, Regional Growth
and Economical Development; San Diego County Comprehensive Planning Organization;
Carlsbad Building Authority; Community Involvement Committee; Business District
Action Commission; HUD Low-Income Housing Initial Study Group; Representative on
proposed "Desalinization Plant", SDG&E; San Diego Planning Congress; Civic Center
Building Committee; Palomar Airport Study Group; and Bicentennial Committee.
I have no conflict of interest and can devote 100% of my time toward fulfilling the
responsibility of Councilman, over and above the two regularly scheduled monthly meet-
ings required by law.
My interest in Carlsbad and my experience qualify me as your next Councilman. I wel-

Occupation: High school teacher-U.S. History and U.S Government
Education and Qualifications: Graduate of San Diego State University; Served in U.S.M.C.;
22-year-resident in Carlsbad; A 10-year-incumbent Carlsbad City Council; Married with
two children.
I enjoy participating in local government and in my 10 years of service have missed
only 2 regular meetings. Since I have absolutely no conflict of interest, I have been
able to vote on every single issue presented to the Council.
This election is not based on any single issue. The problems facing Carlsbad are many
and complex: Growth management; water reclamation; sewer capacity; land requisition
for centralization of City facilities; additional park development; and to encourage light
industry and commercial development in order to provide employment and enhance the
city economic base.
Certainly, then, with 3 of 5 votes being determined in this election, experience can best
serve the city. Following is a sample of my voting support:

ANN J. KULCHIN AGE: 47 AGE: 59
Occupation: Journalist/Housewife
Education and Qualifications: Carlsbad Citizens need Council members who will represent
all sections of this city. From Rancho Ponderosa in the south to Plaza Camino Real in
the north, we seek leaders who can listen and respond to the diverse interests of this
rapidly growing community.
My experience and education provides the basis for serving my community on the
Carlsbad City council. The best formal leadership training I had was winning a scholar-
ship to the CORO Public Affairs Foundation for Women. This was an intensive ten
week course in San Francisco which stressed community relations, leadership, and
"making things happen." The best political experience was directing two field offices for
a County Supervisor in Santa Clara County. Taking leave of absence, I was his suc-
cessful campaign manager for re-election.

Occupation: Management and Investment .Consultant
Education and Qualifications: Carlsbad is at the crossroads of Its existence. On April 8th
you will have an opportunity to decide not only the future of our city for the next four
years, but to decide our direction for future generations.
Carlsbad has been involved in ongoing sewer and growth problems; ongoing LaCosta
problems; ongoing redevelopment and pool problems. The list of unfinished items can go
on and on. My point is, with the inevitable growth Carlsbad is facing we can no longer
rule by 'REACTION.1 We must now implement firm plans. I believe these problems can
be solved by bringing the proper background and 'willingness to work,' to the City
Council.
I have been a resident of Carlsbad for the past eight years. My past experience
includes being a former High School Government Teacher, a Realtor Associate, owner
of a Management Consulting Firm and a Manufacturing Firm. Presently I am a Board
Officer of a Carlsbad Non-Profit Private School, a Management and Investment Consul-
tant, and involved in various community activities.
Do I teel I can solve all of our problems? Of course not, but I wilf devote all the time
necessary and utilize my past experience to work toward solving our current and future
needs.

Education and Qualifications: My education and qualifications are diversified, including a
Master's degree in Public Administration, Political "Science; and experience with Urban
Planning and Social Work. I understand many viewpoints because of my versatile
background. Born and raised in Michigan, I lived in the East, West, small towns, large
cities like Detroit, and traveled extensively. I experience a continuing love affair with
California, and except to spend the rest of my life in Carlsbad, which I chose above all
other places. Therefore, I want to make certain that we maintain a fine quality of life
here.
Enjoying politics, I have researched and studied the issues. My talents lie in compro-
mise, and resolving problems based on communication. I advocate Neighborhood Crime
Watch, highlighting Citizen-Police cooperation.
I want to preserve what is delightful about Carlsbad, an uncrowded, unhurried, uncon-
gested relaxed Old World atmosphere; but balanced with healthy managed Growth,
downtown redevelopment, modern prestigious neighborhood shopping areas, Supermar-
kets, a better image to attract tax dollars, benefiting all our citizens.
Retired now, I can devote full attention to Council duties, bringing dedicated conscien-
tious efforts. So, if you place confidence in me, I pledge to be available anytime,
responsive to you and all City problems.

Occupation: Sales Representative
Education and Qualifications: I was born and reared in Philadelphia, Pennsylvania and
graduated from Temple University, Philadelphia, with a B.S. degree in Business Adminis-
tration. My 4 children and 3 grandchildren are the product of 28 years of marriage. I
am a decorated veteran of World War II and a member of Veterans of Foreign Wars.
For the past 25 years I have been employed as a Sales Representative, the last 5 of
which have been with Ducommun Metals in San Diego.
I favor controlled growth, election of Council by population of districts, improved sewer
facilities, improved and expanded fire and police personnel and equipment, improved and
expanded park and playground facilities, good paramedic protection, zoned areas for low
income and medium cost housing, including manufactured housing, permanent zoning
for existing mobile home parks and guidelines for local taxation as set forth by Proposi-
tion 13.
I oppose massive conversion of apartments to condominiums, sacrifice of the rights of
young, low income, and seniors on fixed incomes for the benefit of special interests and
affluent groups.

Education and Qualifications: I know that on occasion I find myself saying, "I don't have
time for this or that, that I have other important things or specific interests groups to
attend." This is understandable and I think you will agree, but it is hard to understand
when a group of people constantly have no time for anything except themselves or
their specific interests groups. It is especially difficult to understand when these people
were elected to give some of their time to all of the people.
The present group in the city council have found it easy to give little of their time for
the elderly, people on a fixed income, low rent housing, or those people who live in
mobile homes parks.

I am not committed to any special interest group; prefer to represent the broad public
interest. I am a fiscal conservative and support managed city growth so as to preserve

U.S. Marine Corps-32 years. Retired as Colonel, 1972. Combat service in World War
II, Korea and-South Vietnam.
California Department of Transportation-1973-75. As a right-of-way agent gained

daughter 15. We have lived in Carlsbad for ten years.

Occupation: Cosmetologist
Education and Qualifications: My education and qualifications are two years of college in
education, which I began in 1958 after a four year tour in the Marine Corps. I married
a local girl, settled here and started a family. The past few years I've worked with
various organizations an programs for problem and disadvantaged youths. After be-
coming more aware of the problems in this area, I now feel compelled to represent a
wider range of the community, in trying to find some answers to present and future
problems facing you as an individual, and our community as a whole.

IMPARTIAL ANALYSIS OF MEASURE A
The City Council has placed a proposition on the ballot which would make the Office of
City Clerk appointive.
Currently the Carlsbad City Clerk is elected to office. If the voters of Carlsbad approve,
the Office of the City Clerk may be made appointive. The City Council would then be
authorized to appoint the City Clerk themselves or they could, by ordinance, give the
City Manager the power to make the appointment. The duties of the City Clerk, as pro-
vided by law, would remain unchanged.
IMPARTIAL ANALYSIS OF MEASURE B
The City Council has placed a proposition on the ballot which would make the Office of
City Treasurer appointive.
Currently the Carlsbad City Treasurer is elected to office. If the voters of Carlsbad
approve, the office of the City Treasurer may be made appointive. The City Council
would then be authorized to appoint the City Treasurer themselves or they could, by
ordinance, give the City Manager the power to make the appointment. The duties of
the City Treasurer, as provided by law, would remain unchanged.
FULL TEXT OF MEASURE y
ADVISORY VOTE ONLY
Should the Governor and the Legislature of the State of California be advised that:
It is the will of the people of the City of Carlsbad that the Governor and the Legislature
apportion the existing six cents sales and use tax so that two cents rather than the
present one cent be allocated to be used by cities and counties for priority local ser-
vices rather than by the State for state services or to the state surplus.
It is understood that if the Governor and the Legislature so act, any funds resulting
therefrom which would cause the City to exceed a spending limit imposed by a vote of
the people of the City of Carlsbad or the State shall be returned to the people or ex-
pended for capital improvements, as provided by law.
Further, it is the will of the people that the Governor and the Legislature enact such
allocation into law no later than the first of May, 1980 to avoid the unnecessary
enactment by the people through the initiative process to cure legislative default.
IMPART'.; ANALYSIS OF MEASURE C
The City Council has placed this advisory proposition on the ballot. Presently cit
receive one cent of the six cents sates and use tax. This proposition would requi
that an additional one cent of the six cents sales and use tax be apportioned to cit
and counties. The proposition is advisory to the Governor and State Legislature,
increase in the total sales tax is proposed.
