We have rev iewed the referenced SWQMP report for the Seascape project to check if the plans and
detai ls have been prepared in substant ial conformance with the recommendations presented in our
referenced geotechnical report. Based on our review of the SWQMP report and the info rmation
contained within the referenced report, we opine the SWQM P repo rt has been prepared in substanti al
conformance with the recommendations presented in the referenced geotechnical report.
We limited our review to geotechnical aspects and the review did not include other details or
calculation in the referenced report. Geocon Incorporated has no opi nion, civil engineering or
otherwise, regarding other information fo und in the report that do not directly pertain to geotechnical
aspects of design and construction.
