In accordance with the City of Carlsbad's request of February 18, 1998, SB&O has
prepared an expanded Street Widening Feasibility Study for Jefferson Street (North).
The study area limits are the easterly shoulder of Jefferson Street, from the intersection
of Carol Place north to the intersection with Magnolia Avenue, which is across the street
from Jefferson Elementary School, as shown on Figure 1, enclosed. The purpose of the
study is to evaluate the existing conditions and to determine if it is feasible to widen the
existing 16-foot wide easterly shoulder to 20 feet
It is desired to widen the easterly road shoulder 4 feet, and replace the existing berm with
PCC curb and gutter, in order to complete the ultimate Street section-40 feet curb to
curb—on a 60-foot wide right-of-way. The widening will provide additional room for
on-street parking, which due to the existing narrow width, tends to reduce north-bound
traffic flows (see Figures 1 and 2).
EXISTING CONDITIONS
Within the study limits, it is 20 feet from curb to centerline (westerly/shoulder) and 16
feet from centerline tothe easterly berm, i.e. 36 feet "curb to curb" on the existing 60-
foot wide right-of-way. The easterly road shoulder consists of AC pavement with a
44nch AC berm and a 5-foot wide, non-contiguous, PCC sidewalk at an off-set of
approximately 7 feet from the face of berm. Each lot fronting Jefferson Street within the
defined pr'oject limits has an existing FCC driveway. Within the existing parkway there
are also fire hydrants, several power and telephone poles with pedestals, and numerous
large "Canary" palm trees At the intersections of Jefferson Street with Magnolia
Avenue and Carol Place, there are two existing crosswalks without pedestrian ramps.
OBSERVATIONS & FINDINGS
Impacts as a result of the proposed widening are as follows

and disposed of.
Curb returns (2) at the intersections of Magnolia Avenue and Carol Place will
require reconstruction. New improvements should include pedestrian ramps.

All or part of the existing cross-gutter at Magnolia Avenue will require
reconstruction.
11 PCC driveways will require demolition and reconstruction;
Existing 3±-foot high chain link fences located at the back of the existing
sidewalk, which are located within the existing street right-of-way, will need to be
removed and replaced when the sidewalk is reconstructed.

Existing 5-foot wide sidewalk will require demolition and reconstruction in order
to be consistent with the City's standard collector street section.
Approximately 18, 30±-inch diameter "Canary" palm trees/stumps must be
removed and disposed of

attached, will require relocation or undergrounding.

CONCLUSIONS
The 4-foot street widening as proposed is feasible The preliminary estimate (attached as
Figure 3) indicates that the construction costs to achieve the stated objectives are on the
order of $120,000
Key project issues include
Right-of-way acquisition for franchise utility relocations (SDG&E, PacBell, Cable
Television, etc.), and the pedestrian ramps at Carol Plaóe and Magnolia Avenue;
and 0
Utility relocation design and relocation in advance of the construction start date
for the project.
