Subject: Supplemental Agricultural Chemical Residue .Survey, Emerald Pointe Estates, City of Carlsbad, San Diego County, California 92009 Dear Mr. Maclean: At your request and authorization, GeoSoils, Inc. (GSI), has prepared this report for a supplemental agricultural residue survey on the subject property in the City of Carlsbad, San Diego County, California. The general area of the site is presented on the Site Map, Figure 1. As required by the City of Carlsbad's Standard Agricultural Area Mitigation Condition (for agricultural sites), the purpose of the survey was to evaluate the historical agricultural use(s) of the subject property, addressing the presence of restricted agricultural residues on the subject site. As part of the mitigation condition, a detailed survey report should be presented to the County of San Diego Department of Environmental Health (DEH), Site Assessment and Voluntary Assistance Program NAP) for review and comment. The scope of work was based upon our knowledge of the property (GSI, 1998b), our past experiel1ce with similar land use changes in the City of Carlsbad, information provided by the DEH on similar projects in the vicinity, as well as information provided in the County Site Assessment and Mitigation (SAM) Manual regarding pesticide residue investigations, and requirements of the California Regional Water Quality Control Board (RWQCB). Soil samples were collected to supplement the existing limited chemical residue survey (GSI, 1998b). This report is also based upon the available data that restricted agricultural chemicals utilized on the site were applied properly to the farmland, under a use permit by the San Diego County Department of Agriculture. . BACKGROUND Based upon our information provided in the referenced Phase I Environmental Site Assessment (ESA) report on historical land use (GSI, 1998b), the subject property was utilized for agricultural purposes from at least the early 1940s until sometime in the 1960s. Based upon our previous limited chemi~al testing of near surface soils onsite (GSI, 1998), detectable concentrations of restricted agricultural residues exist within the subject site. ' .. -~ .~.~ .. _"-_ .... ,- SITE LOCATION MAP Fiaure 1 I I I I I I I I I I I I I I I I I I I HYDROGEOLOGIC SETTING The property lies within the Encinas Hydrologic Area (HA 904.40) of the Carlsbad Hydrologic Unit (HU 904.00) within the San Diego Region (State RWQCB, 1994). Carlsbad falls within Region 9 (San Diego) of the State Regional Water. Quality Control Board (RWQCB). Existing beneficial uses of groundwater within this' HA is excepted from municipal and domestic supply. No beneficial or potential beneficial use of groundwater is reported. Overall, the regional groundwater gradient is estimated to be in a westerly direction; however, local groundwater flow may be in a northerly direction, following local natural drainages. Surface signs of water wells were not observed onsite during our site reconnaissance. Regional groundwater maps (State of California, 1967) indicate no permitted water wells exist within the site. There are, however, two wells located west ofthe property, In Canyon de las Encinas. Measured groundwater depths were reported to be on the order of 25 to 75 feet. Groundwater was not encounterecf in any of the excavations completed as a part of the. previous study (Geotechnical Exploration, 1998). Data provided in our previous geotechnical report (GSI, 1998a) during excavation of two large diameter borings to depths of 26 and 58 feet, reported no groundwater encountered. "Perched" groundwater, where relatively impermeable fill and/or sediments underlie relatively permeable fill and/or sediments filled with water may be encountered at shallower depths onsite, especially during the rainy season. SCOPE OF WORK As directed in the City of Carlsbad's Standard Agricultural Area Mitigation Condition, a testing and analysiS report shall be prepared and submitted to the DEH for review and comment. The DEH has generated a list of 18 Hazardous Agricultural Substances, including organochlorine and organophosphorus pesticides and herbicides (Le., restricted agricultural chemicals), which are (and have been) commonly used in the agricultural industry throughout California. The residue survey consisted of random soil samples collected from depths of 6 inches and 8 inches of existing earth materials at nine locations onsite (one sample per one to two acres). The site consists of approXimately 18 acres; however, it is estimated that only 10 of the 18 acres were cultivated, generally on the mesa area. GSI previously collected six soil samples at depths between 0 and.1 foot (GSI, 1998b). The 15 recent and previous sample locations are provided.on Figure 2. Holes were excavated utilizing a hand auger. Samples were collected, stored, and transported to a California D~partment of Health Services (DHS) certified laboratory the same day, following quality assurance/quality control procedures (QNQC) during all soil sampling activities. Chemical analyses included the following substances: • Soil samples analyzed for Chlorinated Pesticides and PCB's utilizing EPA Test Method 8081A. • Soil samples analyzed for Organophosphorous pesticides, utilizing EPA Test Method 8141A. • Soil samples analyzed for Chlorinated Herbicides utilizing EPA Test Method 8151 A. Laboratory Chemical Test Results Except for DDT, DOD, and DOE (Le., DDT (Total» and toxaphene, no constituents of the Chlorinated Pesticides were reported above the laboratory detection limits (Le., non-detect). Based upon the laboratory test results, concentrations of DDT/DOD/DOE (Le., DDT (Total» were detected at 14 of the 15 sample locations on the subject property, ranging from 0.0018 milligrams per kilogram (mg/kg) to 0.203 mg/kg. For comparison purposes, the regulatory action level for hazardous waste criteria (Le., Total Threshold Limit Concentration or TTLC) for DDT (Total) is 1.0 mg/kg. Concentrations of toxaphene (0.210 mg/kg to 0.330 mg/kg) were detected at five of. the fifteen sample locations onsite. The regulatory action level for hazardous waste criteria (Le., TTLC) for toxaphene is 5.0 mg/kg. Laboratory test results were reported as "not detected at or above the laboratory detection limits" for Organophosphorus Pesticides (EPA Test Method 8141A) and Chlorinated Herbicides (EPA Test Method 8151A). Laboratory reports are provided in Appendix B. Provided below (Table 1) is a summary of test results for the ~ample locations with concentrations reported as greater than the laboratory detection limits, as well as criteria ,limits for the preliminary estimate of risk to human health (Le., Preliminary Remedial Goals-P8G's) and the TTLC. Soil sample locations are provided on Figure 2. The laboratory report for our recent sampling is provided in Appendix B. RWR Homes, Inc. PRG tables combine existing USEPA toxicity values with generally accepted exposure factors to estimate concentrations in soil that do not represent a cancer risk to humans greater than one-in-one million (Le., 1 x 10-6). Exposure pathways considered include ingestion, inhalation and dermal absorption. Chemical concentrations presented in the PRG tables, therefore, can be directly compared to the residue concentrations detected in soils within the property. The PRG tables may be initially used in lieu of a health based risk assessment to determine the need for furt~er evaluation of sites with concentrations of known cancer-causing contaminants (Le., site screening) . It should be noted that human health based risk concentration levels, which are typically lower than hazardous waste criteria concentrations, will likely be the default factor RWR Homes, Inc. E4706-SC February 28, 2005 Page 6 I I I I I I I I I I I I I I I I I I I regarding the depth and amount of remedial grading needed to mitigate concentrations of pesticide residues detected onsite. Remedial grading may include (but not limited to) removal and burial of impacted earth materials at locations and depths with which will effectively eliminate future human contact, as well as eliminate potential impacts to surface water and groundwater. If concentrations of a substance are encountered, a CCR (California Code of Regulations) WET (Waste Extraction Test) extraction should be conducted to ascertain the Soluble Threshold Limit Concentration (STLC). If the regulatory level for STLC of a substance is exceeded, then it is considered a hazardous toxic waste. The STLO for toxaphene is 0.5 milligrams per Liter (mg/L), and for DDT (retail the STLC is 0.1 mg/L. Further, the Federal criteria for residual toxaphene concentrations to be classified as a RCRA hazardous waste is set a 0.5 mg/L as determined using the Toxicity Characteristic Leaching Procedure (TCLP). If any concentration of pesticides is detected onsite, and the affected soil is to be re-used onsite (such as compacted fill during grading), waste discharge requirements (WDRs) must be obtained by the owner/discharger from the RWQCB; however, prior to obtaining the WDRs, a Report of Waste Discharge (RWD) must be submitted to the Regional Water Quality Control Board (RWQCB). The type of supporting information provided to the RWQCB in support of a RWD and application for WDRs and permit for grading depends on if the pesticide concentrations are found to be nonhazardous waste or hazardous waste (concentrations of pesticides encountered onsite have been nonhazardous). CONCLUSIONS AND RECOMMENDATIONS Conclusions Based upon the information obtained during the course of this study, as well as information provided in the referenced texts, GSI presents the following summary of findings, conclusions, and recommendations: • To evaluate the potential for restricted agricultural chemical residues, surficial soil samples were collected from depths of 0 to 1 foot, 6 inches, and 8 inches within the subject property. Sampling of earth materials within the subject parcel, consisted of a total of 15 soil samples collected. Soil samples collected were analyzed for Chlorinated Pesticides (EPA Test Method'8081A), Organophosphorous Pesticides (EPA Test Method 8141A), and Chlorinated Herbicides (EPA Test Method 8151A). Sample locations are shown on the enclosed Soil Sample Location Map, Figure 2. The recent laboratory report is provided in Appendix B. • There were no concentrations of constituents/parameters reported within the Organophosphorous Pesticides (EPA test method 8141A), and Chlorinated Herbicides (EPA test method 8151) suite of laboratory tests. I I I I I I I I I I I I I I I I I I I • • • Except for DDT, DOD, and DOE (Le., DDT (TOtal» and toxaphene, no constituents of the Chlorinated Pesticides were reported above the laboratory detection limits (Le., non-detect). Concentrations of toxaphene (0.0018 mg/kg to 0.203 mg/kg) were detected in five of the sample locations. Concentrations of DDT (Total) (0.210 mg/kg to 0.330 mg/kg) were detected in fourteen of the sample locations. For comparison purposes, regulatory action levels for hazardous waste criteria (Le., Total Liniit Threshold Concentration) for toxaphene is 5.0 mg/kg and 1.0mg/kg for DDT (Total). Detected concentrations of toxaphene and DDT (Total) onsite are considerably lower than the TILC criteria. Where applicable, GSI has used existing regulatory data as a screening tool for the detected concentrations of pesticides and other contaminants within the property. Preliminary Remedial Goals (pRGs), which combine existing USEPA toxicity values with generally accepted exposure factors to estimate concentrations in residential soil that do not represent a cancer risk to humans greater than. one-in- one million (Le., 1 x 10-6), are 1.7 mg/kg DDT (Total) and 0.44 mg/kg for toxaphene. Concentrations of DDT (Total) and toxaphene were found to be less than the criteria established as a potential risk to human health (Smucker, 2000). • The regulatory action levels for hazardous waste criteria (Total Threshold Limit Concentration-TILC), the Preliminary Remediation Goals (PRGs) for chemical residues (detected and non-detected onsite), and the chemical laboratory detection limits were compared. In summary, detection limits utilized by the testing laboratory were overall at least an order of magnitude (Le., 10 times) below TILC and PRG levels for all constituents. It appears, therefore, that detection limits utilized by the laboratory are suitable for agricultural-use chemicals. Recommendations A copy of this report should be submitted to the DEH Site Assessment and Voluntary Assistance Program for review and comment. Based upon the scope of limited work completed, GSI concludes that the concentrations of DDT (Total) and toxaphene detected in earth materials on the subject property are sufficiently below Preliminary Remedial Goals (pRGs) so as not to represent a risk to human health. However, based upon the RWQCB requirements for solid waste discharge to land, if the soil is to be re-used as c.ompacted fill onsite, further testing may be prudent at this time to assess vertical extent of the contaminants and test for the STLC using the California Department of Toxic Substances Control (DTSC) method, Toxicity Characteristic Leaching Procedure (TCLP) using EPA test method 1311, and SPLP using EPA Test Method 1312. The SPLP is an EPA SW-846- analytical method designed to determine the mobility (Le., leachability) oftoxic organic and inorganc soil contaminants to water, such as the groundwater table. - RWR Homes, Inc.
