Dear Ms. Howard: In accordance with your request, we are providing this letter summarizing our observations and testing performed for the earthwork operations associated with the subject project. The project site is located within the drainage south of La Costa Avenue, approximately 150 feet west of Romeria Street (Figure 1). The project generally consisted of the reconstruction of the drainage channel and construction of a new maintenance road. This report presents a summary of the results from our field and laboratory testing services performed for the project. SUMMARY OF EARTHWORK OPERATIONS Earthwork operations that were observed and tested by our field representative took place between November 20, 2015 and March 10, 2016. The earthwork operations that our personnel observed and tested generally included subgrade preparation for the new drainage channel, fill placement for the embankment for the maintenance road, and the aggregate base materials for the maintenance road. Earthwork operations were primarily performed utilizing an excavator, a backhoe, and a walk behind roller. In the process of clearing and grubbing, the contractor encountered wet and soft soil Romeria Drainage Improvements (66041) April 12, 2016 Carlsbad, California Project No. 107544010 107544010 L Romeria.doc 2 conditions that were yielding. Due to the yielding conditions, the contractor stabilized the soil prior to placing the embankment fills. At the location of the proposed maintenance road, the contractor excavated and removed approximately 18 inches of the existing organic material, then replaced it with a combination of 3-inch-minus rock, geogrid, and aggregate base materials. Subsequent to stabilization, the fill was moisture conditioned and placed over the aggregate base materials. Rock was placed using the excavator bucket. For the drainage channel, our representative observed the placement 3-inch rock and geogrid for the subgrade associated with the drainage channel. Once the embankment and drainage channel were constructed, our field technician observed and tested the aggregate base materials and geogrid used for the maintenance road. LABORATORY AND FIELD TESTING Laboratory testing was performed on the soil and aggregate base materials used by the contractor during the earthwork operations. Testing of the fill and aggregate base materials included an evaluation of the modified proctor density/optimum moisture content relationship. Testing was performed in general accordance with the ASTM International (ASTM) Test Method D 1557. The results of the modified proctor density tests are presented in Table 1. Our field representative was generally on-site on an on-call basis to observe and test the earth- work operations. In-place density and moisture content testing was performed by our field representative in general accordance with ASTM D 6938 (Nuclear Gauge Method). During the earthwork operations, when a field density test was performed that resulted in less than the speci- fied allowable relative compaction, the area was generally reworked and a retest was taken. The specified relative compaction for embankment fill and initial layer of aggregate base materials was 90 percent. The specified relative compaction for the secondary and tertiary layers of aggre- gate base material was 95 percent. A summary of our field density test results are presented in Attachment A and the approximate locations of the tests are indicated on Figure 2.
