Fenton Company 7577 Mission Valley Road, Suite 200 San Diego, California 92108 Attention: Mr. Allen Jones Subject: FOX MILLER OFFSITE IMPROVEMENTS CARLSBAD, CALIFORNIA FINAL REPORT OF TESTING AND OBSERVATION SERVICES DURING CONSTRUCTION OF SITE IMPROVEMENTS Dear Mr. Jones: In accordance with your request, we have provided compaction testing and observation services on an "on-call" basis during construction of improvements along College Avenue and El Camino Real for the subject project. The scope of our services consisted of performing in-place density tests on subgrade soil for sidewalk and curb and gutter, pavement sübgrade, and during the placement of aggregate base materials and asphalt concrete. The project plans used during construction of site improvements are titled Offsite Improvement Plans for: Fox Miller, Left Turn Pockets .@ El Camino Real/College & College/Salk, Traffic Signal ® College! Salk, Carlsbad, California, prepared by Hunsaker & Associates, city approval date October 27, 2008 (W.O. No. 2576-02, Drawing No. 456-4, Project No. MS 04-20). We performed in-place density tests using a nuclear density gauge in accordance with ASTM Test Procedure D 6938 for soil and D 2950 for asphalt concrete. We performed laboratory tests on soil and aggregate base samples in accordance with ASTM D 1557, Maximum Dry Density and Optimum Moisture Content. We performed laboratory tests on asphalt concrete samples in accordance with ASTM D 2726, Hveem Density; D 2041, Theoretical Maximum Density; D 1560, Stability; D 6307, Asphalt Content; and C 136, Sieve Analysis. The results of the field tests are summarized in Table I. The results of the laboratory tests are summarized in Tables II through V. Results of the in-place density tests indicate that subgrade soil for roadway median areas possess a dry density of at least 90 percent of the laboratory maximum dry density near to slightly above 6960 Flanders Drive M San Diego, California 92121-2974 m Telephone 858.558.6900 M Fox 858.558.6159 optimum moisture content at the locations tested. In-place density tests indicate curb and gutter and asphalt concrete subgrade was compacted to at least 95 percent relative compaction with the exception of areas were soft saturated soil was encountered at subgrade elevation. In these areas the upper approximately 18 inches of subgrade soil was removed and replaced with aggregate base. Prior to placing base, Mirafi 600X geotextile fabric was placed on the subgrade. The areas where soft subgrade soils were encountered and geotextile fabric was placed generally consisted of the curb and gutter subgrade on College Avenue between Stations 86+00 to 92+00, and in the pavement areas on El Camino Real between approximate Stations 14+85 to 15+20, 14+10 to 14+60, and 16+10 to 16+30. Aggregate base was compacted to a dry density of at least 95 percent relative compaction at the locations tested. With respect to the asphalt concrete, the base layer was compacted to a dry density of at least 95 percent relative compaction and generally conformed to Standard Specifications for Public Works Construction (Greenbook) with respect to stability, gradation, and oil content (see Tables III and IV). Compaction and stability tests performed on samples of the rubberized asphalt cap indicate the material did not achieve 95 percent relative compaction or meet Greenbook specifications for stability (see Table III, sample AC-3). Additionally, laboratory testing indicates the gradation on the rubberized asphalt is out of specifications on the No. 4, 8 and 30 screens (see Table V).
