Gallegos, Nina Hams and Larry Tift Gallegos & Associates 5671 Palmer Way, Suite A Carlsbad, California 92008 DATE: November 1999 SOURCE OF COPIES: South Coastal Information Center San Diego State University San Diego, California 92182-0136 ABSTRACT: This report provides the results of a cultural resource literature review, record search and field survey for two right turn lanes located at the intersection of El Camino Real and Palomar Airport Road in the City of Carlsbad, California. The entire survey area is 12 by 243 meters (40 by 800 feet) in size. The literature review conducted at the South Coastal Information Center and the field survey were negative, thereby identifying no prehistoric or historic resources within the project area. Given the negative results, impacts and mitigation of impacts need not be addressed. PJ. 26-99 November 1999 SECTION 1 INTRODUCTION 1.1 PROJECT DESCRIPTION Gallegos & Associates was contracted by Berryman & Henigar to conduct a cultural resource literature review, record search, and field survey for two right turn lanes at the Palomar Airport Road and El Camino Real Intersection. The two proposed right turn lanes are a total of 12 by 243 meters (40 by 800 feet) (Figures 1-1, 1-2 and 1-3). The survey was conducted in compliance with City of Carlsbad and CEQA guidelines. 1.2 ENVIRONMENTAL SETTING The project area is adjacent to Palomar Airport Road and El Camino Real and has been disturbed by previous development. Vegetation in the project area is introduced/disturbed with no native vegetation. Adjacent to the project area is disturbed farm land and some native vegetation. 1.3 BACKGROUND - PREHISTORY Native Americans occupied San Diego County for over 9,000 years. The period from 9,000 to 1,300 years ago is referred to as the Early Period or Archaic Period. The San Dieguito U are generally accepted as the first inhabitants of the region, occupying San Diego County as early as 9,000 years ago. The initial occupation (San Dieguito Complex) is believed to I represent a group of people who entered San Diego County from the desert. These people hunted, fished, milled plant foods, and collected and processed shellfish. The occupation from at least 8,300 years ago to roughly 1,300 years ago is identified as the La Jolla Complex and Pauma Complex. Archaeological sites reflecting this occupation are coastal shell habitation sites, inland hunting and milling campsites, and quarry sites. San Dieguito I and La Jolla/Pauma Complexes are believed by this author to be of the same cultural stock, representing a long period of occupation by one people. Artifacts and cultural patterns reflecting I this Late Period occupation include small projectile points, pottery, obsidian from Obsidian Butte, and cremations. The project area falls near the boundary of the KumaayaylDiegueflo I and Luiseño territory (Kroeber 1925). 1.4 PREvious WORK This study included a literature review and record search from the research library at Gallegos & Associates, South Coastal Information Center at San Diego State University, and the San Diego Museum of Man. Thirty-three studies have been conducted and sixty- one archaeological sites are recorded within a one-mile radius of the project area. Studies near the project area include Carrico (1983), Fink (1974a and b), Hightower (1976), Bull and Norwood (1977), Bull (1978), Westec (1981), Mooney-Lettieri (1982), Hector (1983), Recon (1983), Padon (1984), Soule (1984), Wade and Hector (1986), Cheever (1988), Wade (1989), Smith (1990 and 1991), and Kyle and Gallegos (1998). Record search requests are included as Appendix A. I The record search resulted in identifying 19 cultural resources within a one-mile radius of the project area. These sites include 5 artifact scatters, 2 bedrock milling stations, 1 lithic I and shell scatter, 7 lithic scatters, 1 roasting pit, 1 isolate and 2 historic resources. These sites and isolate find reflect both prehistoric and historic use of the area of north San Diego I County where the presence of marine and fresh water sources, animal resources, and bedrock outcrops provided the necessary resources for long-term habitation. I I I I PJ. 26-99 1-5 November 1999 I SECTION 2 SURVEY METHODS AND RESULTS 2.1 INTRODUCTION The current study included a literature review, record search and field survey of the approximately 12 by 243 meter (40 by 800 foot) linear project area. The field survey was completed in November 1999 by Dennis Gallegos and Larry Tift for a total of four person hours. 2.2 SURVEY METHODS The survey of the project area was conducted on foot using a 3-rn interval between survey transects. Ground visibility was excellent, as the entire project area had been graded or disturbed by previous road development. 2.3 SURVEY RESULTS AND SUMMARY The field survey was negative, identifying no cultural resources within the project area. Given that no cultural resources were previously recorded and that the field survey was negative, no further cultural resource work is recommended or required.
