V Mr. Clark: This letter summarizes Out findings of the analysis of the future operating conditions at the V intersection of Palomar Airport Road and El Camino Real. Three conceptual designs for this V V V intersection were tested: V V V V V V • V V A Conventional At-Grade Intersection V A Multiple Intersection Concept V V • • An "Urban Interchange" Configuration V V V Complete calculations and hard Copies supporting , this summary are on file at our office and V available for review. Executive Summary V Two methodologies were utilized. Our analysis is computerized and utilizes the FHWA's Signal V Operations Analysis Package (SOAP-84). Inputs for the future turning'movements were provided by the City of Carlsbad -and, were derived from the SANDAG transportation model. These are the volumes anticipated at build-out of the land uses in Carlsbad and assume completion of the arterial róadwày system. V Acceptable levels-of-service can be maintained in the morning peak period under all scenarios V and the results are shown in Table 1. Less than desirable levels-of-service, however, are expected in the evening peak period These evening peak period levels-of-service were, as might be expected, worst for the conventional at-grade intersection, better for the multi-intersection, and best for the urba.n interchange configuration. Summary Based upon the turning movement data provided by the City, level-of-service S"B' can be maintained in the morning peak period with the "typical" approach geometrics for the intersection of two-6 lane arterials. (Exhibit 1) However, without providing any enhancement • . to the capacity of the intersection, a lvel-of-service "E" can be expected (v/c Of 0.95) in the P.M. peak period, using SANDAG'S simulation of future demand, due to saturated, conditions •. on four of the eight possible turn movements: the N/B and W/B through, and the E/B and W/B : left turn movements. (Case 1 on Table 1). . • . . Enhancement to the intersection's capacity is feasible by providing an additional through lane • (providing a total of four) on the northbound and westbound approaches to the intersection with 4 a resulting level-of-service in the AM peak of "B" (v/c = 0.62) and "E" (v/c = 0.95) in the PM Lf peak. (Case 3 on Table 1). .. .. . . •. A further upgrade to provide an additional turn lane (totalling three) on the .eastbouiid and., . westbound approaches to improve the v/c ratio on these movements is physically possible, .'• . however, we have reservations on the effectiveness of this atypical inteisectiOn feature. CONCEPT TWO - MULTIPLE AT-GRADE INTERSECTIONS Summary This concept would provide two seprate intersections (Exhibit 4) near each other, the primary intersection accommodating the following movements -. N/B- LT, Th,andRT. S/B - Th FiB - Th, and RT W/B - Th The remaining movements:•S/B LT andRT, E/B LT, and W/B LT and RT being accommodated at the secondary intersection. As seen in Table 1, levels-of-service "A" (v/c0.57) and "C" (v/c = 0.71) èan be expected in the morning peak period at the primary and secondary intersections respectively. Evening peak period levels-of-service drop to "C" (v/c =0.79) and "D" (v/c =0.84), respectively, for the primary and secondary intersection. ••.. . •• ..• This concept would allow utilization of ásimple 2-phase signal at the primary (existing) intersection and could utilize a 3-phase signal at the-secondary intersection. Coordination of - these two signals would be mandatory, and installation of signal control might be necessary at other locations as a result of,the final desigñ.. • • • :.•: - • •_:)-r• . Has a significantly higher capital cost than for the conventional at-grade intersection. Requires pedestrians and cyclists to cross travel streams at multiple locations. May have a higher overall delay, and result in increased wasted fuel, than with the conventional" at-grade intersection. . Based upon our analysis using the SOAP-84 software, levels-of-service in the morning peak period would remain at or ibove LOS UCU (similar to the other alternatives, but at a v/c of . 0.75). As seen in Table 1, levels .of-service in the evening peak period would improve from NEW .. (v/c 0.95) under the conventional at-grade intersection scenario to WCW (v/c = 0.77) under the worst-case (single NIB & S/B left turn lanes) scenario for the grade separation configuration Two configurations for this concept are possible. First, the "Urban Interchange" concept . . . (Exhibit 4) where all turn movements are accomplished above or below (as dictated by field conditions or a single bridge structure. Disadvantages: Through movements on the flyovers required to remain on the right-most lanes rather than towards the center. Higher construction capital costs than any of the other alternatives. Potential flight corridor conflict problems as a result of the intersection's proximity to Palomar Airport. Requires the left turning traffic from El Camino Real traffic to merge right, from the median on Palomar Airport Rd., into the high speed through lane. S. Recommendation . ,. In the event that the City's budget would support it, our recommendation is that the traditional "Urban Interchange" would be the appropriate ultimate configuration 'for this intersection.
