REFERENCE: 1) Report of Geotechnical Investigation, Camino Hills Mobile Home Park, Prepared by Southern California and Testing, Inc., dated July 17, 1984. 2) Supplemental Soil Investigation, Camino Hills Mobilehome Subdivision, Prepared by Southern California Soil & Testing, Inc. dated November 6, 1984. In accordance with your request and our proposal dated October 29, 1984, this report has been prepared to present the results of the field observations and relative compaction tests performed at the subject site by Southern California Soil & Testing, Inc. These services were performed between October 24, 1984 and January 28, 1985. ENGINEERING DEPT. LIBRARY City of Carlsbad 2075 Las Palmas Drive Carlsbad CA 92009-4859 SOUTHERN CALIFORNIA SLIIL AND TESTING, INC ,- -. .- SCS&T 8521098 June 3, 1985 PAGE 2 SITE DESCRIPTION The project site is an irregular shaped parcel of land, approximately 29 acres in area, that is located adjacent to the intersection of El Camino Real and Camino Hills Drive. The site is bounded on the northeast by El Camino Real and a single family residence, on the northwest by Camino Hills Drive and by undeveloped land to the southwest. Elevations at this site ranged from 85. feet in the northeast to approximately 300 feet in the south. Natural drainage was accomplished by sheetflow and in poorly to moderately well-defined drainage courses. Prior to grading the site was covered by a heavy growth of native grasses and shrubs. GENERAL GEOLOGY AND SUBSURFACE CONDITIONS GEOLOGIC SETTING:The project site is located in the Coastal Plains Physiographic Province of San Oiego County and is underlain by sedimentary deposits of both Tertiary and Quaternary-age and at depth by metavolcanic rock. In order of general decreasing age, the materials encountered at the site consist of the Jurassic Santiago Peak Volcanics, the Tertiary Santiago Formation, Quaternary landslide deposits, older Quaternary (Pleistocene) alluvial and stream terrace deposits, and younger Quaternary (Holocene) alluvial and colluvial deposits. A brief description of these materials is presented below. JURASSIC SANTIAGO PEAK VOLCANICS: The oldest material exposed at the site was the fractured metavolcanic rock of the Santiago Peak Volcanics. This material does not crop out at the surface but was exposed in the excavation for the buttress in the western portion of the site. Portions of this unit were covered with a relatively small amount of multicolored pre-Eocene (?) paleosol that was apparently formed when this unit was exposed at the surface during the early Cenozoic torrid climate. SCS&T 8521098 June 3, 1985 PAGE 3 - - - TERTIARY SANTIAGO FORMATION: Unconformably overlying the Santiago Peak Volcanics are the relatively flat-lying interbedded sandstones, siltstones, and claystones of the Santiago Formation. Portions of the Santiago Formation were characterized by weak layers that have been a factor in recent landslides or by thin remolded clay seams which frequently require buttressing so that the possibility of future slope stability problems can be reduced. QUATERNARY LANDSLIDE DEBRIS: Most of the portion of the site which will be developed with this project was underlain by ancient landslide debris resulting from downslope movement of portions of the Santiago Formation. These ancient slides are probably the result of a combination of factors which include weak strata in the Santiago Formation, steep slopes in the Pleistocene river channel, and an abundance of water. These deposits range in thickness from only a few feet to a few tens of feet. Buttresses were designed and built so that no large scale slope stability problems are expected in the future. OLDER QUATERNARY ALLUVIAL AND TERRACE DEPOSITS: The older Quaternary sediments consist of interbedded sands, silts, and gravels which are unconsolidated and generally uncemented. These older deposits can be divided into two sub-units. The upper portion consists of clayey, silty, fine to medium-grained sands and poorly graded sands; the lower portion consists of clayey, silty, medium to coarse sands and clayey, silty gravels. YOUNGER QUATERNARY ALLUVIAL/COLLUVIAL DEPOSITS: The modern stream stream channels and gentler slopes are underlain by unconsolidated deposits of clay, silt, sand and graxel which range in thickness from a few feet to several feet. Remedial grading was performed where these deposits were encountered. TECTONIC SETTING: Small, inactive faults are common in the Carlsbad area and grading operations at the site revealed the presence of several small SCS&T 8521098 June 3, 1985 PAGE 4 faults. All faults encountered were examined by our geology staff. These small faults were determined to be of no consequence to the project and should be of no concern. In addition, it should be recognized that much of Southern California is characterized by major fault zones that could possibly affect the subject site. The nearest of these is the Elsinore Fault Zone, located approximately 20 miles to the northeast. It should also be noted that the - possible extension of the Rose Canyon Fault Zone, of Quaternary age, is located approximately 8 miles west of the site. This fault zone is curently classified as only potentially active, rather than active, by the criteria of the California Division of Mines and Geology. Due to the current classification of the Rose Canyon Falut Zone, it is our opinion that it should not be used for the design earthquake source for this project. -. - - It is likely that the subject site will experience the effects of at least one earthquake during the life of the proposed structures. Construction in accordance with the Uniform Building Code should minimize future structural damage from seismic events. PROPOSED CONSTRUCTION The developer plans to construct approximately 113 mobilehome pads with a clubhouse, tennis courts and interior access streets. AVAILABLE PLANS To assist in determining the locations and elevations of our field density tests and to define the general extent of the site grading, we were provided with a grading plan prepared by The Jack Edwards Company. - - - - - - SCS&T 8521098 June 3, 1985 PAGE 5 SITE PREPARATION Prior to grading, the site was cleared of the existing vegetation. The alluvial soils in the drainage swales and loose topsoils at other portions of the site were removed to firm natural ground. The slide involved soils were then removed and buttressed as shown on the attached plans. All backslopes of the buttresses and shear key were examined by our engineering geologist to check for additional adverse conditions. Subdrains were then installed as recomnended in the referenced reports. The removed alluvium, topsoils and slide materials were then replaced in eight inch lifts, moisture conditioned and compacted to at least 90% of maximum dry density. These mass grading operations were performed by H & A Construction. FIELO OBSERVATIONS AND TESTING Observations and field density tests were performed by a representative of Southern California Soil & Testing, Inc. during the mass grading operations. The density tests were taken according to A.S.T.M. Test 1556-74 and the results of those tests are shown on the attached plates. The locations and elevations of the in-situ tests were determined in accordance with their importance and the accuracy and proximity of the survey control provided by other than Southern California Soil & Testing, Inc. representatives. Unless otherwise noted, their locations and elevations were determined by pacing and hand level methods and should be considered accurate only to the degree implied by the method used. As used herein, the term "observation" implies only that we observed the progress of work we agreed to be involved with, and performed tests, on which, together, we based our opinion as to whether the work essentially complies with the job requirements, local grading ordinances and the Uniform Building Code. .- - - - - - - - - SCS&T 8521098 LABORATORY TESTS June 3, 1985 PAGE 6 Maximum dry density determinations were performed on representative samples of the soils used in the compacted fills according to A.S.T.M. Test 1557-78, Method C. This method specifies that a four (4) inch diameter cylindrical meld of l/30 foot volume be used and that the soil tested be placed in five (5) equal layers with each layer compacted by twenty-five (25) blows of a 10 pound hammer with an 18 inch drop. The results of these tests, as presented on Plate Number 3, were used in conjunction with the field density tests to determine the degree of relative compaction of the compacted fill. The expansive potential of clayey soils within the three feet of finished grade was determined by UBC Test Method 2922. The results of these tests showed the soil to be highly expansive. All permanent structures should be deisgned accordingly. CONCLUSIONS Based on field observations and the density test results, it is the opinion of Southern California Soil & Testing, Inc. that the grading was performed basically in accordance with the recommendations contained in the referenced reports. In addition, based on the results of on-site observation by a member of our geology staff, the following conclusions are presented: 1) The geologic conditions at the site are similar to those described in the referenced geotechnical report. 2) The recommendations presented in the referenced reports, in relation to site grading, have been followed. 3) With respect to geotechnical considerations, the site has been graded in conformance with the referenced grading plan. - - - - - - - - - SCS&T 8521098 June 3, 1985 PAGE 7 4) Adverse geologic conditions have been sufficiently mitigated and the site is geologically suitable and safe for construction. 5) All cut slopes and areas that received fill have been inspected and found to be free, to the best of our knowledge, of geologic conditions which may lead to significant instability problems. This report covers only the work performed between October 24, 1984 and January 28, 1985. Additional testing will be required for utility trench backfill, for retaining wall backfill and for pavement subgrade. Our opinions presented herein are based on our observations and the relative compaction tests results. Due to possible variations in the uniformity of compacted fills, we only warrant that our work was performed in accordance with the currently accepted standards of practice and in such a manner as to have reasonable certainty that the mass grading complies with the job requirements.
