In accordance with your request, Hetherington Engineering, Inc. has provided third-party
geotechnical review of References 11 and 12. The Geotechnical Consultant has responded to
our prior comments and we have no additional comments. Observation and testing by the
Geotechnical Consultant during construction should be required to verify anticipated
conditions or to revise the geotechnical recommendations as considered necessary. A final
geotechnical report of construction should be required.
