Anden -l- W.O. 1343 REPORT ON GRADING Presented herein is a review of the testing and observations provided by this firm during mass grading of the subject site. Grading was accomplished for the purpose of creating 138 building pads for the proposed single-family residences, and was done in conjunction with grading of the adjacent Tract 85-5. Opinions and recommendations relative to development of the site are also presented. SITE GEOLOGY Periodic geologic observations were made during mass grading to compare antici- pated and as-graded geologic conditions. The as-graded site geology was mapped during grading and is shown on the enclosed Geologic Maps, Plates 5 - 8, and on the Geologic Cross-Sections, Plate 9. Setting The site is located on gently rolling hills along the western flank of the Peninsular Range Province. Bedrock underlying the site consists of sandstone and claystone of the Eocene Delmar formation and metavolcanic rocks of the Jurassic Santiago Peak Volcanics. Residual soil and colluvium mantled the bedrock. Shallow bedrock slides and surficial soil failures were present on some canyon side-slopes. A deep-seated landslide was present within the north- western portion of the tract. Topography of the subject tract, prior to grading, consisted of a northeast- southwest trending ridge with intervening tributary side canyons. The subject tract ascends gently to the northeast along the ridgeline. Natural slopes generally had a maximum slope ratio of about 2:l (horizontal:vertical). with localized oversteepened areas. Total topographic relief over the site was on the order of 2002 feet. Surface runoff was controlled by topography and was directed to the north, west, and south by tributary canyons that passed through the center of the site. Surficial Units Artificial Fill (Qaf): Artificial fill was present along Mision Estancia and extended onto the tract as daylight canyon fills, and/or as a buttress slope fill, on Calle Acervo and on Lots 8-13, 45-50, and 135-139. Those materials were placed under the observation and testing of Southern California Soil and Testing, Ink. The fills consisted of a mixture of sand, slit, and clay with occasional bedrock fragments. The majority of the canyon fills were placed upon colluvium. Within the tract boundaries, the canyon fills and colluvium were removed to competent underlying bedrock. The buttress fill slope on Lots 8-13 was left in place where the fill was placed over competent bedrock materials. These fills ranged from approximately 3 feet to 10 feet in depth. EBERHARTG STONE,INC. Anden -2- W.O. 1343 Residual Soil (no map symbol): Residual soil, up to four feet thick, mantled most of the bedrock on the site. Residual soil was locally absent on the steeper sloping areas of the Delmar formation and within many areas of the Santiago Peak Volcanics. It consisted of brown silty sand, clayey sand, and silty clay, which was dry to moist, loose to stiff, desiccated, and locally porous. These materials were removed by overexcavation or benching into competent bedrock materials within areas that were graded. Colluvium (Qcol): Thick accumulations of colluvium blanketed the side-slopes t: d bottoms of drainage swales and side canyons. Colluvium consisted of brown gray-brown silty clay and clayey silt, which was dry to wet, soft to firm, locally desiccated, and low in density, with occasional bedrock fragments or clasts. These materials ranged from approximately 4 feet to 10 feet in thickness and were overexcavated to competent bedrock. Bedrock Units Bedrock units underlying the site consist of near-shore marine sediments of the Eocene Oelmar formation and unconformably overlie the metavolcanic rocks of the Jurassic Santiago Peak Volcanics. The distribution and extent of these units are indicated on the geologic map. A brief description of each of these units follows. Delmar Formation, Sandstone (Tdmss): The sandstone unit overlies the claystone unit and the Santiaao Peak Volcanics. These materials consist predominantly of sandstone and silty-sandstone with occasional thin clay and, siltstone interbeds or lenses. Sandstone varies in color from gray to brown to yellow, and is typi- cally very fine to medium grained, internally massive to poorly bedded, hard to very hard, moderately weathered, slightly to moderately fractured, and locally poorly indurated. Well-cemented fossiliferous beds, approximately one foot to two feet thick, exist at or near the base of the unit. These beds are generally continuous. Delmar Formation, Claystone (Tdmcl): The claystone unit overlies the Santiago Peak Volcanics. These materials consist of claystone. silty claystone, and sandy claystone with occasional interbeds and lenses of sandstone. The claystone varies in color from green to brown to gray. The sandstone beds and lenses are fine to medium grained, internally massive, and white to tan in color. Bedding within the claystone unit is poorly developed and discontinuous. Contacts between differing rock types within this unit are typically gradational or are marked by irregular and wavy surfaces. The claystone, silty claystone, and sandy claystone rocks are highly to intensely fractured. Rocks with a high EBERHART B STONE, INC. Anden -3- W.O. 1343 clay content are more intensely fractured, with these fractures being polished and slickensided. Typically, the upper portions of the claystone unit have been disturbed by weathering and down-slope creep. Santiaqo Peak Volcanics (&IV): The basement rock beneath the overlying sedimen- tary sequence consists of mildly metamorphosed dacitic and andesitic volcanic rocks that have been assigned to the Santiago Peak Volcanics of probable Jurassic age. Typically, these rocks are brown to gray, very fine grafned, and dense. Locally, the upper 5 feet to 8 feet of the volcanic rocks are altered to reddish brown clay and weathered rock fragments. Beneath the contact surface with the overlying sedimentary rock, as much as 3 feet to 5 feet of the volcanic rocks are weathered and altered. Joints and fractures within the weathered zone are typically coated with clay. Geologic Structure Prior to deposition of the sedimentary sequence of rocks beneath the subject property, the Santiago Peak Volcanics had been complexly deformed and intruded. Subsequent to the period of deformation, an erosion surface of considerable relief (the sub-la Jolla unconformity) developed on the basement rocks and dips gently toward the west. The regional structure of the basement rocks has not been completely determined. However, roughly planar features, thought to be boundaries between individual flows within the volcanfcs, were recognized in construction excavations and observed to be dipping toward the south and southwest at gradients varying from 25 degrees to 45 degrees below the horizontal. In addition, several north and northwest trending fault zones were recognized. Typically, the faults consisted of near-vertical zones, 5 feet to 15 feet wide, of fractured and crushed rock. In general, the sandstone and claystone rocks that were subsequently deposited on the sub-la Jolla unconformity are nearly flat-lying and relatively unde- formed. However, where sediments were deposited on portions of the unconformity possessing relatively high relief, bedding within these rocks roughly parallels the slopes of the old erosion surfaces. Regionally, these rocks dip gently toward the west. Ground Water Significant quantities of ground water were not encountered during grading of the tract. Ground water levels were observed to be at lower levels and supplemental drilling operations than when observed geotechnical investigation. adjacent the south- during the mass grading during this firm's EBERHART B STONE, INC. Anden -4- k.C. 1343 Faulting Several faults and fault zones were recognized in the volcanic rocks beneath the property during grading. The majority of these faults do not extend into the overlying Eocene sediments and are probably related to ancient tectonic episodes that occurred prior to the sediment deposition. They are not considered active faults. Significant faulting was not recognized within the Eocene bedrock. Landsliding An ancient bedrock landslide of significant aerial extent and depth was recognized during grading of Tracts 85-5 and 75-9. The slide occurred within the natural slope that descended from the broad ridgeline situated near the boundary between the two tracts. Landslide Number 1, the Misfon Estancia Landslide, is situated on the westerly nose of the ridgeline and involves Lots l-4 of Tract 85-5, and Lots 72-75, 124-127, and 135-139 of Tract 75-9. The head scarp of the slide roughly parallels the alignment of Wisfon Estancia roadway, approximately 330 feet to 340 feet east of its centerlfne. The toe of the slide, as it is presently recognized, is situated within Stagecoach Park below the level of Mision Estancia. The slide is roughly 600 feet long by 600 feet wide, with an average depth near its central portion (beneath Mision Estancia) of roughly.35 feet. The Mision Estancfa Landslide is a complex slide that may have moved several times in the past, along more than one well-defined failure surface, within the claystone bedrock. Both shallow and deep-seated failure surfaces were observed during grading. These surfaces consisted of greenish gray crushed clay seams that varied in thickness from paper-thin to as much as 2 inches. The deepest failure surface was observed in the easterly wall of the shear key excavation at an elevation of 235 feet, dipping toward the northwest at 10 degrees to 15 degrees below the horizontal. Where these failure surfaces were observed near the ground surface, above the level of Mision Estancia. they dipped steeply from 45 degrees to 60 degrees toward the west and northwest. At its northerly end, the Mision Estancia Landslide merged with several shallow bedrock failures that were situated between it and Landslide Number 2 to the northeast (within Tract 85-5). Shallow bedrock landsliding was recognized in severely weathered claystone bedrock exposed on the more steeply inclined natural slopes. In general, these slides were rotational failures that extended as much as 10 feet to 15 feet beneath the natural ground surface. Within the limits of the tracts, these slides were completely removed during grading. Seismic Statement A detailed discussion of site seismicfty was presented in the preliminary geotechnfcal reports and remains valid. EBERHART R STONE, INC. Anden -5- W.O. 1343 SITE GRADING Mass grading under the purview of this report was accomplished by Barry Blanchard, Inc., during the period of January 17, and September 30, 1986. Ground Preparation Areas which were graded were first cleared of significant deleterious material, including surface vegetation, trees, and'miscellaneous debris. Topsoil, colluvium, weathered bedrock, highly disturbed landslide debris, and otherwise unsuitable materials, were overexcavated to expose competent bedrock. Removal depths varied from about 3 feet to 20 feet. Only minimal removals were made within the offsite daylight canyon fills oppo- site Lots 1 and 30 (east of Calle Acervol. These areas are designated as non- structural fills, since bedrock was not exposed in the overexcavations. Prior to receiving fill, the exposed ground surface was scarified to a depth of about six inches to twelve inches, moisture-conditioned as needed, and compacted to 90% or more of the laboratory maximum density. Canyon Subdrains Subdrains were placed in the bottoms of canyons within the tract, as shown on the accompanying Geologic Maps, and consisted of six-inch diameter P.V.C. per- forated pipe embedded in Class 2 permeable filter mix. The southerly canyon subdrain (placed below Calle Acervo, opposite Lot 61 connects to a previously placed four-inch diameter subdrain placed beneath Mision Estancia (by others). Ffil Placement Following preparation of the exposed ground surface, as described above, fill was placed in loose lifts restricted to about six inches in thickness. Each lift was moisture-conditioned as needed to obtain near-optimum conditions, then compacted to 90% or more of the laboratory maximum density. Compaction was accomplished by utilizing sheepsfoot rollers and by rolling with heavy rubber- tired earthmoving equipment. Each lift was treated in a like manner until the desired rough grades were achieved. Fill placed onsite consisted of overex- cavated material considered suitable for reuse as compacted fill and material generated from nearby cut areas. Prior to the placement of fill on surfaces inclined steeper than about 5:l (horizontal:vertical), horizontal keys and near-vertical benches were excavated into adjacent competent bedrock. Approximate maximum depths of fill, on a lot-by-lot basis, are indicated in Table IV. EBERHART B STONE, INC. Anden -6- W.O. 1343 Oversized Rock Placement Significant amounts of oversized rock were created during mass grading due to blasting of volcanic rock. The rock was placed within the deeper fill areas as windrows, in accordance with the recommendations outlined in the referenced reports, or as rock blanket fills according to the following procedure. Rocks were limited to approximately 30+ inches in diameter or smaller. The rock material was transported with rock truFks and spread with dozers in such a manner that lifts were limited to a thickness of approximately 30+ inches. When an insufficient amount of fine-grained material was present withi: blasted volcanic rock, sandstone material was incorporated to minimize voids. Oensffication of the rock materials and fines was accomplished by adding water and wheel rolling with loaded scrapers. A subdrain system was placed below all rock blanket fills as either a canyon subdrain or a slope subdrain. Rock blanket fills were limited to depths greater than approximately 5+ feet below proposed pad grades and horizontal distances greater than approxi%ately 15+ feet inside finished fill slope faces. An effort was made to keep rock blanket-fills below the deepest proposed utility line(s) within street areas, by utilizing available improvement plans. Oversized rock blanket fills were placed below Lots 84-90, 97-99, and 135-138. The approximate minimum depth to a rock blanket fill, below the above-mentioned lots, is presented below. Lot Ho. r5 if iii 90 97 ;9" 135 136 137 138 Minimum Depth to Rock Blanket Fill (ft.) : 5 5 i li 8 6 10 8 ii Lot Capping Where a cut/fill transition existed within proposed building areas, the cut por- tions of these areas were overexcavated about three feet and replaced with com- pacted fill. This lot capping was accomplished on Lots 5, 18-23, 52-54, 66, 69, 81, 100-115, and 133. EBERHART R STONE, INC. Anden -7- W.O. 1343 Where a cut orshallow fill pad existed above a shear key, the pad was overex- cavated at least ten feet below proposed grade and replaced with a compacted fill blanket. This lot capping was accomplished on Lots 135-138 due to the deep fill created at the rear of the pads during shear key excavation. Where a cut pad existed above a stability fill, the upper three feet were removed and replaced with a compacted fill blanket. This lot capping was accomplished on Lots l-4, 9, 58, 59, 71-78, 121-124, 128, and 129. Where a cut pad exposed volcanic rock, highly fractured bedrock, landslide debris, or bedrock with differing expansive characteristics at grade, the upper three feet were removed and replaced with compacted fill. This lot capping was accomplished on Lots 55-57, 120, 125-127, and 132. Cut Slopes Cut slopes were constructed at a 2:l (horizontal:vertical) or flatter slope ratio to a maximum height of about 30 feet. Fill Slopes Keys for fill slopes were constructed, where necessary, in accordance with the . recoasnendations of the referenced reports. Fill slopes were constructed at a 2:l (horizontal:vertical) or flatter slope ratio to a maximum height of about 74 feet. Interior slopes were overfilled two feet to five feet during grading and sub- sequently cut back to the compacted core. Perimeter slopes were backrolled with a sheepsfoot roller at regular intervals during slope construction, track- walked and shaped upon reaching designed sloped heights, and subsequently back- dragged to grade. Fill Slope Subdrains Subdrains were placed in fill slopes, where considered necessary, as shown on the accompanying Geologic Maps. The subdrains consisted of 4-inch diameter P.V.C. perforated pipes embedded in Class 2 permeable filter mix. Subdrains were placed at the bases, or near the heels, of the keys and near the midheights of the slopes. Subdrafn outlets from the heels to the slope faces consisted of 4-inch diameter P.V.C. nonperforated pipe embedded in compacted fill. Subdrain outlets were spaced at about lOO-foot to 200-foot horizontal intervals. Stabilized Slopes Proposed and/or existing cut slopes that exposed unfavorably oriented planar features, intensely fractured rock, overblasted volcanic rock, or highly ero- dible materials, were replaced as stability fills. Subdrain outlets from the heels to the slope faces consisted of 4-inch diameter P.V.C. nonperforated pipe embedded in compacted fill. Subdrain outlets were spaced at about lOO-foot to 350-foot horizontal intervals. Shear Key A shear key was constructed adjacent Mision Estancia in order to stabilize the .portion of the landslide within the subject tract. EBERHART L STONE, INC. The drain consisted of a 6-inch diameter P.V.C. perforated pipe embedded in Class 2 permeable filter mix. A subdrain outlet was placed in the shear key. The outlet consisted of a 6-inch diameter nonperforated pipe that was placed in a horizontal drill hole beneath Mision Estancia and outletted at the toe of the existing graded slope on the City Park site to the west. SOIL TESTING Field During the course of mass grading, field density tests were taken to determine compliance with the recoaanended standards. These tests were taken in accordance with ASTM standards for the sand cone, drive cylinder, and nuclear methods of density testing (ASTM D1556, D2937, and D2922, respectively). Due to the rocky nature of some of the onsite soil types, conventional density testing was not possible in some areas. For these areas, observation pits were excavated within the compacted fill. Visual and tactile observations were made to verify that the fill was well-compacted with minimal voids and suitable moisture. Results of the field density testing and visual pit observations are presented in Table I. During fill placement, field density tests and/or observation pits were taken at the rate of about two feet in vertical height or about each 1000 cubic yards. Periodic near-surface density tests were also taken upon achievement of rough pad and slope grades. Approximate locations of the field density tests and observation pits are shown on the accompanying Grading Plans. Plates 1 through 4, prepared by Hunsaker & Associates, Inc. For comparison of field density tests to laboratory standards, visual and tactile identifications were made of the materials tested. ERERHART 1 STONE, INC. Anden . -lO- W.O. 1343 Laboratory Presented below are brief descriptions of laboratory tests performed on samples obtained during mass grading. Results of the laboratory testing are presented in Tables ,I1 and III. Maximum Density/Optimum Moisture: For materials considered representative of the major soil types placed as compacted fill, maximum density and optimum moisture content determinations were made in accordance with ASTM D1557-70. Potential Expansion: Determinations of potential soil expansion were made on a d-by-pad basis in accordance with ASCE Expansion Index Test (WC Standard K-2). Sulfate Content: Determinations of soluble sulfate content were made on a pad- by-pad basis in accordance with California Method of Test No. 417A. EBERHART R STONE, INC. Anden -11- OPINIONS AND RECOMMENDATIONS w-0. 1343 Recommendations in this report are opinions based upon this firm's testing and observations performed during mass grading, previous geotechnical studies, and professional judgment. Opinions and recommendations are applicable to the grading performed and development proposed under the purview of this report, and should be incorporated into project design and construction practice. GEOLOGY Faulting No adverse effects from faulting are anticipated. Ground Water Subdrain systems were installed within a number of excavations in order to miti- gate the effects of ground water encountered during grading. The possibility of nuisance water, not detected during grading, could develop due to the large exposure of volcanic rock in the natural slopes above the tract to the east. In addition, ground water levels below the site may rise due to irrigation and/or unseasonable amounts of rainfall. No adverse effects from ground water are anticipated, provided that the subdrain systems installed during grading are properly maintained at all times and remain unobstructed. If water seepage is detected within graded areas of the tract, the geotechnical consultant should be notified in order to evaluate the conditions and to make any recoaanendations, if needed. Landsliding, No adverse effects from landsliding are anticipated upon proposed residential structures for Landslide Number 1. Future rear-yard improvements for Lots 135-139 may be affected by ground movement if the City Park cut slope below Mision Estancia is not prooerlr stabilized within Landslide Number 1. ’ . the-lower portions of Seismic Statement No active faults are present at the subject site; not anticipated. Anden -12- W.O. 1343 GRADING The geotechnical aspects of mass grading under the purview of this report are in compli~ance with this firm's recommendations and the various codes and/or regula- tions established by the governing, authorities, as well as the Uniform Building Code, Chapter 70. The subject site, as-graded, fs considered suitable for the proposed development. Natural Ground Both cut and prepared natural ground are considered suitable for support of the compacted fill and/or the proposed structures. Slope Stability As-graded cut and fill slopes, properly maintained and protected from extreme moisture variations, are considered grossly and surficially stable. FOUNDATIONS Except for Lots 67-69, 80, 81, 84-91, 97-99, 120, 131, 133, and 135-138, the following recotmnendations have been developed for the proposed one- and/or two- story single-family residences (based on potential expansion). Wood-framed, slab-on-grade construction is proposed, and is anticipated to yield light struc- tural loading. Based upon the proposed construction and the anticipated light structural loading, post-construction settlement should be within generally accepted tolerable limits. Foundations for an individual structure should be bearing material, such as entirely within bedrock fill. embedded within the same or entirely within compacted The results of testing for soluble sulfate content indicate that the onsite soil types vary from 0.088% to 0.775%. Based on these results, Tyne V cement should be utilized in concrete for foundations. Concrete'utilized for foundations should contain at least 660 pounds of cement per cubic yard, with the water/ cement ratio no greater than 0.45. The bottom outer edge of foundations adjacent a top-of-slope should be set back from the slope surface a horizontal distance of one-half the slope height under consideration. The horizontal distance should not be less than five feet and may be limited to ten feet. EBERHART & STONE. INC. Anden -13- W.O. 1343 Conventional Foundations Bearinq Value: For design purposes,'an allowable bearing value of 1500 pounds per square foot, based on an embedment of 12 inches into bedrock or compacted fill, may be used for continuous footings or square pad foundations. This value is for dead load plus live load conditions and may be increased by one-third in consideration of wind or seismic loadings of short duration. In designing to resist horizontal soil loadings, a lateral bearing resistance of 150 pounds per square foot, per foot of embedment, and a friction factor of 0.2 may be utilized for foundations embedded in bedrock or compacted fill. -1 Expansive Soil Guidelines: The potential expansion of the near-surface materials at rouah arade on the subject lots ranaes from Low to Verr Hiah. Guidelines for r&idential foundations, based on-soil expansion, are presented on a lot-by-lot basis in Table V. Post-Tensioned Structural Slabs Post-tensioned structural slabs will be required on Lots 67-69, 80, 81, 84-91, a 97-99, 120, 131, 133, and 135-13 o (1) rock blanket fills, (2) deep fills on a portion of the lot, or (3) underlying bedrock with differential engineering properties directly below the fill cap or near pad grade. c As an alternative t tural slab systems Post-tensioned struxslab foundation systems should be designed by a struc- tural engineer to resist expansive soil and provide relatively uniform bearing over the slab area. Allowable bearing should be limited to a value of about 1000 pounds per square foot. A cut-off footing should be provided along the perimeter of post-tensioned slabs, with an embedment of about 12 inches below lowest adjacent grade. Though presaturation of slab subgrade is not a requirement, the subgrade area should be kept moist just prior to the placement of slab concrete. A visqueen-type moisture barrier should be placed at grade below concrete slabs, in areas to be tiled or carpeted, and be overlain by one inch of protective sand cover. This moisture barrier should be heavily overlapped or sealed at splices. A concrete footing should separate areas requiring a moisture barrier from those that do not. SITE DEVELOPMENT Should future property owners desire to construct additional structures, such as pools, walls, patios, etc., the plans for such improvements should be provided to the geotechnical consultant for review and convnent. Prior to the coaznencement of additional grading and/or site development, including subgrade preparation of areas to be paved, backfilling of trenches and walls, etc., the geotechnfcal consultant should be notified two working days in advance in order to schedule testing and observations as needed. EBERHART B STONE, INC. -14- W.O. 1343 Foundation Excavations Foundation excavations should be observed by the geotechnical consultant prior to the placement of forms, reinforcement, and concrete, so that foundation bearing materials may be compared with those upon which the guidelines in Table V are based. Excavations should be level, square, and free of loose material and debris prior to the placement of concrete. Slab Subqrade For conventional foundations, presaturation is recommended beneath interior slabs. The recoazaended moisture (see Table Vl should penetrate to the depth of the perimeter footings. The moisture content should be tested by the geotech- nical consultant within 24 hours prior to the placement of concrete. Trench Backfill Trench backfill consfstfng of onsfte materials should be placed in horizontal ' lifts and mechanically compacted to 90% of the laboratory maximum density. For shallow trenches below slab areas, an alternative to backfilling with onsite materials would be to jet, in place, imported granular material having a sand equivalent of 30 or more. Wall Backfill Materials to be placed as wall backfill should be tested by the geotechnical consultant so that retaining wall design parameters may be formulated. Wall backfill should be placed in horizontal lifts and mechanically compacted to 90% of the laboratory maximum density. The use of heavy compaction equipment adjacent a retaining wall may produce strains greater than those normally associated with the development of active earth pressures, and/or lateral soil loading exceeding design parameters, resulting in excessive wall movement. Therefore, caution should be used during wall backfill placement and compaction. Pavement Areas Prior to the placement of aggregate base or asphalt concrete pavement, the exposed subgrade s,urface should be scarified, moisture-conditioned as needed to obtain near-optimum conditions, and recompacted in place. Isolated overex- cavations may also be required, as field conditions dictate, to eliminate any dry, wet, loose, or soft areas that may exist at the time of subgrade prepara- tion. Slope Maintenance Vegetation planted on slopes should be native to the area, deep rooting and drought resistant. A landscape architect should be consulted for recomnen- dations on types of plants and planting configuration. EBERHART B STONE, INC. Anden : -15- W.O. 1343 Surficial slope instability can be mitigated by minimizing moisture variations near the slope surface. Overwatering of slope surfaces, alteration of drainage patterns and slope configurations, obstruction of drainage devices, and burrowing rodents can be detrimental to slope stability. Provisions should be made to interrupt automatic timing devices of irrigation systems during rainy seasons. Pad Drainage Maintenance Roof and pad drainage should be collected and directed away from proposed struc- tures. As-graded drainage patterns and devices should be maintained to provide positive drainage. Alteration and/or obstruction of these may cause foundation distress.
