SOIL ENGINEERING & ENGINEERING GEOLOGY Attention: Ms. JoAnn Shannon SUBJECT: AS-GRADED GEOTECHNICAL REPORT Final Report of Mass Grading Carlsbad Oaks Business Center Carlsbad Tract 74-21 Carlsbad, California Gentlemen: Submitted herewith is the report of observation and tests performed during preparation of existing ground, excavation of on-site materials, placement and compaction of fill at the subject site. Grading plans were prepared by Rick Engineering, San Marcos and are 80-scale. The grading plans are utilized as the base map for our attached As-Graded Geotechnical Maps, Plates 1 through 4. The grading contractor on this project was Chilcote, Inc., San Diego. 1.0 SCOPE OF WORK In-grading geotechnical services consisted of the following items: 1.1 Testing and observation of fill placement; 1.2 Laboratory testing to evaluate relative compaction; 6455 NANCY RIDGE DRIVE • SUITE 200 • SAN DIEGO, CALIFORNIA 92121 • (619) 587-0250 I I I I I I I I I Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 2 1.3 Geologic mapping and review of in-grading construction slopes, finish grade slopes, canyon cleanouts and keyways; 1.4 Engineering and geologic analysis of laboratory and field data; 1.5 Preparation of this report. 2.0 GRADING OPERATION Site grading was performed for the entire Carlsbad Oaks site during one mass grading operation. Grading began in the central canyon area, with the removal and recompaction of alluvial soils. A de-silting basin was constructed down-stream of the main canyon. Secondary canyons were then cleaned out of alluvial soils. Subdrain systems were installed in all canyons after the alluvial soils were removed (reference Section 11.0, Subdrains). The major cut areas of the site are two broad ridge areas, with the deepest cuts on the south side of the site. The majority of the cut materials were placed in the large fills associated with the central canyon. Cemented beds of shell fragments and sandstone were encoun- tered in the bedrock cut areas. The grading contractor elected to excavate areas with cemented zones utilizing a side cutting "Holland Loader" excavater. The remainder of the grading utilized scrapers and normal support equipment. I Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 3 3.0 GEOLOGIC SETTING The geologic unit exposed during grading consisted of the Tertiary Age Santiago Formation. As-graded geologic conditions are shown on the attached As-Graded Geotechnical Maps, Plates 1 through 4. 3.1 Santiago Formation (Map Symbol Tsa) The Tertiary Age Santiago Formation underlies the entire site. It consisted of siltstone, claystone and intercalated silty sandstone. Relatively continuous zones of cemented sandstone were also present. These cemented zones were usually less than 2-feet thick and occassionally were composed predominantly of calcium carbonate shell fragments. I The sandstone was generally massive with occasional fractures. The siltstones and claystones were generally very stiff to hard, locally cemented and I moderately fractured. 3.2 Alluvium (Map Symbol Qal) I Alluvial deposits consisting of soft sandy clays and clayey sands were present in the canyon bottoms and I ranged in thickness from 5 to 20 feet. Alluvial deposits were removed to expose firm bedrock materials. Groundwater seepage was encountered in the central I canyon, from the bedrock and perched in the alluvium. All alluvial cleanouts were reviewed by our geologist I prior to placing fill materials. I 1 Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 4 3.3 Colluvium Colluvial deposits consisting of soft silty clays were present on some of the steeper slopes generally at the base and adjacent to alluvium. The colluvium ranged in thickness from 3 to 15 feet. Colluval deposits were removed to firm bedrock materials prior to fill placement. 3.4 Uncompacted Fill Small amounts of uncompacted fill were present on-site prior to grading. There was a fill in the main canyon related to an unpaved road and some piles of fill/refuse on cop of the ridges. The uncompacted fills ranged in depth from 0 to 20 feet and were fully removed prior to any additional compacted fill placement. Materials unsuitable for use in fills were hauled from the site. 3.5 Geologic Structure Sedimentary bedding trends suggested a gentle northerly horizontal dip, although the undulating and discontinuous nature of the bedding produced locally steeper dips. The lithologic contacts between the sandstones and claystones were generally conformable and unremolded. Several faults were mapped on-site (see As-Graded Geotechnical Maps). The faults trend approximately north to northwest and generally were dipping 60 to 80 degrees. No evidence was found which would suggest I Li I Kaiser Development February 19, 1987 Job No. Log No. 05-1079-002-00-10 7-1057 Page 5 that these faults are active. There was no topographic expression related to the faults and they did not I appear to offset Quarternary or surficial deposits. 4.0 PREPARATION OF THE NATURAL GROUND The site was cleared of surface obstructions and stripped of vegetation. All topsoil, alluvium, existing uncompacted fill and soft soils were removed to firm natural ground. Prior to placing fill, the exposed subgrade soils were moisture conditioned, scarified to a depth of 6 to 8-inches, and compacted to at least 90 percent relative compaction. The natural ground is considered suitable for the support of the fill placed at the site. 5.0 SOIL TYPES The various materials used as fill are tabulated in Table II, "Laboratory Test Results". All fill materials were derived from on-site or immediately adjacent sources, except for a small amount (less than 10,000 cubic yards) of imported fill. This import fill was placed in the area of El Fuerte Street mass grading. 6.0 FILL PLACEMENT Fill soils were placed in 6 to 8-inch lifts, brought to approximate optimum moisture content and compacted to a minimum of 90 percent of the maximum density as determined by ASTM: D1557-78 (Five Layer Method). The equipment used for compaction consisted of a self-propelled rubber-tired compacter, sheeps foot rollers, I I I I Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 6 and other heavy earthmoving equipment. Grading operations were started and completed to rough grade during the period I covered by this report. I Density tests were made in accordance with ASTM; D1556-64 (Sand-Cone Method), ASTM: D2937-71 (Drive-Cylinder Method) I and ASTM: D2922-81 (Nuclear Method). The results of those tests are tabulated in Table 1 "Results of Compaction I Tests". Results of the maximum density and optimum moisture content determinations of the various soils encountered are - tabulated in Table II, "Laboratory Test Results". Oversize pieces of cemented sandstone were generated during I grading. Rocks that could be broken down to approximately 12-inches or less were placed with the normal filling and 1 compaction procedures. Oversize rocks from 12-inches to approximately 48-inches were placed in windows or placed I individually and the void areas around the rocks flooded with select on-site granular material. The distance between the windrows and between the individually placed rocks was a minimum of 15 feet, and the oversize rocks were not placed within 15 feet (horizontally) of a slope face or 10 feet (vertically) of finish grade. 7.0 CUT/FILL TRANSITIONS Transitions from cut to fill were not overexcavated in building pad areas. The approximate locations of the as-graded cut/fill transitions are shown on the As-Graded Geotechnical Maps. Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 7 8.0 FILL SLOPES Slopes were constructed in accordance with the project plans and specifications to an approximate 130-foot maximum height at a slope ratio of 2:1 (horizontal:vertical) or flatter. 9.0 CUT SLOPES All cut slopes were mapped during grading by our Engineering Geologist to see if adverse geologic conditions were present. No geotechnical conditions were observed that would affect the gross stability of the slopes. Cut slopes were graded at a slope ratio of 2:1 (horizontal:vertical) or flatter with a maximum height of approximately 45 feet. 10.0 STABILIZATION FILLS No stabilization fills were constructed. 11.0 SUBDRAINS Subdrains were placed in major and secondary canyon I drainages after removals were completed. The drains consisted of perforated 6" diameter PVC pipe encased in I "Class II" type filter rock material. Approximate subdrain locations are shown on the As-Graded Geotechnical Maps. 12.0 NATURAL AND OFF-SITE SLOPES I Natural slopes exist along the northern edge of the site. These natural slopes are considerd grossly stable in their I present condition. Surficial stability will vary depending on the slope gradient, runoff water on the slope face, and I Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 8 burrowing animals. Slope creep of topsoils on the slope face is possible, generally occurring over long time periods. When specific foundation recommendations are made, building setbacks should be considered where structures are planned near the top of a natural slope. 13.0 EXPANSION TESTS No expansion testing was performed. 14.0 SULFATE TESTS No sulfate tests were performed. I I Kaiser Development February 19, 1987 Job No. 05-1079-002-00-10 Log No. 7-1057 Page 9 15.0 CONCLUSIONS AND RECOMMENDATIONS 15.1 Compaction All grading and compaction was performed in general accordance with San Diego Geotechnical Consultants recommendations, and the requirements of the City of Carlsbad. 15.2 General The subject site was graded to produce "sheet graded" lots and improved streets. No selective or remedial grading was performed to eliminate or shift cut/fill transitions, cap expansive soils or remove cemented sandstones near finish grades. 15.2.1 Cut/Fill Transition As stated earlier, none of the transitions from cut to fill within the building pads were overexcavated during grading. Any proposed buildings that straddle this transition should have the cut portion of the building, over- excavated and replaced with compacted fill. The depth and limits of overexcavation should be determined by the soils engineer, based on specific foundation and building plot plans. 15.2.2 Expansive Soils No expansion testing of on-site soils was performed as part of our testing and observation I Kaiser Development February 19, 1987 Job No. 05-1079-002-00-10 Log No. 7-1057 Page 10 services. Because of the highly variable nature of the on-site soils, we recommend that expansion testing be performed for specific proposed building locations. Appropriate foundati'on recommendations should be given at that time. 15.2.3 Cemented Sandstone Cemented sandstone, within the cut portions of the site, was not overexcavated during grading. During utility and foundation excavation these cemented layers may be encountered, and could be difficult to excavate with normal trenching equipment. 15.2.4 Fill Consolidation Where compacted fills exceed approximately 60 feet in depth, consolidation of the fill soils may occur subsequent to construction. The degree of post-construction consolidation is influenced by several factors including variations in moisture content, thickness of the in-place fill and the strength of the material underlying the fill. Consolidation of the Santiago Formation bedrock materials, on which the compacted fill was placed, is expected to be negligible. Consolidation of the fill due to its own wieght and variations in moisture content is expected to occur. F I Kaiser Development February 19, 1987 Job No. 05-1079-002-00-10 Log No. 7-1057 Page 11 Uniform settlement, where fill is underlain by relatively level natural ground, normally has no adverse effect on structures and is generally not noticeable. Where structures are located such that fill depths vary under foundations, limited rotation of the strucure may occur. The depth of fills underlying a building site should be evaluated for each site individually, as a portion of a foundation investigation performed by a qualified soils engineer. Total fill settlements and differential fill settlements should be determined and appropriate structural designs utilized. 15.3 Foundation Investigations We recommend that a site specific foundation investigation be performed, by a soils engineer, for each lot (or lots) that are planned for building construction. These foundation investigations should include expansion testing, recommendations for overexcavation of cut/fill transitions and specific foundation recommendations. 15.4 Trench Backfill Trench backfill should be placed by mechanical compaction to a minimum of 90 percent of the laboratory maximum density. ~ I Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 12 15.5 Drainage To enhance future site performance, it is recommended that all pad drainage should be collected and directed away from proposed structures to disposal areas. For soil areas, we recommend that a minimum of two percent radient be maintained. 15.6 Slopes In order to enhance the performance of slopes, these areas should be landscaped at the completion of grading. Plants should consist of deep-rooted varieties requiring little watering. We recommend that a landscape architect be consulted regarding actual types of plants and planting configuration. The irrigation system should be anchored on the slope face; not placed in excavated trenches. To retard the weathering near the slope face, irrigation should be planned to achieve uniform moisture conditions. If automatic timing devices are utilized in conjuction with irrigation systems, provisions should be made for interrupting normal watering during and following periods of rainfall. Maintenance personnel should be made aware that improper slope maintenance, altering site drainage, overwatering and burrowing animals can be deterimental to slope stability. Until landscaping is fully established, plastic sheeting should be available in order to protect the slopes from periods of prolonged and/or heavy rainfall. Kaiser Development Job No. 05-1079-002-00-10 February 19, 1987 Log No. 7-1057 Page 13 15.7 Subsequent Grading Operations Prior to the commencement of additional grading operations on-site, including backfilling of trenches and retaining walls, the Soils Engineer should be notified at least two working days in advance in order to schedule appropriate observation and testing services as needed. 16.0 SUMMARY Our description of grading operations, as well as observations and testing services herein, have been limited to those grading operations performed between October 24, 1985 and November 7, 1986. The conclusions and recom- mendations contained herein have been based upon our observations and testing as noted. No representations are made as to the quality or extent of materials not observed. Based upon our observations and testing, it is our opinion, as aforementioned, that the work performed has been accomplished in accordance with the job specifications as well as the requirements of the regulating agencies. This report should be considered subject to review by the controlling authorities.
