Smith Archaeological Consultant Subject: Procedures and 'findings of a preliminary survey and records search - Date: May 17, 1990' V Source of Copies: P & D Technologies , V 401 West A Street V Suite 2500 V San Diego, California 92101 V Abstract: Archaeological site files record searches for the project indicated that four previously recorded sites were present within the project, V situated on the north side of Palomar 'Airport 'Road. The sites were not relocated due to dense ground cover and recent grading disturbances. However, the intuitive 'survey, of the project resulted in the location of one unrecorded prehistoric site, on the south side of Palomar Airport Road, south of the drag strip and just west of the road to Rancho de los Quiotes. No historic sites were located. The potential for subsurface, deposits at the sites is V minimal, with the exception of SDi-9041 on the extreme-northern- side of the. alignment. The archaeological study results indicate V , that the preferred location for the expanded roadway would, be to the south of the existing center line, as only one archaeological site 'would be directly impacted. PALOMAR AIRPORT ROAD PROJECT INTRODUCTION The proposed project involves the improvement of a section of Palomar Airport Road, from El Camino Real east to the Carlsbad corporate boundary, a distance of approximately two miles. The present study focused upon the identification of archaeological resources which would represent a serious constraint to the design of the road construction project. The archaeological reconnaissance was directed by Brian F Smith, archaeological consultant, and conducted with the assistance of Larry .J. Pierson (M.A.), Stephen J. Burke, Riordan L Goodwin, and Carol Schultze, on April 23, 1990 The reconnaissance was intensive, providing comprehensive coverage of the project area, extending .a distance of 200 feet on each side of the existing road center line (a total of 400 feet) To accomplish the reconnaissance, a linear transect survey technique was utilized, in which survey personnel were aligned at 50-foot intervals parallel to the road alignment over the entire length of the roadway. PROJECT DESCRIPTION AND LOCATION The project consists of approximately 105 acres located within the City of Carlsbad, situated to the east of Palomar Airport. Specifically, the study area is an irregularly shaped alignment bordering on either side of Palomar Airport Road, between El Camino Real on the west and the city's corporate boundary on the east The study area for the project measured 400 feet wide, centered on the alignment of Palomar Airport Road The western two-thirds of the project consisted of generally disturbed land, while the eastern one-third contained a combination of areas of undisturbed chaparral and disturbed. areas covered by a heavy growth of weeds The disturbed areas in the central and western portions of the project area have been cultivated and used for agriculture to the south of the roadway, and have been graded for development on the north side of the road. Although the survey area was disturbed, the survey process was not impeded by the disturbance The disturbance by road grading, off-road vehicle activity, brushing, and cultivation has lessened the potential for discovering cultural resources over most of the project, particularly on the north side of the road. 4 I Geologically,, the property is characterized by a series of sandstone marine terraces which are deeply cut by canyons. I .SOURCES CONSULTED . . . The Phase I archaeological study included site files record searches at the San Diego Museum of 'Man and the South Coastal Information Center at San Diego State University. The I record searches were obtained to document the locations of previously discovered archaeological - sites within a one-mile radius of the project. The records indicate that 61 previously recorded sites are present within a one-mile radius of the project area, while five sites are located within the 400- foot wide project corridor. I .. Maps and reports on file at the research centers were consulted to identify previous archaeological investigations in the vicinity of the project. At least thirty-one different studies have been conducted, the majority of which have focused upon the development of the industrial parks I which surround the project. . . The records search information indicated that four sites had been previously recorded on the north side of Palomar Airport Road. These sites are characterized as follows: SDi-9041: A moderately large tool and flake scatter, this site is located just outside of I.. .. the alignment. The status of the site is uncertain due to previous impacts. The artifacts noted in the site record include bifacially flaked knives, flakes, I . . and. scrapers. . . . .. . . S SDi-10.550: A sparse lithic scatter consisting of only four artifacts and a shell. fragment, which are dispersed over an area of. approximately 800 feet. The artifacts I . were not relocated. SDi-10.551: A sparse lithic scatter consisting of one hammerstone and ten flakes. This site was not relocated due to the grass cover in the site area. SDi-10.553: A small' site consisting of two artifacts and eight flakes located directly north - - I - of the roadway. .. This site was not relocated due to the grass cover in the site area. . . - . . •. I . W3135: . - This location was recorded as a single-fragments-of Chione shell in a plowed: S - field.: The fragment was not relocated. METHODOLOGY The survey required for the Phase I. investigation essentially constituted thorough coverage of the .project alignment over a width of 400 feet. . The purpose of the :survey was to identify any . archaeological sites which might represent a constraint to the planning of the'alignment for the road I I project. With this as the basis for the study, the methodology implemented consisted of a linear. I transect survey technique. The survey transects were aligned parallel to-the path of Palomar Airport Road, at intervals of 50 feet The on-foot survey included the entire project area, and I accomplished 100%coverage. The ground visibility was excellent over the southern half of the• survey area, due to the level of cultivation that removed chaparral vegetation, while the northern half varied from good to poor depending upon the intensity of the ground cover and grading I impacts I RESULTS OF SURVEY The survey resulted in the discovery of one unrecorded archaeological site The description of this site is provided below Site 1: A sparse flake and tool scatter (containing fewer than 20 specimens) on a disturbed elevation directly south of Palomar Airport Road, and south of the drag strip. Tools observed included cobble scrapers, cores, utilized flakes, and marine shell (fewer than I ten specimens) The site has been disturbed, which resulted in a loss of site integrity. The site is situated on a knoll and swale at the head of a series of canyons, with a I southerly orientation The artifacts and site pattern suggest a cultural affiliation with the La Jolla Complex In addition to the site, four isolates were noted, which were also located on the south side of Palomar Airport Road. 'These isolates are, situated in a disturbed' context, and therefore lack 1 provenience or research value I CONSTRAINTS ANALYSIS Based upon the investigations 'conducted, it appears that only one of the resources located within the alignment, SDi-9041, will constitute a major constraint to the design of the roadway. This site is located on the northern edge of the study area, and may include a subsurface deposit. The literature review did not indicate whether SDi-9041 has ever been evaluated Therefore, the site may be significant, and may, be problematic if a significant subsurface deposit is located within the adopted road alignment I The remaining sites have been either disturbed or appear to represent small, sparse hthic scatters These sites are not likely to represent significant cultural resources, and as such, do not I represent constraints to the road design If the road alignment passes through these smaller sites, those affected sites should be tested for significance and potential adverse impacts as,part of the I project Environmental Impact Report 1 6 _w I m _5_ CULTURAL RESOURCES LOCATION MAP PALOMAR AIRPORT ROAD WIDENING PROJECT 'U.S.G.S.
