On February 17, 1994, we provided you with a quantity for areas that we believe were counted in both unclassified. excavatiOn s and alluvium removals. - Subequent to.that letter, we have uncovered additional areas where we believe this double counting of quantities has also occurred. This additional quantity of material is '1,368 cubic yards. Walter Brown " . -. . . t t • - Engineering Department CITY OF CARLSBAD H 2075 Las Palmas Dnve Carlsbad, California 92009 - - - SUBJECT PALOMAR AIRPORT ROAD - REMEDIAL EARTHWORK QUANTITIES (HP JN# 1760) Dear Walter: - We have completed a reanalyis of portions of the rernediji earthwork quantities f0i the Pälomàr Airport Road widening project.,The results of this reanalysis, on removal areas ALV02, ALV05 and ALV09, give quantities much closer to those identified by HCH Partners in their analysis Based on these new results, we would conclude with qualifications that the remedial quantities- reported by HCH Partners are reasonable based on the field data obtained by their field survey crews. The qualifications mentioned above are twofold During our reanalysis of the remedial quantities, we noticed that there are a number Of areas where it is possible that a double counting of excavation materials may have occurred; This situation arises in areas where the original ground is higher than the roadbed subgrade and remedial removals also occurred. Attached is a list of areas along Palomar Airport Road where this condition may have occured Please note that there may be other areas in addition-to those listed. The quantity analysis w&previously made on unclassified excavation, which closely matched the estimated quantities by HCH Partners, was based on a comparison, of original ground elevation versus a al design template that reflected the roadway subgrade' We didL not adjust the original* ground model to reflect changes in elevation due to remedial removals. From a review of the printout of the HCH Partners quantity - estimates for unclassified excavation; we could not determine if their original ground model was revised to account for the remedial removals It is suggested that this condition be reviewed with HCH Partners to Verify if the double counting did in fact occur. A rough conservative estimate of the potential quantity of material is about 4,000 cubic yards The second qualification has to do with the assumptions utilized in tieing in the remedial removal contours to the original ground contours to create a complete picture for remedial quantity estimate purposes. We made the assumption that any -slopes needed to connect the remedial removal surface to the original ground surface were on the order of 1:-1. In conversations with the soils technician for Law Crandall, Inc. and Tony Alcala, senior inspector for the -City, - bOth of these gentlemen stated. that side slopes were fairly vertical Due to the long narrow shape of the remedial removal areas, the assumption we utilized, of 1 1 slopes, could generate a larger quantity than actually was removed This additional quantity is roughly estimated at about 5,000 cubic yards ( S. w Mr. Walter Brown ' ( January 17, 1994 .Page 2 5 The reanalysis we performed was a more detailed look at the remedial sits mentioned above. We selected the three areas to look at a small (ALV05), medium sized (ALV09) and large (ALV02) removal area. The reanalysis consisted of developing two foot contours of the removal area from the TIN's that were modelled in our original analysis in November 1993. The two foot contours were plotted at a scale of 1" '= 20' and then overlaying on the 20 scale original ground two' foot contours developed by HCH Partners; We did several spot checks of these original ground contours tocorifirm their accuracy: From the overlay, we traced the original ground contours onto the remedial contour plois and tied in the remedial contours to the original ground contours. .This task entailed making an assumption as to how the perimeter may have actually been at the time the removals were made. The assumption, as previously stated, was that side slopes from the bottom of the removal area to the existing ground were on the order of 1:1 in those areas where the field data did not show a daylight situation. Using this assumption we then hand planimetered the, areas of the contours covering the removals.: This procedure produced quantities very close to those reported by HCH Partners, see the table below. Our original analysis, showing a difference of about 16,000 cubic yards in remedial quantities, is felt to be very conservative and was found to exclude a narrow strip around the perimeter of the various areas in addition to side slopes outside the field data area. For ALV05, we also developed a new computer model based on a portion of the original point data for.theoriginal ground and the point data for theremovals within area ALVO5. This model was constructed by overlaying the points from the removal data on the oints from the original ' ground data. The O.G.'points lying within the boundary of the removal area were then deleted and a new TIN created to reflect the removals plus the area around the removal of original 'ground. Earthwork quantities were then modeled by the grid method with this 'new TIN underlining the OG TIN. The quantity produced by this' procedure was almost identical to the quantity resulting from the hand contour method described above.' The following table shows"a com'parison of quantities foE the three areas mentioned above between our original'analysis, our reanalysis and the.quantities.reported by HCH Partners. Carlsbad, California 92009 SUBJECT PALOMAR AIRPORT ROAD - REMEDIAL EARTHWORK QUANTITIES (HEI JN# 1760) Dear Walter We have completed our review of the data you provided relating to the remedial earthwork quantities on Palomar Airport Road For the items identified as Alluvial1., our quantity estimate is 77,711 cubic yards The above alluvial quantity estimate was arrived at utilizmg the SoftDesk Earthwork Module to analyze the data contamed m the file "ALLTOP02 PNT" that was provided to us on a 31/2-mch floppy disk by your office The file "ALLTOPO2 PNT" was reported to contain data on field survey pomts taken by HC Associates in connection with the construction of Palomar Airport Road widening, City Project #3 166 Helimng Engmeermg analyzed the data in this file and broke it into numerous smaller files which were sorted into7 one of three categories The categories used were Existing Ground (XGD), Alluvial (QAL) and As-built (ASB) The cntena used to create the smaller data files,.was the printed matena1 we received from your office winch was rep6rted to have been supplied by West Coast General, the contractor for the project This printed material appeared to be of several types There were printed copies of electronic field notes and hand field notes made by the field sur'7eyèrews from HCH, copies of lists reported to contain point numbers, northing and eastmg coordinates; elevations and m some cases point descnptions, along with'prmtouts of estimated earthwork quantities At the top of the first sheet of the field notes there was a hand written notation as to the type of data contained in the file The type of data was'-identified.as alluvial, existing ground or as-built The hndwntten notes were reported to have been on the printed material when 1.received by the City The type of data category was utilized to identify the smaller files we created from the file "ALLTOPO2 PNT" On the copies of the field notes were several file identifiers We used the names of the flles identified with the extension "FLD" to name the smaller files created from the file "ALLTOPO2 PNT" The smaller files were created by matching point numbers on the field notes with point numbers in the file "ALLTOPO2 PNT" These blocks of point numbers, With their north and east coordinates, elevations and descriptions were then copied to a separate Ale which "carried the FLD file name and an extension of either XGD, -QAL or ASB for one of the three categories. Mr. Walter Brown November 29, 1993 P2 CYP The individuat files were next edited to removepointsthat:.were identified as either:côntrol points - or side shot elevation checks. The edited files were then imported into the project database using the SoftDesk earthwork module operating inside AUTOCAD software. Once the files were imported the next step was to create Triangle Irregular Network (TINs). A TIN was first created for the existing ground points. This TIN was named "OG". The alluvial point locations were then analyzed to determine grouping of points to create alluvial TINs. A total of 17 alluvial TINs were created named ALVO1 through ALV17. The earthwork quantities were then estimated using the GRID method with grid sizing between three feet and ten feet depending on the size and shape of the area covered. - In analyzing the alluvial points to create the alluvial TINs, it was noted that there did not appear to be any two files overlapped each other. There were some cases of edges of areas essentially covering the same line as could be expected in a situation where area field data was obtained at different times. We have attempted to tie our TIN areas to the various areas identified by HCH to give a comparison of data. The enclosed exhibit shows this analysis.
