As stated in our e-mail oorrespondenóe to you on May 17, 2004, the project supplemental provisions specify a Greenbook Type B-AR4000 mix for base course pavement. The original '• - mix design submittal given to the City of Carlsbad for review met these provisions, and did not indicate the presence of RAC within the mix. This mix design was subsequently approved for •., use. Several loads of mix supplied to the project on May 17, 2004 contained material of a different mix design that 'had not been submitted, reviewed, or approved. The mix contained ' ' approximately 15 percent RAC and had different 'asphalt cement' and gradation characteristics than the originally approved mix. When this was discovered by the project personnel at the plant, production-of the un-approved.mix was suspended, and the original mix design was used , • for the remainder of base course paving. ' We have since reviewed the mix design containing the RAC to comment on the expected quality and/or performance relative to the original mix design. It has been our experience that asphalt concrete containing RAC at or below' 15 percent generally ' : performs equal to mixes without RAC in the short term. A notable drawback to RAC pavements is the possibility of increased binder viscosity; which in turn may 'result in a less resilient (i.e. ' brittle) pavement that may not *possess the desired thermal properties. Therefore, the binder used in the RAC mix is effectively a viscosity grade AR8000.' . Increasing asphalt grade one level' is not likely to cause noticeable performance differences in the short term. While we do not expect a significant difference in performance between the specified asphalt concrete and the supplied RAC asphalt concrete, we are pointing out the' possible consequences: There is a possibility of increased or quickened development of transverse thermal cracking and/or block cracking as a result of the increased viscosity, which in turn was 'brought on by the use of RAC on the mix.
