The scope of work performed by our firm and addressed in this report consists of:

I.I. AGGREGATE BASE COURSE
Aggregate base was placed on the previously approved subgrade (see SCS&T Report No.
0711140-8). Tests performed by our field representative indicated relative compaction values of at
-least 95 percent relative compaction. Compaction was achieved by means of steel drum vibr

- rollers and heavy construction equipment. The results of the in-place density tests performed o

aggregate base are noted on Plate No. 1:

1.2. ASPHALT CONCRETE
Six inches of asphalt concrete(AC) was placed over the aggregate base. The paving contractor
performing the work was J &. S Asphalt Paving. This material was compacted to a minimum of 95
percent relative compaction determined in accordance with ASTM D 2726-05. The results of the in-
place density tests performed on the AC are noted on Plate No. 2.
2. FIELD OBSERVATIONS AND LABORATORY TESTS
A representative of SCS&T performed Field observations and density tests during the placement of
the aggregate base and AC. The density tests were performed according to ASTM 0 6938 and
D2950 (nuclear gauge) procedures. The results of the tests are noted on Plate Nos. I and 2. The
accuracy of the in-situ density test locations and elevations is a function of the accuracy of the
survey control provided by other than SCS&T representatives. Unless otherwise noted, their
loations and elevations were determined by pacing and hand level methods and should be
considered accurate only to the degree implied by the method used.
As used herein, the term Hobservationu implies only that.we observed the progress of work we were
involved with, and we also performed field density tests, which in conjunction with our observations,
were the base for our opinion as to whether the work was performedin substantial conformance with
the geotechnical recommendations and the requirements of the applicable agencies.
The following laboratory tests were performed: .
Maximum density and optimum moisture content - ASTM D 1557
HveemlBulk Specific Gravity ASTM D 1561
Determination of Asphalt Content by Ignition Method ASTM D 6307, California Test 382
Sieve Analysis on Extracted Aggregate ASTM 0 5444
The results of these tests are presented on Plates I through 5.
California Commercial Asphalt, LLC in San Marcos, supplied the asphalt conôrete..
3. CONCLUSIONS
Based on our field observations and the in-place density test results, it is our opinion that the
aggregate base and asphalt concrete, preparation and compaction, were performed substantially in
accordance with the City of Carlsbad Grading Ordinance, and the California Building Code.

4. LIMITATIONS
I . This report covers only the services performed between February 1 and February 11, 2008. Our
opinions are based on our observations and the relative compaction test results, and are limited by
the scope of the work that we agreed to perform. Our work was performed in accordance with the
currently, accepted standard of practice and.in such a manner as to provide a reasonable measure
of the,cornpliance of the back fill operations with the project requirements. No warranty, express or

implied, is made or intended with respect to the work, that we have performed, and neither the
performance of this work nor the submittal of this report should be construed as relieving the
'contractor of its responsibility, to conform with the project requirementS.-
Our work was generally performed on an "on-call", basis. Therefore. the in-place' density tests
