D uo :\YI In accordance with your request, we have provided soil engineering ser- vices in conjunction with the grading of the subject site. These ser . vices included engineering observation of the grading operation and the taking of. 'field density tests in the fill, placed and compacted on the, subject site. We also observed the removal 'of compressible silts and clays from proposed lots. Site preparation, compaction and testing were done between May 5-and July 8, 1969 in accordance with the "Specifications for Controlled Fill',' presented in the preliminary soil report dated July 29, 1965 for the project prepared by Dresselhaus Engineers, Oceanside, California, and the addendum dated January 6., 1966, except as noted below. Page 5, Second paragraph of the, above report. Expansive soils were under- cut 2 feet in lieu of 3 feet as recommended. Page 2, Item 6 of the above addendum. Undercutting cut portions of cut-fill lots was omitted. S Page '2, Paragraph (e) of "Specifications "for Construction of Controlled Fills" 'portion of the above addendum. This section was modified to substitute rolling in lieu of overfilling and cutting back of fill slopes. Fill was placed, compacted and tested on Lots 81 through 88, 92 through 100., 105 through 107, 110 through 120, 122, 124, and 130 through 138. ..As the site grading progressed, the compaction procedures were observed and field density tests were made to determine the relative compaction of the fill in place. 'Field observations and field density test results indicate that the fill has been compacted to 90 percent or more of maxi.- mum laboratory density. The results, of field density tests and of relative compaction, expressed as a'percent of maximum labo.ratory'density, are given, on the attached forms. CONSULTING SOIL AND FOUNDATION ENGINEERS AND GEOLOGISTS La Wy tests to determine moisture-density relationships, maximum 4 de X pi'', optimum moisutre content, grain size distribution, plas- 1i10aracteristics and strength and swell characteristics were ptiti°on representative samples of the material used for fill. The rétltcW laboratory tests are given.on the attached forms. Laboratory tests indicate that ibnexpansive fill-was placed within 2 feet of rough grade on all fill lots, noted above. During grading'of Lots 81,, '82, 112, 113, 114, 115, 122, and 124 potentially expansive soil was replaced with nonexpansive'fill to a depth of 2 feet within the limits of the entire level lot pad. The results of loaded swell tests indicate that two feet of undercut replaced with select ma- terial is sufficient to prevent detrimental heaving of the proposed structures. . •• . . . • A visual inspection of cut Lots .89, 90, 91, 101,102, 103, 104, 108 9 109,, 121, 123, and 125 through 129 'at completion of grading indicates - that potentially expansive soil is not evident at the rough grade surface. A visual inspection of the subject site at the completion of grading indicates that potentially expansive soil is not evident at finish grade on either cut or fill lots. Based on an inspection of the materials on cut-fill lots at finish , grade, it is our opinion that undercutting the cut 'portion of the 1t 12 inches,and replacing it with 12 inches of compacted fill is not.. 'necessary. Foundations may be designed in accordance with the recommendations made •. in the above-mentioned soil investigation report by Dresseihaus Engineers,.. dated July 29, 1965. The elevations of compaction tests shown as finished grade (FG) tests .correspond to the elevations shown.on the grading plans for "Laguna Riviera Unit No. 4", dated September 1968, corrected to March 26, .1969, . prepared by Raymond R. Ribal, 770 South Brea Boulevard, Brea, California. It is our Understanding that the settlement monuments as recommended .in our letter dated November 25, 1968 will be installed by your organization. Other recommendations pertaining to inspection pits were followed at the time of grading. This report covers the fill placed under our observation during the dates' specificed above. Additional fill placed 'after these dates,' as well as the backfill in utility trenches located within 5 feet of a building and. greater than 12 inches deep, or any trench 5 feet or more' from a building and in excess' of 5 feet in depth, should be compacted under the observation of this'office and tested to assure compliance with the' earthwork specifications of' the project. Utility service trenches 'within 5 feetof a building that are perpendicular to the building footings and are less than 12 inches wide and less than 3 feet deep are not subject to this recommendation. Struclires. that will not tolerate differential settlements (such as foundations, swimming pools, concrete decks, walls, etc.) should not be located within 5 feet of the top of a slope. Footings located closer than 5 feet from the top of-the slope should be extended in • depthintil the outer bottom edge of the footing is 5 feet horizon- tally from the outside face of the slope. 'The inspections and tests of compaction made during the period.of our services on the subject site were ih'a'ccordance with the local accept-, able standards for this period.
