FILECCIA, P.E. 804-001 This letter summarizes our analysis and recommendations for providing water service to Planning Areas 1 through 5 of the Bressi Ranch project. Proposed' development . ! within these planning areas consists of 40 industrial lots ranging from 1.5 to 9.8 acres in size. The total project acreage is approximately 129 acres. Purpose of Study Water service to the project will be provided by the Carlsbad Municipal Water District. A water system analysis dated October 22, 2002 (revised November 5, 2003) was prepared for the Bressi Ranch project including the industrial areas (planning Areas 1 through 5). This study identifies the backbone water facilities necessary to serve Planning Areas 1 through 5, but doe~ not identify how water service will be provided to each industrial lot. The purpose of this study is to identify the currently proposed, layout of the industrial lots and to provide recommendations for providing domestic and fire protection service to each industrial lot. Since the building square footages are not yet known, a water duty factor of 2,160 gallons per day (gpd) per acre was used to estimate average annual water demands for industrial development. To convert average annual demands to maximum daily demands and peak hour demands factors of 1.65 and 2.90 were used, respectively. The design fire flow rate for industrial development is 4,000 gpm. It is assumed that this fire flow can be split evenly between the two closest hydrants to the me location. Water service zones are generally planned to result in maximum static pressures ranging from 60 psi to 125 psi. During peak hour demands, a minimum residual pressure of 40 psi is required. During a maximum day demand plus fire flow sc~nario, a minimum residual pressure of 20 psi must be achieved in the system. ! Pipelines are sized to achieve the above stated pressure requirements and to prevent velocities in excess of B.O feet per second during peak hour flow conditions. Pipelines are also sized to prevent headlosses in excess of 10 feet per 1,000 feet of piping during peak flow conditions. Projected Water Demands Planning Areas 1 through 5 are wi~hin the District's 550 and 700 Zones for water serVICe. Table 1 summarizes the projected water demands within each. zone. Patrick Russell June 3, 2004 Page 3 TABLE 1 BRESS! RANCH PLANNING AREAS 1-5 PROJECTED WATER DEMANDS The total estimated average annual water demand for Planning Areas 1 through 5 is 0.28 mgd. This equates to a maximum daily demand of 0.46 mgd and a peak hour demand of 0.81 mgd. Water Service Overview Table 2 summarizes the anticipated range of lot elevations and maximum static pressures within each service zone. 550 700 TABLE 2 BRESS! RANCH PLANNING AREAS 1-5 WATERSER~CEZONESUMMARY ~~ 290 415 58 415 440 113 113 123 Patrick Russell June 3, 2004 Page 4 Water service to the 550 Zone portion of the project is to be supplied by a 16-inch line in EI Camino Real and a 12-inch line in EI Fuerte Street. These lines will be connected by a 12-inch pipe in Gateway Road. The sizing of waterlines in the cul-de-sacs off Gateway Road will be dependent on the locations of-fire hydrants within these streets. The exact locations of these hydrants has not yet been determined, but in general we are recommending 12-inch water lines be extended to each hydrant. Water lines that supply water services only are adequate as 8-inch. The 700 Zone portion of the project will be supplied by the 30-inch water line in Palomar Airport Road and 24-inch water line in EI Fuerte Street. Service to Planning Area 5 will be provided by constructed a 12-inch loop between these two pipelines. The water services for the two lots within Planning Area 4 that will be served by the 700 Zone are proposed to be supplied by constructing an 8-inch stub off the 24-inch pipeline in EI Fuerte Street. Recommendations Figure 1 attached provides the recommended water system facilities for the project. Since the location of fire hydrants within cul-de-sacs has not yet been determined and since some of the larger industrial lots may require onsite fire hydrants, it is our recommendation that the attached figure be updated once this information has been provided to us.
