In addition to compactsd fills ranging in depth to approximately 25 feet, temporary sur- charge fill up to 30 feet in depth were placed in the proposed building and future utility trench areas, The surcharge fills were placed to pre- consolidate the proposed building area prior to commencing construction, The work was performed during the period from July to October, 1966. IV8 previously performed a foundation investigation for the shopping center area of the site, and submitted our recommendations in a report dated August 12, 1966 (our Job No, A-66035). Iv8 initially recommended that the lower two feet of fill be compacted to at least 85% of the maximum dry density, The remainder of the fill was to be compacted to at least 95% in the building area, and at least 90% in the non-building area, The project specifications were later motifisd to require at least 80% compaction in the first three feet of fill, at least 85% for the next two feet, and for all additional fill, 95% in the building area and 20 feet beyond and 90% in the non-building area. SIIOPPING Cl3iTER AREA All of the major vegetation was removed within this area prior to placing fill, Heavy brush and vegetation was removed by hand and lesser vegetation by mowing and stripping, Prior to placing fill, settle- ment markers w8re installed in the upper natural soils in the area of the proposed buildings, The elevation of the markers have been taken inter- mittently since installation in order to observe the amount and rate of settlement. Th8 settlement data are being analysed by our office to con- firm our predictions of the area1 settlement. (All correspondence regarding the settlement conditions of the project are being submitted under our Job No, B-66171). Plaza Camino Real, January 12, 1967 Page 3 (Our Job No, B-66165) The initial layer of fill was generally a sandy soil obtained from the cut area and was placed in an average two-foot depth layer in order to provide support for the construction equipmsnt over the soft natural soils, The initial layer was moistened and compacted as required by the project specifications. The remaining fill was then placed in thin loose lifts, moistened and compacted, Within the building area, the com- pacted fill was tested to approximately Elevation 29.5, except along the south side where fill was tested to approximately Elevation 45. During the grading operation, the temporary storm drain was installed and the backfill compacted and tested. Surcharge fill was placed in the building areas and in areas of future utility lines, Field density tests were psrformed as the filling progressed to determine the degree of compaction obtained in the structural fill, (Periodic field density tests were also performed in the surcharge fill to assure wet densities of approximately 100 pounds per cubic foot). If the tasts indicated that an area was not compacted as required, that area was reworked and retested, The maximum dry densities of the soils utilized in filling were established by compaction tests performed in accordance with the ASTM Designation D155748T method of compaction, modified to use thrae layers instead of five, The rasults of the field density teStS are pre- sented in the attached Table of Test R8SUltS; the locations of the tests are shown on the Plot Plan, ._-- Plaza Camino Real, Page 4 January 12, 1967 (Our Job No. B-66165) Based on our observations of the grading procedures and the re- SUltS Of our tests, we are satisfied that all the significant vegetation in the shopping center area was removed, the first three feet of fill has been compacted to at least 80% of the maximum dry density, and the next two feet to at least 85%. The remaining fill in the building areas and 20 feet beyond has been compacted to at least 95% compaction and the non-building areas to at least 90% compaction. The compacted fill within building areas will provide adequate support for foundations as discussed in our foutdaticn investigation report (our Job No, A-66035). OFF-SITE DISPOSAL AREA The area to the west of the proposed shopping center (indicated as "off-site disposal area" on the Plot Plan), was not included in our foundation investigation and our recommendations did not pertain thereto. Considerable difficulty was encountered in clearing the area and commencing the fill. The natural soils in the disposal area were considerably softer and wetter than elsewhere and it was difficult to operate construction equipment. It proved impractical to clear some of this area of the grass and other minor vegetation; however, all heavy brush and vegetation was cleared by hand. Consolidation of the natural soils in this area due to the placing of fill appears to be more severe than elsewhere, During construction, the most westerly fill slop8 failed before completing the fill. It was necessary to temporarily re-grade this area to approximately a 6:l slop8 (horizontal to Vertical) with loose soil as shown on the Plot Plan, This slop8 area will require Plaza Camino Real January 12, 1967 Page S (our Job No, B-66165) removal and recompaction of loose and disturbed soils prior to any additional construction in the area, In addition, several surface cracks have developed in the disposal area due to differential area1 settlement of the underlying natural soils, Although the fill placed in this area has bean properly compacted and tested (except for the westerly slope), the disposal area should not be used for structural support without additional soil exploration and investigation. Any future investigation of the area should be developed on the basis of the intended us8 of the area. SLOPES Cut S1Op8S: Cut slopes up to 100 feet in height were constructed at the site. The slopes were graded to lb:1 (horizontal to vertical), in accordance with the grading plans and our foundation recommendations. It was not necessary to modify the cut slopes during construction. As discusssd in our investigation report (our Job No. A-66035j, the cut slopes between coordinates E 3,000 and E 3,500 enCOUntered a fin8 sandy soil within the upper portion Of the Slope. While the cut~slopes are grossly stable as constructed, sever8 erosion of the exposed soils particularly where sand is exposed, may occur until such time as the slopes are completely planted, Plaza Camino Real, Page 6 January 12, 1967 (Our Job No. B-66165) It will be essential to provide an inspection and maintenance schedule of the drainage devices to assure their integrity and efficient performance, in order to minimize damage to the slopes, Fill Slopes: The fill Slopes were constructed to the grades specified on the plans, The fill Slope areas were in SOm8 cases overfilled and trimmed, and in all cases were sheepsfoot-rolled as they were constructed. Berms W8r8 constructed at the top of the slopes as specified, In tha areas of permanent SlOp8S, the surface was track-rolled to minimize erosion damage, In areas where the Slop8 face is temporary (that is, along El Camino Real and the frontage road), the slopes-were left in a sheepsfoot-rolled condition since it is understood that additional fill will be placed in these araas, The surcharge fill slopes were not compacted, Erosion will also occur on the face of fill slopes until such surfaces are completely planted. In addition, normal variations in rough grading may cause concentration of run-off over unprotected slopes in which case minor re-grading may be necessary. As with the cut slopes, erosion protection and drainage devices should be periodically inspected and maintained as required, DRAINAGE DEVICES After completion of the general site fill, W8 tested the backfill for the manholes for the storm drain system and the soil-cement backfill in Plaza Camino Real, January 12, 1967 Paga 7 (Our Job No. B-66165) the cut slope downdrain. The results of these tests ar8 included in the Tab18 of Test Results. W8 also inspected and approved the subgrade soil conditions for the t8rraC8 drains and the foundation. soils for various headwalls and other erosion control and drainage structures.
