MeCORMACK, REGISTRAR OF VOTERS CANDIDATE ALERT - INCOMPLETE BALLOT COUNTING ELECTION NIGHT Candidates are frequently surprised to learn that there are thousands of uncounted ballots remaining after the election night unofficial tally, which often leaves races hanging in the balance. For the June 2, 1992 election, we expect the number of outstanding ballots will be higher than usual - potentially 100,000 ballots which could be 20% of the election. This memo is being provided as a courtesy to explain the logistics of election night ballot counting, and follow-up ballot processing and tabulation which occur in the days immediately following the election. There are three categories of ballots which cannot be processed election night: 1) absentee/mail ballots turned in at the polls; 2) provisional ballots; and 3) write-in ballots. ADDITIONAL ABSENTEE/MAIL BALLOTS Many absentee voters wait until the last minute to make their voting choices and drop their absentee/mail ballots off at polling places on election day. We receive these ballots very late on election night. In addition, a substantial number of ballots are picked up election night at the main post office. Each ballot requires processing which includes: recording receipt of the ballot; verifying the voter's signature; sorting by ballot district; opening the absentee ballot envelopes; checking for write-in votes; separating ballots from stubs; and filing for machine tabulation. After reviewing past elections with heavy absentee voting, we are projecting as many as 50,000 absentee ballots will remain uncounted election night. PROVISIONAL BALLOTS Provisional ballots are voted at the polls when a voter's registration is in question, or when a voter who was sent a mail ballot decides to vote at the polls and is unable to surrender the mail ballot. Such voters receive the same ballot as any voter at the polls but provisional ballots are sealed in envelopes for later verification at the Registrar's office. We anticipate as many as 6,000 provisional ballots will remain uncounted election night. WRITE-IN BALLOTS The upper portion of the ballot card provides space to write-in a candidate who does not appear on the ballot. The lower portion of the ballot card contains punch positions for voting on candidates/measures that do appear on the ballot. If any name is written on the write-in portion, the entire ballot must be manually reviewed before the lower portion can be separated and machine tabulated.' CONNY B. Because of limited space and numerous federal and state candidates, it was not possible to include many local races on the boards. Of course, election results hardcopy bulletins will be distributed at 20-30 minute intervals throughout the evening to any interested persons. This distribution will occur at two tables: one table in front of our tally boards, and one table beside the City of San Diego tally boards located at the other end of the large room. In order to be fair to everyone, we want to remind you of a few guidelines for activities at Election Central. It has always been policy that the Election Central room is "neutral ground." NO campaign or candidate signs may be posted within Golden Hall, including the balcony and in the lobby. Please alert your supporters. We continue to encourage parades, buttons, and hand-carried signs. They add to the excitement and color of the event. Please remind your supporters to be careful of the people around them in their sign waving enthusiasm. We discourage signs on metal or heavy poles due to safety considerations. City Ordinance allows lath of 1/4" thick by 1.5" wide. Please advise your supporters of this law.
