Backfill and grading were conducted between March 20, 2015 and February 24, 2016 under the observation and testing of a representative of East County Soil Cdnsultation and Engineering, Inc. The results of the field density tests are presented on Page T-1 under "Table of Test Results". The laboratory determinations of the maximum dry densities and optimum moisture contents of the fill 1soils are set forth on Page L-1 under "Laboratory Test Results". The approximate test locations are shown on Plate No. 1. fill soils primarily consisting of silty sand were placed in thin lifts and compacted in excess )f minimum of 90 percent relative compaction while maintaining a moisture content y around optimum. Compaction was achieved with the use of a hand whacker and a eel roller.. DIVE1SIFjtED DEVELOPMENT! In accordance with your request, in-place field density tests were performed in accord a n c e w i t h ASTM D1556 (Sand Cone Method). Grading was conducted between August 1, 2014 and February 4, 2015 under the observation and testing of a representative of E a s t C o u n t y S o i l Consultation and Engineering, Inc. The results of the field density tests are presented on Page T-1 under "Table of T e s t R e s u l t s " . The laboratory determinations of the maximum dry densities and optimum moi s t u r e c o n t e n t s o f the fill soils are set forth on Page L-1 under "Laboratory Test Results". The a p p r o x i m a t e t e s t locations are shown on Plate No. 1. Following clearing and grubbing, i.e. the removal of vegetation and delete r i o u s m a t e r i a l s , subgrade soils were overexcavated at least 4 feet below proposed fmished pad gr a d e s . T h e bottom of the excavation was scarified to a depth of approximately 6 inches , m o i s t u r e conditioned and recompacted. On-site fill soils predominantly consisting of silty sand with gravel were placed in t h i n l i f t s a n d compacted to a minimum of 90 percent relative compaction while maintaining a m o i s t u r e c o n t e n t generally over optimum. Compaction was achieved with the use of a Caterpill a r 9 6 6 G l o a d e r and a Caterpillar DH tractor.
