GENERAL PROVISIONS AND SPECIAL PROVISIONS
FOR TRAFFIC SIGNALS AND LIGHTING AT
MARRON ROAD AND MONROE STREET
AUGUST, 1982
GENERAL PROVISIONS
1. Scope of Work
The work covered by these specifications consists of furnishing all labor;
equipment, materials and performing all work.
2. Plans and Specifications
A. Drawing: Drawing which forms a part of the. contract documents and
which accompany these specifications are composed of 1 sheet labeled
Drawing No. 221-6.
B. Provisions: Provisions which form a part of the contract documents consist
of these General Provisions and the subsequent Special Provisions.
C. Reference to Drawing: Where the words "shownll, "indicated", "detailed",
"noted", "scheduled", or words of similar import are used, it shall be
understood that reference is made to the drawing accompanying these
provisions unless stated otherwise.
D. Directions: Where the words "directed", "designated", "selected", or words
of similar import are used, it shall be understood that the direction,
designation, selection, or similar import, of the Engineer is intended, unless
stated otherwise. The word "required" and words of similar import shall be
understood to mean "as required to properly complete the work as required
and approved by the City Engineer, unless stated otherwise.
E. Equals and Approvals: Where the words "equal", "approved .equal", "equiv-
alent" and such words of similar import are used, it shall be understood
.such words are followed by the expression "in the opinion of the architect",
unless otherwise stated. Where.the words "approved", "approval", Ilaccept-
able", "acceptanc~", or words of similar import are used, it shall be
understood that the approval, acceptance, or similar import, ot the
Engineer is intended.
F. Perform and Provide: The word "perform" shall be understood to mean
that the contractor, at his/her expense, shall perform all operations, labor,
tools and equipment, and further, including the furnishing and installing of
materials that are indicated, specified, or required, to complete such
performance. The word "provide" shall be understood. to mean that the
contractor, at his/her expense, shall furnish and install the work, complete
in place and ready for use, including furnishing necessary labor, materials,
tools, equipment and transportation.
G. Language and Intent: The provisions are written in a modified brief style
consistent with clarity. In general, the words "the", "shall", "wilJl' and "all"
are not used. Where such words as "perform", "install", "erect", "test", or
words of similar import are used, it shall be understood that such words
include the meaning of the phrase, "the contractor shall". The require-.
ments indicated and specified apply to work of the same kind, class and
type, even though the word "all" is not stated.

3. Codes and Standards
A. Reference to codes, ordinances, regulations and standard specifications
refer to editions in effect as to date of proposals. Abbreviations are ~sed

B. Standard specifications incorporated in the requirements of the specifica-
tions by reference shall be those of the latest edition at the time of
receiving bids. It shall be understood that the manufacturers or producers
of materials so required either have such specifications available for
reference or are fully familiar with their requirements as pertaining to
their product or material.
4. Manufacturer's Instructions
Where installation of work is required in accordance with the product manu-
facturer's directions, the contractor shall obtain and distribute the necessary
copies of such instructions, including two copies to the City Engineer, City of
Carlsbad. .
5. Internal Combustion Engines
All internal combustion engines used in the construction shall be equipped with
mufflers in good repair when in use on the project (with special attention to City
Noise Control Ordinance No. 3109/Carlsbad Municipal Code Chapter 8.48.)
6. City Inspectors
All work shall be under the observation of a City of Carlsbad Construction
Inspector. Inspectors shall have free access to any or all parts of work at any
time. Contractor shall furnish inspectors with such information as may be
necessary to keep him/her fully informed regarding progress and manner of work
and character of materials. Inspection of work shall not relieve contra~tor from
any obligation to fulfill this contract.

7. Provisions Required by Law Deemed Inserted
Each and every provision of law and clause required by law to be inserted in this
contract shall be deemed to be inserted herein and the contract shall be read and
enforced' as though it were included herein and, if through mistake or otherwise
any such provision is not inserted, or is not correctly inserted, then upon
application of either party the contract shall forthwith by physically amended to
make such insertion or correction.
8. Intent of Contract Documents
The contractor, his/her subcontractors and materials suppliers, shall provide and
install the work as indicated, specified and implied by the contract documents.
Any items of work not indicated or specified, but which are essential to the
completion of the work, shall be provided at the contractor's expense to fulfill
the intent of said documents. Failure of the contractor to apprise his/her
subcontractors and materials suppliers of this condition of the ·contract will not
relieve him/her of the responsibility of compliance.
9. Substitution of Materials
The proposal of the bidder shall be in strict conformity with the drawing 'and
specifications and based upon the items indicated or specified. The contractor
may offer a SUbstitution for any material, apparatus, equipment or process
indicated or specified by patent or proprietary names or by names of manu-
facturer, which he/she considers equal in every respect to those indicated or
specified. The offer made in writing shall include proof of the State Fire
Marshal's approval (if' required), all necessary information, specifications' and
data. If required, the contractor, at. his/her own expense, shall have the
proposed substitute material, apparatus, equipment or process, tested as to its
quality and strength, its physical, chemical or other characteristics, and its
durability, finish, or effiCiency, by a testing laboratory as selected by the City.
If the SUbstitute offered is not deemed to be equal to. that so indicated or
specified, then the contractor shall furnish, erect, .01' install the material,
apparatus, equipment or process indicated or specified. Such substitl;ltion
proposals shall be made prior to beginning of construction, if possible; but in no
case less than 10 days prior to actual installation; to the City Engineer.
10. Record Drawings
)
Contractor shall provide and maintain at the project site one complete set of
white background prints of all mechanical and electrical drawings which form a
part of the contract. Immediately after the work is installed, contractor shall
carefully draw on these prints all work 'which is installed at variance with the
work as indicated on the drawings and locate by measured dimensions to building
corners or to other permanent monuments, the location and depth-of all
underground utility distribution. Upon completion of the work, contractor shall
deliver the set of correct prints to the City in good condition with every change
in the work indica ted thereon.
11. Permits &. Licenses
The general construction and electrical permits will be issued by the City of
Carlsbad at no charge to the contractor. The contractor is responsible for all

other required licenses and fees. The contractor and subcontractors are required
to obtain City Business Licenses prior to start of work.
12. Allowed Construction Time
The amount of time allowed for the completion of construction of this work is 10
working days after delivery of signal poles, but not longer than 90 total working
days. No extension of time will be allowed except on written approval of City
Construction Inspector and May Centers, Inc.
13. Coordination
The contractor for this project will coordinate accomplishment of this project
with the City of Carlsbad.
14. Project Start Time
The contractor shall order the material and begin sub-surface work within 10
working days of the date of execution of contract. Contractor shall require
signal pole vendor to provide May Centers, Inc. with copy of delivery receipt.
15. Nonconforming Work
The contractor shall remove and replace any work not conforming to plans or
specifications upon written order by the City Engineer. Any cost caused by
reason of contractor's nonconforming work shall be borne by the contractor.
16. Guarantee
All work shall be guaranteed for one year after completion, and any faulty work
or materials discovered during the guarantee period shall be repaired or replaced
promptly.
17. Traffic Control
Traffic shall be maintained in accordance with Section 7-10 of the SSPWC.
18. Water for Construction
The contractor shall obtain a construction meter for water utilized during the
construction under this contract. The contractor shall contact the appropriate
water agency for requirements. Contractor shall include cost of water and
meter rental within appropriate items of proposal. No separate payment will be
made. -
19. Surveying,
Surveying service for this project shall be performed by the contractor.

SPECIAL PROVISIONS
TRAFFIC SIGNAL AND HIGHWAY LIGHTING
DESCRIPTION --Furnishing and installing traffic signals and .highway lighting
and payment therefor shall conform to the provisions in Section 86, "Signals and
Lighting," of the Standard Specifications and these special provisions.
Traffic signal work to be performed is at the following location:
Marron Road at Monroe Street
. EQUIPMENT LIST AND DRAWINGS --Equipment list and drawings of electrical
equipment and material shall conform to the provisions in Section 86-1.03, "Equipment
List and Drawings," of the Standard Specifications and these special provisions.
The controller cabinet schematic wiring diagram and intersection sketch, to be
mounted on the cabinet door, shall be combined into one drawing, so that, when the
cabinet door is fully open, the drawing is oriented with the intersection.
The Contractor shall furnish a maintenance manual for all controller units,
auxiliary equipment, and vehicle detector sensor units, control units and amplifiers.
The maintenance manual and operation manual may be combined into one manual. The
maintenance manual, or combined maintenance and operation manual, shall be
submitted at the time the controller 'is delivered for testing or, if ordered by the
Engineer, previous to purchase. The maintenance manual shall include, but need not
be limited to, the following items:
(a) Specifications
(b) Design character istics
(c) General operation theory
(d) Funtion of all controls
(e) Trouble shooting procedure (diagnostic routine)
(f) Block circuit diagram
(g) Geographical layout of components
(h) Schematic diagrams
(i) List of replaceable component parts with stock numbers
Full compensation for conforming to the requirements of this section, if not
otherwise provided for in the Standard Specifications, shall be considered as included
in the total contract amount, and no additional compensation will be allowed
therefore.
EXISTING HIGHWAY FACILITIES -Attention is drawn to Ca1trans Section 15,
Existing Highway Facilities, for requirements relative to the preservation, removal,
and disposal of existing improvements.
Existing Portland cement concrete and asphaltic concrete improvements to be
removed shall be cut with· concrete sawing equipment of a type meeting approval of
the Engineer. . Existing paved surfaces shall be cut back beyond the edge of the
excavation to form square cuts before paving is begun. Should damage to the sawcut
edge occur during or after removal, the damaged edge shall be removed by further
sawcutting •.

PORTLAND CEMENT CONCRETE --The Portland cement concrete for-curbs,
gutters, sidewalks and similar improvements shall be Class B. -
ASPHALT CONCRETE --Asphalt concrete for roadway improvements shall be
Type B with a one-half inch (1/2") maximum aggregate size and AR-4000 viscosity
grade liquid asphalt.
AGGREGATE BASE --All Portland cement concrete and asphaltic concrete
improvements shall be constructed on Class 2 aggregate base.
MATERIALS -All materials and equipment required to complete the work under
this contract shall be furnished by the Contractor.
SCHEDULING OF WORK AND TIME FOR COMPLETION --Scheduling of work
shall conform to the provisions in Section 86-1.06, "Scheduling of Work," of the
Standard Specifications and these special provisions.
The Contractor shall perform sub-surface work consisting of the installation of
conduit, foundations, and detectors, prior to receipt of all electrical materials and
equipment, and shall begin said work within 10 working days of the date of execution
of contract.
Above ground work shall not commence until such time that the Contractor
obtains delivery of signal poles, and said work shall be completed within 10 working
days after said date.
No materials or equipment shall be stored at the job sites until receipt of said
noti~ication by the City Engineer. The job sites shall be maintained in neat and
orderly condition at all times.
All traffic signal work shall be completed within ninety (90) working days or
within 10 working days after receiving all signal poles, whichever occurs first.
FOUNDATIONS --Foundations shall conform to the provisions in Section 86-
2.03, "Foundations," of the Standard Specifications and these special provisions.
Portland cement concrete shall conform to Section 90-10, "Minor Concrete," of
the Standard Specifications and shall contain not less than 470 pounds of cement per
cubic yard, except concrete for pile foundations shall contain not less than 564 pounds
of cement per cubic yard.
The fifth paragraph in Section 86-2.03, "Foundations," of the Standard Specifi-
cations is amended to read:
Cast-in-drilled-hole concrete pile foundations for traffic signal and lighting
standards shall conform to the provisions in Section 49, "Piling," with the added
requirements that standards shall not be erected until 7 calendar days have
elapsed after placing the concrete and that material resulting from drilling holes
shall be disposed of as provided in Section 86-2.01, "Excavating and Backfilling".
Cabinet foundation shall extend 18 inches above sidewalk grade.
ST ANDARD5, STEEL PEDESTALS AND POSTS --Standards, steel pedestals and
posts shall conform to the provisions in Section 86-2.04, "Standards, Steel Pedestals -
. and Posts," of the Standard Specifications and these special provisions.

Alternative arm connection details approved by the City Engineer may be
substituted for the connections shown on the plans.
Fabricators electing to use larger than minimum arm diameters shall adjust the
details as required to permit solid seating of the cap screws. '
All arms shall be bent to the approximate configuration shown on the plans. A
smooth curving arm is'required.
When a single-ply 0.250-inch thick pole is specified, a 2-ply pole with equivalent
section modulus may be substituted.
Where shown on the plans, an alternative section of 0.134-inch nominal thickness
steel may be used at the option of the fabricator for the upper portion of the pole.
, CONDUIT --Conduit shall, at the option of the Contractor, be the, 1. rigid metal
type manufactured of mild steel and conforming to UL Publication UL 6 for Rigid
Metallic Conduit, or 2. the intermediate metal type manufactured of mild steel
conforming to UL Publication UL 1242 for Intermediate Metallic Conduit.
Nonmetalic type conduit shall not be used.
Rigid metal conduit to be used as a drilling or jacking rod shall be fitted with
suitable drill bits for size hole required.
,CONDUCTORS AND WIRING -Conductors and wIrmg shall conform, to the
provisions in Section 86-2.08, "Conductors," and Section ~6-2.09, "Wiring," of the
Standard Specifications and these special provisions.
The second paragraph in Section 86-2.08A," Traffic Signal and Multiple Lighting
Conductors," of the Standard Specifications is amended to read:
Conductors No. 10 AWG or larger shall be spliced by the use· 'of "C" shaped
compression connectors.
SERVICE -Service shall conform to the provisions in Section 86-2.11, "Service,"
of the Standard Specifications, these special provisions and with all service require-
ments of the San Diego Gas and Electric Company.
Type II service shall be installed as shown on the plan. Service switch shall be
70amp size minimum, one 30amp lighting breaker and two 15 amp spare breakers.
TESTING --Testing shall conform to the pt:ovisions in Section 86-2~14, "Testing,"
of the Standard Specifications and these specia~ provisions.
The fourth and fifth paragraphs in Section 86-2.14A, "Materials Testing," of the
Standard Specifications are amended to read:
The Contractor shall allow 21 days for. testing from the time the material
or equipment is delivered to the test site until notification of the test results.
When equipment being tested has been rejected for failure to comply with
the specifications, the Contractor shall allow 21 days for retesting. The
retesting per iod shall begin when the corrected equipment is made available at
the test site.

>. The sixth and eighth paragraph in Section 86-2.14A, "Materials Testing," of the
Standard Specifications is amended to read:
The Contractor or his supplier shall test the traffic control equipment in
accordance with a quality control procedure approved by the California Trans-
portation Laboratory. A certificate of conformance with the approved proce-
dure and a test report signed by a responsible managing employee shall
accompany each controller assembly submitted for testing.
The Contractor will be notified when testing of the traffic signal equip-
ment has been completed and it shall be his responsibility to deliver said
equipment to the site 6f the work or, at the Contractor's request and the testing
facilities convenience, the testor will pack and ship the traffic signal equipment
to the Contractor or to the site of work. The sum of 100 dollars or the actual
cost of packing and shippng, whichever amount is greater, will be deducted, for
each unit of traffic signal equipment shipped by the testor, from any monies due
to the Contractor under the contract.
Testing of control equipment and cabinet wiring complete shall be .accomplished
at a facility designated by the City of Carlsbad.
PAINTING -Painting shall conform to the provisions in Section 86-2.16,
"Painting," of the Standard Specifications and these special provisions. .
The seventeenth and twenty-first paragraphs in Section 86-2.16, "Painting," of
the Standard Specifications are amended to read:
Types I, II, and III service equipment cabinets and all controller cabinets
shall be finished with an enamel or a polymeric coating system. All coatings
shall be commercially smooth, substantially free of flow lines, paint washout,
streaks, blisters, and other defects that would impair serviceability or detract
from general appearance. The coatings shall comply with ·the following
requirem ents:
1. Coating Hardness -The finish shall have a pencil lead hardness of HB
minimum using an Eagle Turquoise pencil.
2. Salt Spray Resistance -The undercutting of the film of the coating
system shall not exceed 1/8 inch average, from lines scored diagonally and deep
enough to expose the base metal, after 250 hours exposure in a salt spray cabinet
in accordance with ASTM Designation: B 117.
3. Adherence -There shall be no coating loss when tested by Test Method
No. Calif. 645. Compliance of the coating system to the above requirements
may be determined by the application of the coating, to 4" x 8" x 0.024" (24
gage) test specimens of the same material as the cabinets, in the same manner
as applied to the cabinets. .
A certificate of compliance shall be furnished in accordance with the
provisions of Section 6-1.07, "Certificates of Compliance," certifying that the
coating system furnished complies in all respects with these requirements.

SOLID-ST A TE TRAFFIC ACTUATED CONTROLLERS --Solid-state traffic
actuated controller units, cabinets, and auxiliary equipment shall conform to the
provisions in Section 86-3, "Controllers," of the Standard Specifications and these
special provisions.
The Model 170 controller assembly at Marron Road and Monroe Street shall have
the following type of controller unit phases:
Phase 1
Phase 2
Phase 4
Phase 5
Phase 6
Phase 8
Type S phase module
Type DP phase' module
Type S phase module
Type S phase module
Type DP phase module
Type SP phase module
Software shall be provided by the Contractor.
The controller shall be capable of accommodating an eight-phase operation in
the future.
The controller and cabinet shall be capable of accommodating future inter-
connect and emergency vehicle pre-emption.
Flashing indications shall be red on all phases.
All control equipment shall be installed in a Model 332 cabinet. The cabinet
shall be equipped with sufficient shelves to hold all initial and future equipment.
The Contractor shall arrange to have a signal.technician, qualified to work on
the controller and employed by the controller manufacturer or his representative,
present at the time the equipment is turned on.
SIGNAL FACES AND SIGNAL HEADS --Signal faces, signal heads and auxiliary
equipment, as shown on .the plans, and the installation thereof, shall conform to the
provisions in Sections 86-4.01, "Vehicle Signal Faces," 86-4.02, "Directional Louvers,"
86-4.03, "Backplates," and 86-4.06, "Signal Mounting Assemblies," of the Standard
Specifications and these special provisions.
All signal indications shall have 12-inch sections.
All lamps for traffic signal units, including programmable units, sh&ll be
furnished by the Contractor.
All signals shall have backplates.
PROGRAMMED VISIBILITY TRAFFIC SIGNAL HEADS --Programmed visibility
traffic signal heads shall conform to the provisions in Sections 86-4.04, "Programmed
Visibility Vehicle Faces," of the Standard Specifications and these special provisions.
Lamps shall be furnished by the Contractor.

PEDESTRIAN SIGNALS -Pedestrian signals shall conform to the provIsIons in
Section 86-4.05, "Pedestrian Signal Faces," of the Standard Specifications and these
special provisions.
Pedestrian signals shall contain the international symbols, as illustrated in
Standard Plan ES-3B, in lieu of the "WALK" and "DONT WALK" messages.
Pedestr ian signals shall be Type B or Type C.
The following type of screen shall be provided on Type B or Type C signals:
A l~-inch deep eggcrate type screen either of 0.020-inch minimum
thickness 5052-H32 aluminum alloy or of O.030-inch nominal thickness polycar-
bonate. The assembly shall be mounted in a frame constructed of 0.040-inch
minimum thickness alloy or polycarbonate.
The vertical spacing of the horizontal members shall be ~-inch starting
approximately ~-inch above and ending approximately ~-inch below the symbols.
Additional members may be employed outside the symbol areas for
structural strength.
The eggcrate type screen shall be installed parallel to the face of the
symbol message and shall be held in place by the stainless steel screws.
The hood described in Section 86-4.05C, "Visors", of the Star:l.dard Specifi-
cations, shall be provided.
The screen and frame shall be anodized flat black or may· be finished with flat
black enamel as specified in Section 91-4.01, "Enamel; Traffic Signal Lusterless
. alack," of the Standard Specifications. Said enamel shall be applied in the shop at the
Contractor's expense.
Alternate methods may be substituted for the above screening providing the
results are equal to or superior to those obtained with the above specified screens, as
determined by the Engineer.
DETECTORS -Detectors shall conform to the provisions in Section 86-5,
'·'Detectors," of the Standard Specifications and these special provisions.
Output relays shall be used, and shall be normally closed.
Sensor units shall be Type B.
Each circuit of Type B sensor units shall be considered a separate sensor unit.
. Loop detector lead-in cable shall be Type A or Type B.
The Contractor shall test the detectors with a motor-driven cycle, as defined in
the California Vehicle Code, that is licensed for street use by the Department of
. Motor Vehicles of the State of California. The unladen weight of the vehicle shall not
exceed 220 pounds and the engine displacement shall not exceed 100 cubic centi-
meters. Special features, components or vehicles designed to activate the det~ctor
will not be permitted. The Contractor shall provide an operator who shall drive the

motor-driven cycle through the response or detection area of the detector at not less
than 3 miles per hour nor more than 7 miles per hour. The detector shall provide an
indication in response to this test.
PEDESTRIAN PUSH BUTTONS --Pedestr ian push buttons shall conform to the
. provisions in Section 86-5.02, "Pedestrian Push Buttons," of the Standard Specifi-
cations and these special provisions.
Instruction signs for pedestrian push buttons shall be either 5" x 7" nominal size
or the 9" x 12" nominal size.
The 9" x 12" signs, when provided, shall not extend beyond the mounting
framework.
LUMINAIRES --Luminaires shall conform to the provisions in Section 86-6.01,
"High-Intensity-Discharge Luminaires," of the Standard Specifications and these
special provisions.
Glare shields are required.
Luminaires shall have integral ballasts and Type IV photoelectric controls.
INTERNALLY ILLUMINATED STREET NAME SIGNS -Internally illuminated
street name sign shall conform to the provisions in Section 86-6.065, "Internally
IHuminated Street Name Signs," of the Standard Specifications and these special
provisions.
Signs shall be Type A.
PHOTOELECTRIC CONTROLS --Photoelectric controls shall conform to the
provisions in Section 86-6~07, "Photoelectric Controls," of the Standard Specifications
and these special provisions.
Photelectric controls shall be Type IV.
BALLASTS --Ballasts shall conform to the provisions in Se~tion 86-6.10, "High-
Intensity-Discharge Lamp Ballasts," of the Standard Specifications and these special
provisions.
Integral ballasts shall be provided.
SAL VAGING ELECTRICAL EQUIPMENT --Salvaging electrical equipment shall
conform to the provisions in Section 86-7, "Removing, Reinstalling or Salvaging
Electrical Equipment," of the Standard Specific;ations and these special provisions.
Existing lighting equipment to be salvaged and not reused on this project shall be
delivered to the City of Carlsbad as directed.
STRIPING REMOVAL -Conflicting traffic stripes and pavement markings shall
be removed from the existing pavement as shown on the plans or as directed by the
Engineer.
Traffic str ipes, pavement markings and pavement markers shall be removed to
the fullest extent possible from the pavement by any method that does not materially

damage the surface or texture of the pavement or surfacing. Sand or other material
deposited on the pavement as a result of removing traffic stripes, markings and
mar,kers shall be removed as the work progresses. Accumulations of sand or other
material which might interfere with drainage or might constitute a hazard to traffic
will not be permitted.
TRAFFIC SIGNS -The Contractor shall furnish traffic signs in accordance to the
provisions of the Standard Specifications and the State Department of Transportation
Traffic Manual (1977).
The Contractor shall furnish and install all signs to be mounted on signal poles or
mastarms (R73, R49 and internally illuminated signs). Signs for installation in advance
of the intersection (W41) will be furnished and installed by City forces.
Existing signs shall be relocated as necessary during and upon completion of
construction. Stop signs, code Rl, shall be removed and salvaged by the City at the
time the traffic signals are placed in complete operation.
Signs and posts to be removed shall be delivered to the City of Carlsbad
Corporation Yard.
The contract lump sum price for traffic signals shall include full compensation
for furnishing all labor, materials, tools, equipment and incidentals and do all work
necessary in furnishing and installing new signs, relocating and salvaging existing signs
as shown on the plans and specified herein.
PAYMENT -The contract lump sum price paid for the traffic signals shown on
the plans shall include full compensation for furnishing all labor, material, tools,
equipment and incidentals and for doing all work involved in providing a functional
traffic signal system, signing and striping, complete in place, as shown on the plans, as
specified in these special provisions and as directed by the City Engineer and approved
by May Centers, Inc., and no additional compensation will be considered therefor.
