Site Description .. - ---• -• ---• -• -• -.. -• -• -----• -• ---------- 1. SITE DESCRIPTION EXISTING CONDITION EXISTING 0.41 AC PROPERTY CONSIST OF 3 LOTS WITH 7 BUILDINGS AND LANDSCAPING; LOCATED AT THE NE CORNER OF STATE STREET AND OAK AVENUE. THERE IS A HIGH POINT AT THE SOUTHERLY END OF STATE STREET AND DRAINAGE IS NORTH ON STATE AND WESTON OAK AVENUE. APPROXIMATELY 62% OF THE SITE DRAINS TO STATE STREET AND 38% TO OAK AVENUE DRAINAGE SYSTEM. THE NORTHERLY PORTION DRAINS TO UNDERGROUND STORM DRAIN SYSTEM AT CORNER OF CARLSBAD VILLAGE DRIVE AND STATE STREET WHICH EVENTUALLY DISCHARGES TO BUENA VISTA LAGOON . THE SOUTHERLY PORTION DRAINS TO UNDERGROUND STORM DRAIN SYSTEM ON OAK AVENUE WHICH EVENTUALLY DISCHARGES TO AGUA HEDIONDA LAGOON. THIS PROJECT IS EXEMPT FROM HYDROMODIFICATION ACCORDING TO THE ANALYSIS FOR SELECTED CARLSBAD WATERSHEDS PREPARED BY CHANG CONSULTANTS DATED JUNE 10, 2013 . PROPOSED CONDITION PROPOSED PROJECT CONSIST OF ONE BUILDING FOR COMMERCIAL RETAIL AND RESIDENTIAL CONDOMINIUM USE COVERING 80% OF THE SITE. THE RUNOFF FROM THIS PROJECT IS CONTROLLED THROUGH ROOF GUTIER AND DOWNSPOUT LOCATIONS IN ORDER TO TREAT STORM WATER AND TO MAINTAIN THE PRE AND POST DRAINAGE PATIERN AS CLOSE AS POSSIBLE. APPROXIMATELY 63% OF THE SITE WILL DRAIN TO STATE STREET AND 37% TO OAK AVENUE WITH THE USE OF FLOW THROUGH PLANTERS AND SIDEWALK UNDERDRAINS. SUMMARY THERE WILL BE NO DIVERSION OF FLOW AND PROPOSED TRIBUTARY AREAS ARE SIMILAR TO EXISTING CONDITIONS. THERE IS A SMALL INCREASE OF RUNOFF DUE SOLELY TO INCREASED "C" VALUE FROM MEDIUM DENSITY RESIDENTIAL TO HIGH DENSITY RESIDENTIAL AND THIS INCREASE IN FLOW WILL NOT HAVE A NEGATIVE IMPACT TO THE EXISTING DOWNSTREAM STORM DRAIN SYSTEM. EXISTING IQ100) PROPOSED (Q100) STATE ST 0.76 cfs 1.06 cfs OAK AVENUE 0.46 cfs 0.71 cfs It is noteworthy that actual peak flow will be lower than stated above due to incidental detention of runoff within the flow through planters designed throughout the project.
