A 26 year resident and 14 year City Council incumbent, I have missed only two regular meetings
in that time. I have absolutely no conflict of interest and always have been able to vote on
every single issue presented to the Council.
Growth, airport expansion, Proposition H. circulation and recreational facilities are, I believe,
the main issues in this election.
Controlled Growth: I oppose future annexations, General Plan alterations, and raised densities
that benefit the developer only and do nothing but put a strain on present Carlsbad services.
Airport Expansion: I am against both the extension of services and the physical expansion of
our airport.
Proposition H: I support the Proposition according to the guidelines established by the Citizens
Committee.
Circulation: Until this problem is resolved, especially in the South Carlsbad area, I oppose any
further development.
Recreational Facilities: I support additional playing fields and a City gymnasium.
Certainly with 3 of 5 Council votes being determined by this election, voters need to know the

I am running for City Council because I believe I can add a new dimension towards keeping open
communications to my constituents. Having worked for the Carlsbad Senior Citizens' Associa-
tion. I feel I am well qualified to identify both the needs and concerns of our Seniors. My mam
concerns will be divided into three areas. (I) Balanced growth: Implement a plan under which
both community and business services grow simultaneously. (2) Recreational fields and a
Community Center: This plan would involve generating a Community Center that would house
athletic events, entertainment, and business, making sure our recreational fields are properly
maintained. (3) Assist the Seniors of Carlsbad obtain quarters large enough, not only to meet
their needs, but large enough to help proliferate their own funds, and become a self-sustaining
organization. I have been a resident of Carlsbad for 15 years, and have seen the tremendous
growth that has taken place without adequately extending services to both the youth and aging
of Carlsbad. If elected, I will serve with concern and enthusiam.

last 12 years I have run a successful radiation consultation firm and am listed in Marquis
"Who's Who in the West" I have worked for the state of California as Construction Safety
Engineer. Highway Engineer, Civil Engineer and Hydrologist This experience would be valuable
in such projects as the Safety Center and road and dam construction. I have also worked as a
Piping Engineer and as a fire-fighter
Since conduct of City business necessarily relates to engineering, I feel I could be an asset to
the Council in this area. I have lived in North County 17 years and in Carlsbad more than four
years. I am concerned that construction in Carlsbad be aesthetically acceptable, and that
close consideration be given to housing density, provisions for parks, playgrounds, and meeting
and recreational centers for all age groups. Airport expansion, if any. should be controlled as

Nowhere is this more applicable than within the City Council
Land use, air and noise pollution, reducing expenditures, controlling taxes, expanding the

from state to restore lagoon.
As President, Association of Carlsbad Taxpayers led initiative effort which qualified Proposition
H for 1982 ballot It was passed by a large majority. As a result, improvement projects costing
more than $1 million in city funds must be approved by the voters.
Graduate, University of Maryland plus a year of business and management study at MiraCosta
College.
Enlisted as private in the Marine Corps, served 32 years with combat service in three wars and
retired in 1972 as colonel.
A dedicated conservationist, an advocate of slower and higher quality growth, fiscal conserva-
tive and a supporter of downtown redevelopment.

Chairman of the Board of Directors of the North County Transit District and Council liaison to

ly, she represented Carlsbad in the Senior Citizens Association and the Joint Advisory Commit-
tee for the Encina Water Pollution Control Facilities.
In addition to City of Carlsbad assignments, Ann Kulchin's community service includes serving
on the board of Women's Resource Center, and the North County Concert Association. She is
active in League of Women Voters, Carlsbad Friends of the Library, the Batiquitos and Buena
Vista Lagoon Foundations, and also participates in the greater San Luis Rey Planning Council.

be named along with other prominent citizens in "Who's Who among San Diego Women."

Carlsbad. My five children grew up in Carlsbad and three of them as well as one grandchild
currently reside here. We own and operate a family business in Carlsbad. I remain dedicated
to the goal of the General Plan, which I wrote, that calls for Carlsbad to be a carefully planned,
balanced community with the full range of necessary elements to ensure a life of quality for all.
I am one of the leaders in the opposition to the proposed bullet train and am on a regional task
force which is opposed to oil drilling off our coast I am also a leader in seeking measures to
restore our beaches and prevent further coastal erosion. My reelection will enable me to
continue to work for you on these matters so important to the future of Carlsbad.

Pacific. I have been a government attorney since 1976. During that time I have been the
community's representative in court prosecuting all types of serious criminal cases.

Graduate of the University of New Hampshire. B.S in Sociology I am a 23 year resident of
Carlsbad. My five children grew up in Carlsbad and three of them as well as one grandchild *-\ K.__
currently reside here. We own and operate a family business in Carlsbad. I remain dedicated
to the goal of the General Plan, which I wrote, that calls for Carlsbad to be a carefully planned,
balanced community with the full range of necessary elements to ensure a life of quality for all.
I am one of the leaders in the opposition to the proposed bullet tram and am on a regional task
force which is opposed to oil drilling off our coast. I am also a leader in seeking measures to
restore our beaches and prevent further coastal erosion. My reelection will enable me to
continue to work for you on these matters so important to the future of Carlsbad.

The rapid growth policies of the present city council will cause Carlsbad's population to double
in the next few years. Growth of that magnitude is harmful to the commercial and residential
elements of our community. I believe we must Control Growth to prevent Carlsbad from
becoming another Los Angeles. .-
I believe Government Should Be Open and not conducted in private. This council spent
taxpayers' money without benefit of public hearings, to support legislation which would have
removed land from Coastal Commission control, thereby making it easier for development. This
is wrong. The public should know how its money is spent
I believe the council should actively oppose airport expansion, work toward development of a
center for senior citizens, and for the construction of community recreation facilities and
improved relations between city employees and City Hall.
I am a graduate of the University of California and attended law school at the University of the
Pacific. I have been a government attorney since 1976. During that time I have been the
community's representative in court prosecuting all types of serious criminal cases.
I am concerned about the future of our City. I have the qualifications to serve you and welcome
your support.

A 26 year resident and 14 year City Council incumbent. I have missed only two regular meetings
in that time. I have absolutely no conflict of interest and always have been able to vote on /"'
every single issue presented to the Council. £) P
Growth, airport expansion. Proposition H. circulation and recreational facilities are. I believe,
the mam issues in this election.
Controlled Growth: I oppose future annexations. General Plan alterations, and raised densities
that benefit the developer only and do nothing but put a strain on present Carlsbad services.
Airport Expansion: I am against both the extension of services and the physical expansion of
our airport.
Proposition H: I support the Proposition according to the guidelines established by the Citizens
Committee.
Circulation: Until this problem is resolved, especially in the South Carlsbad area, I oppose any
further development.
Recreational Facilities: I support additional playing fields and a City gymnasium.
Certainly with 3 of 5 Council votes being determined by this election, voters need to know the
