In addition, we provided observation and testing for the offsite water line which extends through Lot 17 of Carlsbad Ranch, Carlsbad, California. The fine-grading operations included minor cuts and fills to achieve the proposed design grades. I Post-grading operations included observation and testing during excavation and backfilling of utility trenches, including joint electric, sewer, water, and storm drain trenches, placement and compaction of subgrade soils, aggregate base material, asphalt and construction of the pedestrian I .undercrossing located at Station 43+00. The purpose of our geotechnical observation and testing services was to document that the fine and post-grading operations observed by our representative within the subject site were performed in accordance with the project geotechnical ' reports and geotéchnical recommendations made during the course of grading and the City of Carlsbad requirements. I . This final report of fine and post-grading summarizes our geotechnical observations, field and laboratory test results associated with the roadway construction. Summary of Fine and Post-Grading Operations The current phase of fine and post-grading for Cannon Road began in October of 1998 and is I essentially complete as of the date of this report. Grading operations were performed by R.E. Hazard Construction under the observation and testing services of Leighton and Associates, Inc. (Leighton). Fine-grading operations included the removal and re-compaction of topsoil and potentially compressible colluvium along the alignment of the offsite waterline and fine grading of the roadway. Post-grading operations included the following: 1) removal .and recompactiOh of the alignment for the offsite waterline; 2) excavation, backfill, and shape monitoring during installation of the pedestrian undercrossing; 3) trench excavation and backfill compaction of storm drain, water, sewer and joint utility lines on the subject lot; 4) curb, gutter and sidewalk subgrade soil I preparation and compaction; 5) subgrade soils, aggregate base material and asphalt placement and compaction, and 6) .minor erosion repair. Compaction testing and observation was performed by representatives from our firm who were on site as needed during post-grading I operations. Specific observation and testing services conducted during the fine and post-grading operations included the following: Field and Laboratory Testing Field density tests were performed during the placement of fill soils, trench backfill, I subgrade preparation, and placement and compaction of the aggregate base material. - Density tests were performed in accordance with Nuclear-Gauge Method (ASTM Test Methods D2922-96 and D3017-96). The results and approximate locations of the field I density tests performed are summarized in Appendix A. As indicated in Appendix A, areas in which field density tests indicated less than 90 percent relative compaction was achieved, or soils were observed to be nonuniform, were reworked and retested until the minimum 90 percent relative compaction was achieved. In accordance with the City of Carlsbad criteria, I subgrade soils and aggregate base material was compacted to a minimum of 95 percent of the maximum dry density as determined by ASTM Test Method D1557-96. Selected portions of the undercrossing backfill were also compacted to a minimum of 95 percent I relative requirements as recommended by the product supplier. Representative soil samples (including native soil and aggregate base material) were tested I for maximum density and optimum moisture content (as required) in accordance with ASTM Test Method D1557-91. Results are included in Appendix B. Trench Excavations and Backfill Underground utilities, including storm drain, water, sewer, and common joint utilities were I placed in the subject street during the development. Prior to .backfilling of the utility trenches, the excavations were observed by a representative of our firm. 1 : Backfilling of the utility trenches was accomplished by compacting onsite and import soils to a minimum 90 percent relative compaction (based on ASTM Test Method D1557-96). Testing frequency and locations were performed: in general: conformance with the City of I Carlsbad criteria. The results and approximate locations of the backfill tests are summarized in Appendix A. I 4930489-023 Structural Pavement Sections Minimum structural pavement section recommendations were provided by Leighton based on laboratory testing of the subgrade soils in accordance with the City of Carlsbad requirements and were provided under a separate, cover. Prior to the pláôëment of aggregate I base material, the subgrade soils were scarified to a minimum depth of 12 inches, moisture conditioned to near optimum moisture content and compacted to at least 90 percent relative compaction beneath the curbs gutters and sidewalks, and to minimum 95 percent relative compaction in the streets and parking areas (based on ASTM Test Method D1557-96). The aggregate base material placed beneath the streets and parking areas was compacted to a minimum of 95 percent of the maximum dry density (based on ASTM Test Method I D1557-96). The results and approximate locations of the subgrade soil and base material density tests are summarized in Appendix A. I Observation and density testing during placement of the asphalt concrete for the street was also performed as part of our field service. Asphalt concrete was compacted to a minimum of 95 percent of the asphalt maximum density (Hveem per Cal Test 304 and 308). In addition to the soil testing on site, our representatives observed the placement of concrete for sidewalk as requested by the City of Carlsbad Inspector. Concrete breaks, after a curing time of 28 days, yielded a minimum compressive strength of 3,900 psi. The required minimum strength was 3,250 psi. Summary of Conclusions Geotechnical conditions encountered during fine and post-grading were generally as anticipated. Based on our observation and testing, fine and post-grading operations were performed in general accordance with the recommendations provided in the project geotechnical reports, recommendations made during the course of grading, and the City of Carlsbad requirements. In our professional opinion, the geotechnical aspects of the roadway have been evaluated and properly addressed during the course of fine and post-grading. Field density testing indicated that trench backfill soils and subgrade soils beneath the curb, gutter and sidewalks were compacted to a minimum 90 percent relative compaction (based on ASTM Test Method D1557-96). Field density testing also indicated that the street subgrade and base materials were compacted to a minimum of 95 percent relative compaction (based on ASTM Test Method D1557-96). Field density testing during the paving operations of the A.C. onr the subject streets also indicates a minimum relative compaction of at least 95 percent relative compaction. I .
