SHAUGHNESSY, P.E. 509-060 Subject: Water System Analysis for La Costa Greens Neighborhood 1.16 Introduction This letter-report provides a water system analysis for Neighborhood 1.16 of the La Costa Greens project. This report determines the required waterline sizes to meet domestic and fire flow requirements for the proposed multifamily development and identifies connections to the existing water system that will occur in the vicinity of the project. The portion of La Costa Greens covered by this study is located at the intersection of Dove Lane and Estrella De Mar Road. The project proposes 86 attached residential units and is divided into west and east areas by Estrella De Mar Road. The 318 Zone is formed by pressure reducing off higher zones in the area. There is a 375/318 Zone pressure reducing station along Estrella De Mar Road to the north of the project and a 550/318 Zone pressure reducing station west of the project. The project will obtain water service by making connections to the existing 8-inch 318 Zone waterline in Dove Lane and the existing 8-inch 318 Zone waterline in Estrella De Mar Road. Based on pad elevations ranging from 122 to 187 feet, maximum static pressures for the project will range from 57 psi to. 85 psi. A few pads, located at an elevation of 180 feet or higher, will narrowly miss the 60 psi minimum static pressure criteria recommended per City of Carlsbad Engineering Standards. Projected Water Demand To determine the average day water demand for the project, a water demand factor of 250 gallons per day (gpd) per multi-family unit was used. This results in an average day water demand of 21,500 gpd for the project. To convert the average day water demand to a maximum day water demand and a peak hour water demand, factors of 1.65 and 2.9 were used, respectively. This results in a maximum day water demand of 35,475 gpd and a peak hour water demand of 62,350 gpd for the project. DEXTER WILSON ENGINEERING, INC. PAGE 3 I I I I I I I I I I I I I I I I I I I David Blalock October 26, 2006 Proposed Water System Exhibit A provides the proposed water system for Neighborhood 1.16 of the La Costa Greens project. The project proposes to have an 8-inch public distribution waterline installed within the development. This distribution line will supply the proposed fire hydrants and serve as connection points for domestic water service. The sizes of the building laterals and water meters were not determined for this analysis and will be determined by others. It is recommended that the project be supplied water by connecting to the existing 8-inch waterline in Estrella De Mar Road and to the existing 8-inch waterline in Dove Lane. Model Development. Analysis using the KYPIPE computer software developed by the University of Kentucky determined residual pressures throughout the fire protection system. This computer software utilizes the Hazen-Williams equation to determine headloss in pipes. The Hazen-Williams "C" value used for all pipe. sizes in our analysis is 120. The fire protection system was modeled with an estimated hydraulic grade line of 300 feet at the existing 8-inch waterlines in Estrella De Mar Road and Dove Lane. The fire protection system has been designed to provide a minimum residual pressure greater than 20 psi under a fire flow scenario at all locations within the proposed multi-family residential. A fire flow requirement of 3,000 gpm for multifamily residential developments, obtained from the March 2003 Carlsbad Water Master Plan Update, was used in the analysis. This fire flowrate was modeled between two adjacent fire hydrant locations within the computer model setup.
