JUBB Banking I moved to Carlsbad 15 years ago to raise my children because of the quality of life. I am concerned that this quality of life is slipping away. No one is asking the tough questions. On the Council, I would not rubber stamp to every developer proposal or staff recommendation. I would enforce promises made to citizens. I would allocate of tax dollars only for the betterment of the community. I am not a politician. I am purposefully not running a "political campaign". A political campaign is not a commitment to the community - it is a commitment to money and political favors. I owe no one. My commitment is to listen, ask the tough questions, to show respect for individuals and their opinions and to make fair and impartial decisions. CITY OF CARLSBAD Member of the City Council ROBERT PAYNE Age: 47 Writer/Entrepreneur The citizens of Carlsbad need a representative willing to stand up to the City Hall insiders now dominating city politics. In the YES ON PROP E/Green Valley Initiative and the Carlsbad Ranch/LEGO campaigns, I fought for the future of Carlsbad. I am proud of my volunteer work to preserve a quality city of quiet neighborhoods, high-tech industry, world-renowned resorts, and natural beauty. As a fiscal conservative, I believe taxes and fees collected by the city must be dedicated ONLY to city services. I object to city staff and elected officials channeling our city funds to real estate speculators. I also object to city staff and elected officials collaborating with speculators to defeat citizen initiatives. On the council, I will draw on my training as a researcher to find the facts on issues. I will guide citizens who question the dictates of consultants and city bureaucrats. I will encourage 21st century educational and business opportunities in Carlsbad. My service has included regional as well as city assignments. Currently I represent Carlsbad on the regional SANDAG Board; Buena Vista Lagoon JPA; Batiquitos Lagoon Enhancement Project; CSUSM University Council and College of Business Administration; and chair the McClellan-Palomar Airport Committee. However, no matter what my involvement, I never lose sight of the fact that each council member must do her homework and function as a team player to represent all segments of the city without fear or favor. I will continue my efforts to bring to Carlsbad companies that build our economy, provide worthwhile jobs and keep us fiscally sound. My actions and council assignments have proven that I care about conserving, enhancing and protecting our environment. Finally, and of great importance, I care about Carlsbad's youth. Carlsbad's City Council seems increasingly to be going long on issue-creation, alibi- generation and old-fashioned B.S.; but real short on the truth. A few grumpy old men with money and village businesses squawk because they are intimidated by kids on skateboards having fun; and suddenly we have a new ordinance, and a multiple committee process that may take generations, if ever, to produce a skateboard park somewhere in the hinterlands. I say, SHOW ME some of the property damage which these kids allegedly caused to justify this ordinance. There isn't any! All of our clubs and cabarets are threatened with new ordinances because one neighbor with a long-standing vendetta against The Sandbar has some organizational skills; and because, our City Council listens first to money, second to noise, but mostly to the geriatric set :f which they are members. All of our citizens of all ages, whether they can vote or contribute money, deserve representation on our Council. Carlsbad is a beach community and tourist haven, not a retirement home. All of our residents deserve consideration of their needs and rights, not just the minority membership of the well-heeled and vociferous ruling clique and wannabe elitists. CS-1300-3 N SD 166-018 LIBRARY PROJECTS/SERVICE PROPOSALS FOR SALES TAX REVENUE CARLSBAD CITY LIBRARY 1 New main library building. 2 Remodel and expansion of existing library building. 3 Improved technology, including Internet access. 4 Significant enhancement of book and materials budget. 5 Significant enhancement of adult programs and services. 6 Significant enhancement of children's programs and services. 7 Establishment of an endowment for future operating costs of the Carlsbad Library. CHULA VISTA PUBLIC LIBRARY 1 Construct Rancho del Rey Branch Library. 2 Improve public service at other branch libraries. 3 Improve access to new technologies. 4 Improve children's services. 5 Augment budget for books. CORONADO PUBLIC LIBRARY Sales tax revenues would fund a planned major expansion and renovation of the Coronado Public Library building. Any sales tax revenues in excess of the expansion needs would be used to purchase new books, other media, and computer resources for public use. DEL MAR BRANCH (SAN DIEGO COUNTY LIBRARY) 1 2 3 4 5 6 Extend hours on week nights and weekends. Enhance reference service and collection strength. Enhance services and programming in children's area and in the multi-media Provide more books and other library materials. Provide facility and grounds maintenance. room. Establish an endowment fund for long-term benefit of the Del Mar Library. 100% of annual sales tax revenue to be deposited into endowment with endowment income to be used for items 1 -5.
