Gentlemen: In accordance with your request, we have provided testing and observation services during the construction of the subject pedestrian overcrossing. The bridge carries foot traffic over Calle Barcelona east of Paseo Aliso in eastern Carlsbad, California. Our services were provided between February 23, 1999 through July 20, 1999, and included the following: • Observing the pile driving operations including monitoring hammer performance, recording blowcounts and hammer stroke, observing plumbness, batter and offset from original locations. • Performing compression tests on concrete cylinders from the project. • Preparing this final report of testing and observation services. GENERAL The contractor for the project was Nicholas Grant Corporation. Project plans were prepared by Simon Wong Engineering. The pile driving contractor was Foundation Pile. A geotechnical report containing foundation recommendations for the bridge was prepared Geocon Incorporated and is referenced above. 6960 Flanders Drive • San Diego, California 92121-2974 • Telephone (858) 558-6900 • Fax (858) 558-6159 I E E E E I I E E E E E References to elevations and locations herein were based on surveyor's or grade checker's stakes in the field and/or interpolation from the referenced plans. Geocon Incorporated did not provide surveying services and, therefore, has no opinion regarding the accuracy of the as-graded elevations or surface geometry with respect to the approved grading plans or proper surface drainage. PILE DRIVING A total of twenty-one, 12-inch-square precast, prestressed, concrete piles (PCCP's) were driven using a Delmag 30-32 open-ended diesel hammer. A grid was established on the project foundation plan in order to identify the locations of each pile, and a copy of the plan with the grid is attached (Figure 1). Final pile lengths varied from 28 to 51 feet and design (allowable) capacity was 70 tons. Different piles lengths were recommended at each of the two abutments. The approximately 34-foot long piles were incorrectly driven at the south abutment (Abutment 1) instead of the specified 54-foot long piles. Although shorter than recommended, the piles at the Abutment 1 met or exceeded the blowcount recommended by the Caltrans formula cited in the Caltrans Standard Specifications for a Class 70C pile. However, the piles do not extend through potentially liquefiable alluvium. Therefore, to mitigate the potential for settlement of the structure during a liquefaction event, additional piles were driven at Abutment 1 through the alluvium into formational materials. The pile driving records are attached, as Appendix A. Assuming the final design at Abutment 1 consists of nine, approximately 34-foot long and three, approximately 55-foot long piles, the pile driving records indicate the following: • The nine, approximately 34-foot long piles at Abutment 1 were driven to the design length specified on the foundation plans. The three, 55-foot long piles encountered practical driving refusal prior to reaching the specified tip elevation shown on the foundation plan. These piles were cut off at the cut-off elevations. Practical driving refusal, as defined in this report, is 100 blows or more to advance the pile one foot. • At Abutment 2, four piles were driven to the design length specified on the foundation plan, or deeper. At 3 locations, practical driving refusal was encountered prior to reaching the specified tip elevation shown on the foundation plan. These piles were cut off at the cut-off elevations. At 2 locations the butt of the pile spalled to approximately the cut-off elevation and could not be redriven. These piles had been driven within 4!/2 feet of specified tip elevation and had approximately 2 or more times the required blowcount as specified by the Caltrans formula. The blows per foot of driving and the stroke of the hammer for each pile were observed and recorded. The results for the last 3 feet of driving were compared to the Caltrans equation (Engineering News Record formula). The analysis compares the results of blowcount and rated energy during driving to pile capacity. Project No. 05871-12-18 -2- Augusts, 1999 E E I I I 1 I All of the piles exceeded the blowcount determined by the Caltrans formula. Therefore, it is concluded that all piles driven at the Calle Barcelona Pedestrian Overcrossing have attained the allowable capacity specified. CONCRETE Concrete testing was performed at the bridge during the placement of the concrete for the abutment footings, columns, girder stems, deck, and abutment walls. Simon Wong Engineering determined the slump of the concrete during placement and cast cylinders for compression testing. These cylinders were delivered to the Geocon Incorporated laboratory to verify that the concrete conformed to the minimum project specified compressive strength criteria. Cylinder fabrication and slump testing was reportedly performed in accordance with the American Society of Testing and Materials C31-90 and C172-90, respectively. Compression testing was performed at various age intervals after fabrication as specified by Simon Wong Engineering. The results indicated that all the concrete attained the minimum compressive strengths at 28 days or earlier. Results of the slump tests indicated slumps varied from 4 to 8 inches. Results of the compressive strength tests and slump tests are summarized on Table 1 (Appendix B). CONCLUSIONS AND RECOMMENDATIONS 1. Based on observations, it is the opinion of Geocon Incorporated that all piles driven at the Calle Barcelona Pedestrian Overcrossing have attained the allowable capacity specified. 2. The concrete used in construction met the minimum compressive strength specified for the project. LIMITATIONS The conclusions and recommendations contained herein apply only to our work with respect to conditions at the date of our final observation. Any subsequent construction should be done in conjunction with our observation and testing services. As used herein, the term "observation" implies only that we observed the progress of the work with which we agreed to be involved. Our services did not include the evaluation or identification of the potential presence of hazardous or corrosive materials. Our conclusions and opinions as to whether the work essentially complies with the job specifications are based on our observations, experience, and test results. Subsurface conditions, and the accuracy of tests used to measure such conditions, can vary greatly at any time. We make no warranty, express or implied, except that our services were performed in accordance with engineering principles generally accepted at this time and location.
