Executive Summary
The project has been designed to meet current requirements for all new storm drain proposed
for the project site. The existing system has also been analyzed and overland flow paths for
overflows have been designed into the project.
Section Ill. Project Description
The Beacon project consists of re-facing existing buildings per building plans, refreshing
landscaping, and reconfiguring the parking lot. The parking lot work involves creation and/or
replacement of over 33,000 sf of impervious area within the project area. Generally the parking
lot will be configured to fit within boundary conditions of the existing parking area. One Driveway
will be removed, and one driveway will be reconfigured.
The total parcel area (combined) is 682,193 sf. The project area is 177,825 sf. The SWQMP
area is 33,181 sf. The existing impervious area is 136,488 sf (23% of the 177,825 sf project
area) whereas the proposed impervious area is 135,242 sf (24%).
Generally, the site drains from west to east, towards El Camino Real. The existing site has a
full-developed storm drain system with inlets, and storm drain, which is being augmented with
the proposed construction, not removed. The proposed inlets and improvements are proposed
to discharge to this existing system prior to discharge into the public system which carries
stormwater across El Camino Real.
Section IV. Methodology
The Hydrologic and Hydraulic calculations are based on the guidelines given in the Drainage
Design Standards chapter of the City of Carlsbad Design Standards and Standard Drawings.
An analysis was based on a 100-Year, 6-Hour Rainfall Event per San Diego County Hydrology
Manual June 2003.
Per the Rational Method in the San Diego County Hydrology Manual, the modified rational
methodology was used in determining the site discharge and runoff (Section 3, Page 3):
Q=CIA.
Where: Q is in units of CFS, Area is in units of acres., and where C is a unit-less coefficient
representing the relationship of runoff based on soil and cover factors:
C = 0.90 x (% Impervious)+ Cr x ( 1 -% Impervious)
Where: Cr = Pervious Coefficient Runoff Value for the soil type (shown in
Table 3-1 as Undisturbed Natural Terrain/Pcmianent Open Space,
0% Impervious). Soil type can be determined from the soil type map
provided in Appendix A.

Reviewing Table 3-1 , the runoff coefficient (C) of 0.85 is utilized based on a type "D" soil with
commercial land uses.

Additionally, the storm intensity of a 6 hour storm is based on the following equation given the

The P6 intensity of 2.5 in of the P6 storm using the isopluvial maps (See Attachment "C").

100-year analysis for storm drain sizing.

be found within the hydrology calculations section of this report.
Section V. Existing Conditions
The site soil classification is hydrologic soil type D per NCRS.
The far-north OMA which is not being altered (maintenance only improvements}, the North
drainage area and the South drainage area. Both areas consist of existing buildings, parking,
associated infrastructure, and driveways to El Camino Real. The North area drains from east to
west and drains to El Camino via a storm drain that is aligned under the driveway (non-
signalized). The South area has a similar east to west drainage pattern, but with less storm
drainage infrastructure.

Section VI. Proposed Conditions
The proposed site is a commercial site with parking lots and buildings. The site is being
redeveloped and as a part of the work, a driveway is being removed and converted into
pedestrian space. Additional patios are also being constructed. The parking lot is undergoing
minor realignments and reconfigurations including curbing. The realigned parking lot has been
designed to incorporate biofiltration devices (with underdrain and liners) to accommodate the
Priority Development classification for water quality. As a part of the sizing for the filters,
Continuous modeling has been completed to show compliance with hydromodification
restrictions (see SWQMP prepared by raSmith dated January 2019.

As the site is predominantly remaining as-is, the flow paths of the larger areas, slope , and the
surface of the flow path is remaining constant; therefore the Tc is constant from existing and

proposed. As the overall impervious area is decreasing, both runoff peak flows is reduced
compared to existing conditions.
All drainage in the north basin will utilize existing inlets on existing flow paths, except as modified
to meet water quality goals, whereby stormwater will flow through the biofiltration planters prior
to overflow discharge to inlets. New pedestrian areas will drain to small diameter inlets/storm
drain prior to discharge to planters and the existing storm drain system.
The south basin will utilize existing flow paths prior to curb inlets at the signalized driveway that
is being altered.
Section VII. Hydrologic and Hydraulic Results
Hydrologic calculations were performed using a spreadsheet based on the San Diego County
Hydrology Manual (2003). The hydrology calculations for proposed and existing conditions may
be found within the hydrology calculations section of this report.
The project area predominantly drains through a storm drain within the driveway that is to be
removed. The storm drain and tributary area to the north is not affected, and the south driveway
does not have an existing storm drain.
The 'North' drainage area (centered around the north driveway along El Camino); the 'South'
drainage area centered around the south driveway (signalized) along El Camino; and the
individual inlet areas within the WQMP area have been analyzed for performance within the 100-
year, 6-hour storm.
As shown in the tabular analysis, the proposed small diameter storm drain area sized to
accommodate the 100-year rainfall.
As shown in the tabular analysis, the existing 18-inch storm drain in the 'North' drainage area is
undersized. The overflow route (max 6" ponding) that is located below building openings is
provided for passage of the 100-year storm (see hydrology exhibit, HX-3, for overflow path).

The HGL calculations for the portion of the storm drain under the pedestrian plaza replacing the
north (unsignalized) driveway has also been reviewed, and is presented on the project
construction plans. Additionally, HGL Cales are also provided herein. Within the HGL analysis,

the downstream HGL (at the connection), was set 1-foot below the finish surface at the property
line where the existing line enters the right-of way (49.93).
Section VIII. Declaration of Responsible Charge

I hereby declare that I am the Engineer in Responsible Charge of design of storm water BMPs
for this project, and that I have exercised responsible charge over the design of the project as
defined in Section 6703 of the Business and Professions Code, and that the design is
consistent with the requirements of the BMP Design Manual, which is based on the
requirements of SDRWQCB Order No. R9-2013-0001 (MS4 Permit) or the current Order.
I have read and understand that the City Engineer has adopted minimum requirements for
managing urban runoff, including storm water, from land development activities, as described
in the BMP Design Manual. I certify that this SWQMP has been completed to the best of my
ability and accurately reflects the project being proposed and the applicable source control and
site design BMPs proposed to minimize the potentially negative impacts of this project's land
development activities on water quality. I understand and acknowledge that the plan check
review of this SWQMP by the City Engineer is confined to a review and does not relieve me, as
the Engineer in Responsible Charge of design of storm water BMPs for this project, of my
responsibilities for project design.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive
precipitation from long-duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (ND, BID, and C/D). The groups are defined as follows:
Group A Soils having a high infiltration rate (low runoff potential) when
thoroughly wet. These consist mainly of deep, well drained to excessively
drained sands or gravelly sands. These soils have a high rate of water
transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well
drained soils that have moderately fine texture to moderately coarse texture.
These soils have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of
water transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink-swell
potential, soils that have a high water table, soils that have a claypan or clay
layer at or near the surface, and soils that are shallow over nearly impervious
material. These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (ND, B/D, or CID), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in
their natural condition are in group D are assigned to dual classes.

Description
Erosion factor K indicates the susceptibility of a soil to sheet and rill erosion by
water. Factor K is one of six factors used in the Universal Soil Loss Equation
(USLE) and the Revised Universal Soil Loss Equation (RUSLE) to predict the
average annual rate of soil loss by sheet and rill erosion in tons per acre per
year. The estimates are based primarily on percentage of silt, sand, and organic
matter and on soil structure and saturated hydraulic conductivity (Ksat). Values of
K range from 0.02 to 0.69. Other factors being equal, the higher the value, the
more susceptible the soil is to sheet and rill erosion by water.
"Erosion factor Kw (whole soil)" indicates the erodibility of the whole soil. The
estimates are modified by the presence of rock fragments.
