1.0 EXECUTIVE SUMMARY
The proposed project, the Altisma Way Condominiums, consists of the construction of a new 35-
unit airspace condominium project on a currently undeveloped lot. The project site is located at the
corner of Altisma Way and Alicante Road in the City of Carlsbad, California.
The current and future noise environment primarily consists of traffic noise from Alicante Road, with
some noise contribution from Alga Road, Ei Camino Real, and La Costa Avenue. No other noise
source in the vicinity of the project site is considered significant. The City of Carlsbad requires that
outdoor useable areas of residential sites are protected from noise levels exceeding 60 CNEL.
Future traffic noise levels were calculated for the project site and were shown to be 60 CNEL or
less at all potential outdoor useable spaces, meeting City of Carlsbad noise requirements. For this
reason, no mitigation is deemed necessary for attenuating exterior noise impacts.
The City of Carlsbad and the State of California require interior noise levels not exceeding 45 CNEL
in residential habitable space. Contemporary exterior building construction is expected to achieve
at least 15 decibels of exterior-to-interior noise attenuation with windows opened, and as a result,
exterior noise levels exceeding 60 CNEL often result in interior conditions that fail to meet the 45
CNEL requirements for residential space. As on-site buildings are not expected to be exposed to
noise levels exceeding 60 CNEL in the future noise environment, interior noise levels are expected
to comply with the 45 CNEL requirement with typical building construction, and no detailed interior
noise analysis would be required for this development prior to issuance of building permits.
The State of California Building Code also requires that, for multifamily residential developments,
the proposed common wall assembly must meet a minimum Sound Transmission Class (STC)
rating of 50. Prior to issuance of building permits, common walls separating units must either be
evaluated by an acoustical consultant to determine that this requirement has been met, or
laboratory-tested assemblies meeting these requirements must be chosen and indicated as such on
project plans.
2.0 INTRODUCTION
This acoustical analysis report is submitted to satisfy the acoustical requirements of the City of
Carlsbad Noise Guidelines Manual. This analysis addresses noise impacts from nearby roadway
traffic to determine project features necessary to achieve compliance with the required exterior
noise limit of 60 CNEL or less at outdoor use areas and to determine the feasibility of achieving the
interior noise limit of 45 CNEL or less in habitable spaces.
All noise level or sound level values presented herein are expressed in terms of decibels, with A-
weighting to approximate the hearing sensitivity of humans. Time-averaged noise levels are
expressed by the symbol LEO, for a specified duration. The Community Noise Equivalent Level
(CNEL) is a calculated 24-hour weighted average, where sound levels during evening hours of 7
p.m. to 10 p.m. have an added 5 dB weighting, and sound levels during nighttime hours of 10 p.m.
to 7 a.m. have an added 10 dB weighting. This is similar to the Day-Night sound level, DNL, which
is a 24-hour average with an added 10 dB weighting on the same nighttime hours but no added
weighting on the evening hours. Sound levels expressed in CNEL are always based on A-weighted
decibels. These metrics are used to express noise levels for both measurement and municipal
regulations, for land use guidelines, and for enforcement of noise ordinances. Further explanation

2.1 Project Location
The project site is located at the corner of Altisma Way and Alicante Road in the City of Carlsbad,
California. The Assessor's Parcel Number (APN) for the property is 215-240-36-00. The project
location is shown on the Vicinity Map, Figure 1, following this report. An Assessor's Parcel Map,
Satellite Aerial Photograph, and Topographic Map of this area are also provided as Figures 2
through 4, respectively.
2.2 Project Description
The proposed project, the Altisma Way Condominiums, consists of the construction of a new 35-
unit airspace condominium site on a currently undeveloped lot. The proposed project is anticipated
to include public outdoor use areas and private balconies/patios for residents. The lot area is
approximately 3.68 acres. For further details, please refer to the project plans, provided as
Appendix A.
2.3 Applicable Noise Regulations
This acoustical analysis report is submitted to satisfy the acoustical requirements of the City of
Carlsbad Noise Guidelines Manual. The Noise Guidelines Manual states that exterior noise levels
at outdoor use areas of residential property should not exceed 60 CNEL. In addition, the interior
noise levels of the residential units must not exceed 45 CNEL, as per the Noise Guidelines Manual
as well as the State of California Building Code. Pertinent sections of the City of Carlsbad Noise
Guidelines Manual are provided as Appendix B.
In addition, the State of California Building Code requires that multifamily housing developments
provide appropriate acoustical separation between units. Common wall assemblies separating
residential units must meet a minimum rating of STC 50 in order to be considered acceptable.
Floor/ceiling assemblies separating units must meet the minimum STC 50 rating as well, and also
must meet a minimum Impact Insulation Class (IIC) rating of 50.
3.0 ENVIRONMENTAL SETTING
3.1 Existing Noise Environment
3.1.1 Existing Traffic Noise Sources
Exterior noise at the site will consist primarily of traffic noise from surrounding roadways. No other
noise sources in the vicinity of the project site are considered to be significant. Current and future
traffic volumes are given based on information from the San Diego Association of Governments
(SanDAG) Series 12 Transportation Forecast Information Center (TFIC), located on the SanDAG
website at http://gis.sandag.org/tficsr12/default.html.
Alicante Road is a two-lane, two-way Collector running generally east-west along the south
boundary of the project site. The posted speed limit is 40 mph. In the vicinity of the project site,
Alicante Road currently carries a traffic volume of approximately 2,300 Average Daily Trips (ADT).

' _o Alga Road is a four-lane, two-way Major Arterial running east-west to the north of the project site.
The posted speed limit is 50 mph. According to SanDAG, the current traffic volume is estimated to
be approximately 16,000 ADT.
El Camino Real is a five-lane, two-way Prime Arterial running north-south to the west of the project
site. The posted speed limit is 55 mph. According to SanDAG, the current traffic volume is
estimated to be approximately 45,100 ADT.
La Costa Avenue is a four-lane, two-way Collector running east-west to the south of the project site.
The posted speed limit is 45 mph. According to SanDAG, the current traffic volume is estimated to
be approximately 17,800 ADT.
No current or future truck percentages were available for any of the roadways in the vicinity of the
project site. Based on neighboring and surrounding land use, roadway classification, professional
experience and on-site observations, a truck percentage mix of 0.5% medium and 0.5% heavy
trucks was used for Alicante Road, a mix of 2.0% medium trucks and 1.0% heavy trucks was used
for Alga Road and La Costa Avenue, and a mix of 3.0% medium trucks and 2.0% heavy trucks was
used for El Camino Real.
Current and future (See Section 3.2) traffic volumes and vehicle mixes for roadway sections near
the project site are shown in Table 1. For more information, please refer to Appendix C: Traffic
Noise Model (TNM) Data and Results.

Current traffic noise contours were calculated at ground level, without existing or proposed project
structures and without considering topography, and showed that traffic noise impacts to the entire
project site are between 55 and 59 CNEL, with the 60 CNEL contour at the location of the sidewalk.
Contours run generally parallel to Alicante Road. Additional information is provided in Appendix C:
Traffic Noise Model (TNM) Data and Results. For a graphical representation of these contours,
please refer to Figure 5: Site Plan Showing Current Traffic CNEL Contours and Noise Measurement
Location.
3.1.2 Measured Noise Level
An on-site inspection and traffic noise measurement were made on the afternoon of Tuesday,
September 30, 2014. The weather conditions were as follows: clear skies, low humidity,
temperatures in the low 90's with winds at 3-5 mph. A "one-hour" equivalent measurement was
made near the southeastern corner of the project site, approximately 40 feet from the Alicante Road
centerline. The microphone position was placed approximately five feet above the site grade.

Traffic volumes for Alicante Road and Altiva Place were recorded for automobiles, medium-size
trucks, and large trucks during the measurement period. After a continuous 15-minute sound level
measurement, there was no change in the LEa and results were then recorded. The measured
noise level and related weather conditions are found in Table 2. Additional information can be
found in Appendix C: Traffic Noise Model (TNM) Data and Results. The noise measurement
location is shown in Figures 5 and 6.

Measured noise levels on site can be attributed to traffic on Alicante Road, some light traffic noise
in the distance, and a lawn mower operating constantly on a nearby property.
3.1.3 Calculated Noise Level
Noise levels were calculated for the site using the methodology described in Section 4.1 for the
location, conditions, and traffic volumes counted during the noise measurements. The calculated
noise levels (LEO) were compared with the measured on-site noise level to determine if adjustments
or corrections (calibration) should be applied to the traffic noise prediction model. Adjustments are
intended to account for site-specific differences, such as reflection and absorption, which may be
greater or lesser than accounted for in the model.
The measured noise level of 61.3 dBA LEQ at 40 feet from the centerline of Alicante Road was
compared to the calculated (modeled) noise level of 59.7 dBA LEO for the same conditions and
traffic flow. Although the measured and the calculated noise levels differ by 1.6 dB, this is a
marginal difference which can be attributed to the operation of the lawn mower during the noise
measurement on site. For these reasons, no adjustment was deemed necessary to model current
and future noise levels for the property. Please refer to Table 3 for further information. Please refer

3.2 Future Noise Environment
The future on-site noise environment will be the result of the same noise sources. The future (year
2035) traffic volumes for surrounding roadways were provided by SanDAG. By the year 2035, the
traffic volume of Alicante Road is expected to increase to 2,800 ADT. The traffic volume of Alga
Road is expected to increase to 18,500 ADT by the year 2035. The traffic volume of El Camino
Real is expected to increase to 56,700 ADT by the year 2035. The traffic volume of La Costa
Avenue is expected to increase to 21,400 ADT by the year 2035.
The same truck percentages from the current environment were used for future traffic volume
modeling. For further roadway details and projected future ADT traffic volumes, please refer to
Appendix C: Traffic Noise Model (TNM) Data and Results.
Future traffic noise contours were calculated at ground level, without existing or proposed project
structures and without considering topography, and showed that traffic noise impacts to the entire
project site will increase to be between 56 and 60 CNEL. Contours will remain generally parallel to
Alicante Road and will shift north with the increased traffic noise levels. Additional information is
provided in Appendix C: Traffic Noise Model (TNM) Data and Results. For a graphical
representation of these contours, please refer to Figure 6: Site Plan Showing Future Traffic CNEL
Contours and Noise Measurement Location.
4.0 METHODOLOGY AND EQUIPMENT
4.1 Methodology
4.1.1 Field Measurement
Typically, a "one-hour" equivalent sound level measurement (LEo, A-Weighted) is recorded for at
least one noise-sensitive location on the site. During the on-site noise measurement, start and end
times are recorded, vehicle counts are made for cars, medium trucks (double-tires/two axles), and
heavy trucks (three or more axles) for the corresponding road segment(s). Supplemental sound
measurements of one hour or less in duration are often made to further describe the noise
environment of the site.
For measurements of less than one hour in duration, the measurement time is long enough for a
representative traffic volume to occur and the noise level (LEo) to stabilize. The vehicle counts are
then converted to one-hour equivalent volumes by using the appropriate multiplier. Other field data
gathered includes measuring or estimating distances, angles-of-view, slopes, elevations, roadway
grades, and vehicle speeds. This data is checked against the available maps and records.
4.1.2 Roadway Noise Calculation
The Traffic Noise Model, Version 2.5 program released by the U.S. Department of Transportation is
used to calculate the current and future daytime average hourly noise level (HNL) contours at the
project site, taking into account surrounding buildings, elevation, and additional topography. The
daytime average hourly traffic volume is calculated as 0.058 times the ADT, based on the studies
made by Wyle Laboratories (see reference). The HNL is equivalent to the hourly LEo, and both are
converted to the CNEL by adding 2.0 decibels, as shown in the Wyle Study. Future CNEL is
calculated for desired receptor locations using future road alignment, elevations, lane

configurations, projected traffic volumes, estimated truck mixes, and vehicle speeds. Noise
attenuation methods may be analyzed, tested, and planned with TNM, as required.
In order to determine the traffic volumes of other roadways during the traffic noise measurement
made on site for model calibration, the approximate percentage of the Average Daily Trips (ADT)
value for the time period in which the measurement is made is incorporated into the traffic model.
These percentages have been established in a study performed by Katz-Okitsu and Associates,
Traffic Engineers (see reference). For purposes of calibrating the TNM, 6.9% of the ADT values for
the current environment were used in calculations (for roadways that were not manually counted) to
account for traffic between the hours of 12 p.m. and 1 p.m. in the vicinity of the project site. Further
explanation can be supplied on request.
4.2 Measurement Equipment
Some or all of the following equipment was used at the site to measure existing noise levels:
Larson Davis Model 720 Integrating Sound Level Meter, Serial# 0311
Larson Davis Model CA 150 Calibrator, Serial # 2056
Distance measurement wheel, digital camera, tripods, and windscreen
The sound level meter was field-calibrated immediately prior to the noise measurement and
checked afterward, to ensure accuracy. All sound level measurements conducted and presented in
this report, in accordance with the regulations, were made with a sound level meter that conforms to
the American National Standards Institute specifications for sound level meters ANSI S1.4-1983
(R2001 ). All instruments are maintained with National Bureau of Standards traceable calibration,
per the manufacturers' standards.
5.0 IMPACTS AND MITIGATION
5.1 Exterior
Future noise levels for the project site have been calculated to determine whether potential outdoor
use areas on the project site would be exposed to noise levels of 60 CNEL or less, per City of
Carlsbad regulations. In the development of future traffic noise contours on the site, future traffic
noise levels were calculated without considering the topography of the site or surrounding area and
without considering potential noise shielding that would be provided by other surrounding
structures. This evaluation is therefore considered to be a conservative estimate of noise levels on
the site.
Future traffic noise contours (provided as Figure 6) show that, in the future noise environment, the
60 CNEL traffic noise contour is expected to be located to the south of the southernmost building
proposed on site, meaning that the maximum noise impact at this facade would not exceed 60
CNEL. Balconies on the south facade of this building are assumed to be the worst-case outdoor
use area location, as the next closest potential outdoor use area is located directly to the west of
this proposed building. No outdoor use areas are expected to be located immediately adjacent to
the roadway. As the maximum noise impact at balconies on the southernmost building would be
approximately 60 CNEL or less in the future noise environment, and as all other potential outdoor
use areas on site would be located at a further distance from Alicante Road, the primary source of
noise, all outdoor use areas on site are expected to have noise levels of 60 CNEL or less in the

future noise environment, complying with City of Carlsbad noise regulations. For this reason, no
mitigation is deemed necessary for attenuating noise from exterior sources.
5.2 Interior
5.2.1 Transportation Noise Sources
The State of California and the City of Carlsbad require an acoustical analysis for any noise
sensitive land use proposed in an area that has or will have exterior noise levels in excess of 60
CNEL for residential properties. Contemporary exterior building construction is expected to achieve
at least 15 decibels of exterior-to-interior noise attenuation with windows opened. As a result,
exterior noise levels of more than 60 CNEL often result in interior conditions that fail to meet the 45
CNEL requirements for residential space.
As shown in Figure 6, the maximum future traffic noise impact anticipated at project building
facades is approximately 60 CNEL. As no building facade noise impacts will exceed 60 CNEL, all
units on site are expected to comply with City of Carlsbad interior noise regulations of 45 CNEL or
less with typical building construction, and therefore, no detailed interior noise analysis would be
required for this project prior to the issuance of building permits.
5.2.2 Unit-to-Unit Noise Transmission
Another source of noise that may affect residential units in multi-family buildings is unit-to-unit noise
transmission. The California State Building Code requires that the Sound Transmission Class
(STC) rating of common wall assemblies separating residential units have a minimum laboratory
rating of STC 50. The same STC requirement applies for floor/ceiling assemblies, and an added
requirement dictates that the Impact Insulation Class (IIC) rating of the floor/ceiling assembly is a
minimum laboratory rating of IIC 50. In field tests, ratings of NIC 45 and ISR 45 are considered
acceptable, as a loss of five points is typically assumed in installation.
The proposed project does not include stacked residential units, as multi-story units will simply be
located side-by-side. For this reason, there would be no acoustical requirements for floor/ceiling
assemblies at the project site. Common wall assemblies separating units must meet the minimum
STC 50 rating in order to comply with State of California requirements. Prior to the issuance of
building permits, common wall assemblies separating units should be either evaluated by an
acoustical consultant to confirm that these ratings have been met, or laboratory-tested assemblies
meeting these requirements must be chosen and indicated as such on project plans.

of the recommendations.

available and are a true and factual analysis of the potential acoustical issues associated with the
Altisma Way Condominiums, to be located at the corner of Altisma Way and Alicante Road in the

CITY OF CARlSBAD Noise Guidelines Manual
SUMMARY
The following is a summary of the most frequently requested City noise policies. Information
contained in this summary is described in more detail in the body of the Noise Guidelines
Manual.
Residential Exterior Noise Standard
It is the policy of the City that 60 decibel dB(A) CNEL is the exterior noise level to which
residential units must be mitigated, except that for areas impacted by McClellan Palomar Airport
shall be mitigated to 65 decibel dB(A) CNEL
Residential Interior Noise Standard
Interior noise levels for all residential units shall be mitigated to 45 dB(A) CNEL when openings
to the exterior of the residence are closed. If openings are required to be closed to meet the
interior noise standard then mechanical ventilation shall be provided.
Threshold for Requiring Noise Reports on Residential Protect
A noise report shall be required for all residential projects within the following noise referral zones
(refer to the Carlsbad Future 201 0 Noise Contour Map Figure-i or see the 1 000' scale map 1
provided at the back of this document):
a. Residential projects requiring a discretionary permit containing five or more dwelling units
or any multiple family dwelling units located within or 500-feet beyond the 60 dB(A) CNEL
noise contour line of the Noise Contour Map approved as part of the Carlsbad General
Plan.
b. Within the McClellan-Palomar Airport 60 dB(A) CNEL Noise contour line as shown on the
1995 Noise Contour Map of the McClellan-Palomar Airport Comprehensive Land Use Plan
(CLUP) see Figure-ii.
