The recommendations involved several detention basins, including one at the proposed Melrose Drive extension across Agua Hedionda Creek. Melrose Drive currently ends several hundred feet north of Palomar Airport Road, but will be extended to Palomar Airport Road under the proposed plans. The creek crossing makes the area upstream of the road extension a logical location for a detention basin. This letter summarizes the final design requirements for the Melrose Drive detention basin. The Melrose Drive detention basin is intended to maximize detention without falling within the jurisdiction of the Division of Safety of Dams (DSOD). DSOD' regulations state that a facility is jurisdictional if it detains over 50 acre-feet and has a height exceeding 25 feet. HEC-1 hydrologic analyses were performed to keep the detention basin outside of these limits. The HEC- l's were' based on analyses performed for the Rancho Carlsbad Mobile Home Park project. Revisions were made in accordance with proposed development plans for the area. Specifically, O'Day Consultants' has prepared preliminary plans (revision date August 26, 1998) for the, Carlsbad Raceway Business Park immediately adjacent to the Melrose Drive extension. The detention basin storage volum6 has been revised to reflect the grading on the Carlsbad Raceway Business Park plans. Furthermore, an existing 10-foot-wide by 7-foot-high box culvert, which conveys flow in Agua Hedionda Creek, is located at the southerly end of the existing Melrose Drive. In order to reduce construction costs, the culvert can function as the outlet facility for the detention basin. However, the opening will need to be reduced in order to provide the desired detention. A HEC-1 analysis was performed to design the revised opening. A second HEC-1 analysis was performed to design an emergency riser. Both HEC-1's are enclosed. Mr. Richard Allen February 24, 1999 Page 2 The first HEC-1 analysis indicates that a 42-inch diameter opening will provide the desired detention. This will result in a height of 24.5 feet and a storage volume of 31 acre-feet during the 100-year storm. The opening should be constructed by placing a single length of 42-inch reinforced concrete pipe (RCP) with a headwall at the upstream end of the box culvert. A concrete slurry 'should then be placed around the remainder of the 42-inch RCP to anchor it in the box culvert. According to the enclosed water surface pressure gradient (WSPGN) analysis, the outlet velocity at the downstream end of the box culvert will be approximately 15 feet per second. Therefore, one-ton riprap will be required at the outlet. The riprap pad will be constructed in accordance with the City of Carlsbad's standards. The second HEC-1 analysis shows that a 36-inch RCP can be used as an emergency riser. The crest should be set at the 100-year ponded water surface elevation, or 327.5 feet, to keep the detention basin out of DSOD' jurisdiction. The riser can be lugged into the existing box culvert. If the 42- inch RCP becomes completely clogged with debris, the 100-year water surface will pond to 336.6 feet with the emergency riser. The adjacent Melrose Drive embankment has a minimum elevation of approximately 340 feet; therefore, sufficient freeboard is provided by the emergency riser. In summary, Rick Engineering Company has performed final design calculations for the detention. basin at the Melrose Drive extension. The basin is in conformance with the preliminary design studies performed for the Rancho Carlsbad Mobile Home Park project. If you have any questions, please call me at (619) 688-1447.
