Dear Ms. Holliday: In accordance with your request, EEI has prepared this letter to respond to the referenced review comments prepared by R.J. Valentine (dated January 12, 2012), which addresses retaining walls A, B and C at the proposed Palomar Commons retail development site in Carlsbad, Califomia. This letter should be considered to be an addendum to the referenced geotechnical reports. Specifications for structural fill that is to be installed in the active earth pressure zone behind each wall should be provided. The specifications should include the material's mimmum effective shear strength, grain-size distribution and Atterberg limits. Further, the wall drivings should clearly delineate the limits of the fill material such that all soil installed within the active earth pressitre zone of each wall comprises the specified fill. Response: Structural fill placed within the active earth pressure zone should possess an effective mtemal friction angle (phi angle) of at least 30 degrees. In addition, we recommend that the materials placed witiiin the active earth pressure zone possess the following characteristics: Particle Size Distribution (ASTM D422) U.S. standard Sieve Size Percent Passing 3-inch 100 No.4 20-100 No. 40 0-60 No. 200 0-35 It is also recommended that the material placed within the active earth pressure zone possess a plasticity index (PI) of less tiian 10 (as determined by ASTM Test Metiiod D4318). We recommend that these materials extend behind the retainmg wall a lateral distance that is equivalent to the wall height. Placement and compaction of these materials should be in accordance with the recommendations contained in our referenced reports (dated January 13, 2010 and April 2, 2010). 2. The properties of the fill soil installed below walls A and B should be defined. Once the materials shear strength is /mown a global stability assessment of each wall should be performed. Also, the coefficient of sliding recommended by EEIfor walls A and B should be chec/ced to be sure that it is adequate for the fill soil that is actually installed. Response: FiU soils placed below retaining walls A, B and C shouid possess an effective intemal friction angle of at least 23 degrees and an effective cohesion of at least 200 pounds per square foot (psf). Based on these shear sttengths, it is our opinion that the coefficient of sliding along the soil-concrete interface as recommended in our referenced. Utilizing the recommended shear sfrengtii of the materials to be placed beneath walls A, B and C, along with that recommended for the materials to be placed within the active earth pressure zone (as described above in our response No. 1), the global stability of the walls was evaluated using the computer program GSTABL7. Our evaluation utilized a search routine that incorporates the Modified Bishop's Method of Slices to identify the most critical failure surface utilizing a search routine. This method of the analysis addresses circular failure geometry and satisfies force equilibrium and overall moment equilibrium conditions. Soil Type Moist Unit Weight (pcf) Saturated Unit Weight (pcf) Apparent Cohesion (psi) Internal 1 Friction Angle (degrees) Fill Soils (non-active zone) 120 130 200 23 Select Backfill (active zone) 120 130 0 30 Remforced Masonry Retaining Wall Stem 140 140 1500 45 Our global stability analysis assesses the factor of safety against failure, which is the ratio between the forces resisting downslope movement (related to the shear sttength of the soil materials) and the driving forces that induce sliding. For conservatism, our global analysis ignores those portions of the retaining wall below the ground surface at the toe (i.e., the wall foundation and buried portions of the wall stem). Our evaluation also assumes that non-select soils will cap the select backfill and will be present at the toe of the wall, as well as behind and beneath the select backfill. For conservatism, our analyses assume that the foimdations for the retaining walls possess shear sttengths that are the same as the fill soils (i.e., neglect the presence of foundations for the retaining walls). Standard practice for seismic siope stability evaluation is to perform a pseudostatic slope stability analysis, which incorporates a seismic coefficient that is typically less than the estimated peak ground acceleration. The seismic coefficient used in pseudostatic analyses typically has a value of 0.15, with other values used often being approximately Vz to % of the estimated peak ground acceleration. For an added level of conservatism, our seismic slope stability analyses incorporate the esfimated peak ground acceleration of O.SOg (as provided in our referenced report dated November 21,2011 and revised November 28,2011). Utilizing the above sfrength parameters, our global analysis of the proposed retaining walls A, B and C indicates a factor of safety of at least 1.50 under both static and seismic conditions. The results of our analysis (Appendix) indicate that the proposed retaining wall at the site will possess an adequate factor of safety with respect to global stability, in accordance with industry standards. 3. The dimensions of the footings at each wall should be based on stability analyses of under both static and seismic load conditions. The design acceleration used for the analyses should be based on a recommendation from EEI. Response: It is our opinion that a peak ground acceleration of 0.30g can be used for seismic design of retaining walls. Utilizing the Mononobe-Okabe method of analysis and mcorporating tills estimated peak ground acceleration, we estimate the seismic resultant of lateral pressure for a wall with level backfill to be 14tf Ibs, where H is the retained height in (feet). The seismic resultant may be assumed to be applied at a height of 0.6H above the wall base. The magnitude and location of the seismic resultant are based on the assumption that the walls are constmcted in accordance with the recommendations contained herein and in our referenced reports. All other recommendations, terms and conditions presented in our referenced reports remain applicable to the project and are included by reference herein.
