Box 9496 Rancho Santa Fe, CA 92067-4496 T: 858.692.0760 F: 858.832.1402 wayne@changconsultants.com January 24, 2019 Danny Zimny City of Carlsbad Public Works -Transportation and Engineering 1635 Faraday Avenue Carlsbad, CA 92008 Subject: Buena Vista Creek Maintenance Hydraulic Assessment Dear Danny: This letter provides hydraulic analyses to assess benefits resulting from the city of Carlsbad’s Buena Vista Creek maintenance activities between Jefferson Street and Haymar Drive. This creek segment is an engineered trapezoidal channel with a natural bottom and riprap-lined banks. The channel is subject to dense vegetation growth and sedimentation, which significantly reduces its flow capacity. City maintenance has occurred annually in the fall since 2014 and is based on a 5- year program. Chang Consultant’s October 7, 2012 report, Hydraulic Analyses for Buena Vista Creek Channel Maintenance Project, describes the program and assesses its floodplain benefits. The maintenance involves hand removal within the northern half of the channel between the Coastal Zone boundary approximately 900 feet east of Jefferson Street to Haymar Drive. At year 1, the westerly 1/5th of the channel segment is maintained. During each subsequent year, the next 1/5th segment is maintained progressing in the upstream direction. After 5-years, the cycle is repeated. The 5-year plan was selected because it allows vegetation to continuously establish in the channel, while providing significant flood protection benefits. The maintenance is performed prior to each rainy season in order to maximize conveyance during subsequent flow periods. According to Dudek, the channel vegetation is classified into two categories (fresh water marsh and southern willow scrub) with differing growth rates. Freshwater marsh (FWM) will reach approximately its mature size after 12 months. FWM will have 50 percent density after one year, 75 percent after two years, and 100 percent after three years. For southern willow scrub (SWS), Dudek estimates that the species grow to an average 5 feet high after one year, 8 feet at two years, 12 feet at three years, 15 feet at four years, and 20 feet at five years. Full mature tree height and trunk diameters will not be met for approximately 10 to 20 years. The percent cover for SWS is estimated to be 25 percent after one year, 40 percent at two years, 60 percent at three years, 75 percent at four years, and 90 percent at five years. These estimates can change based upon variable environmental conditions. The October 2012 report models these growth rates. The following three hydraulic modeling scenarios have been assessed for this letter and the following paragraphs describe each scenario. 1. Existing conditions model prior to maintenance activities, i.e., historic conditions 2. Current conditions without maintenance activities 3. Current conditions with maintenance activities An existing condition HEC-RAS model was performed for the October 2012 report assuming no maintenance. The model was based on 2005 topographic mapping, NGVD 29 vertical datum, and roughness coefficients present at the time of modeling. The HEC-RAS Work Map is attached. The majority of the study reach contained moderate to dense vegetation although some small portions were concrete-lined with no vegetation. The associated roughness coefficients ranged from 0.014 (concrete-lining) to 0.10 (trees and dense vegetation). The results determined that the 100-year flow will exceed the channel capacity at many locations. The results are attached and show that the channel can convey approximately 3,200 cubic feet per second (cfs) before overtopping, which corresponds to the 20-year event. The overtopping initiates at cross-section 1.597. For comparison, the 100-year flow rate is 8,500 cfs. In order to assess current conditions without maintenance, a field survey was performed in July 2018 from Jefferson Street to Haymar Road. The surveyed cross-sections are at different locations than the 2012 cross-sections as indicated on the work map. The roughness coefficients are similar to historic conditions in order to reflect no ongoing maintenance. The attached results show that the channel capacity is approximately 2,900 cfs. Overtopping initiates at cross-section 1.540. This capacity is less than historic conditions by 300 cfs. A comparison of the current and historic cross- sections reveals that sediment has continued to deposit a few feet on the channel bed. The deposition has reduced channel capacity over time. The final HEC-RAS model reflects current conditions following the full 5-year maintenance cycle. The channel roughness coefficients were lowered on the north side of the channel to reflect vegetation removal. The attached results show that the channel capacity increases by 1,000 cfs to 3,900 cfs before overtopping at cross-section 1.540. Therefore, maintenance increases the channel capacity significantly. This provides flood protection for adjacent areas including The Shoppes at Carlsbad shopping mall to the south and private businesses to the north. In summary, the hydraulic analyses show that the Buena Vista Creek channel cannot convey the 100-year flow rate under the modeled historic or current conditions. The channel capacity has lessened over time due to deposition on the channel bed. Ongoing maintenance will increase the capacity significantly and provide flood protection for an adjacent major retail center and private businesses. Sincerely, Wayne W. Chang, M.S., P.E.
