PROPOSED CHARTER AMENDMENT

u'lat a public hearing will be held by the City Council of the City of Carlsbad in
the Council Chambers of the City of Carlsbad, 1200 Carlsbad Village Drive,
Car'shnn California, on Tuesday, May 22, 2012, at 6:00 p.m., to receive testi-
mo 1/ ii'-,n! Carlsbad residents regarding the submittal of a proposed amend-
me if "o the City Charter to the qualified voters at the November 6, 2012
Gene-a^ Municipal Election.
Thi. is the second of two public hearings required by California Assembly Bill
13d4 (effective in January 1, 2012), Section 34458(b) regarding any proposed
amendment to the City Charter. On April 10, 2012, City Council held the first
public hearing to receive testimony regarding the proposed charter amendment.
AB 1344 further prohibits City Council from voting on the submission of the
proposed charter amendment to the voters until 21 days after the second public
he 11 nr The scheduled date for Council to vote on this matter is June 19,2012.
The Carlsbad City Charter, adopted in June 2008, was amended at the No-
vember 2. 2010 General Municipal Election by the addition of Section 502
Retention of Benefits," pertaining to the retirement benefits of safety
Ci i:nc;i desires to submit for consideration to the qualified voters of Carlsbad,
an amendment to Section 502 "Retention of Benefits" to include the 2% @ 60
-^etirement formula for miscellaneous employees hired by the City after No-
vember 27, 2011.
A; the public heahng. Council will hear testimony for and against the proposed
amendment to the Charter. If unable to attend the public hearing, written
comments on any aspect of the proposed amendment, are invited and should
he addressed to the City Clerk's Office, City of Carlsbad, 1200 Carlsbad
Vniaqe Drive.
Copies of the agenda bill with the text of the proposed amendment will be
available on and after May 18, 2012. If you have any questions, please contact
