Sheets 4 - 6 Job No. 285-256 - February 25, 1987 -i- - - .,- - - - - - .- MOORE & TABER GEOTECHNICAL ENGINEERS AND GEOLOGISTS REPORT OF GEOTECHNICAL SERVICES Introduction This report presents the results of our field observations and tests performed during recent grading operations within Unit I of the Carlsbad Airport Business Center, (Tract No. 81-46). These soils engineering services were conducted in compliance with a request by Mr. Don Cook representing Centre Development Company. Grading recommendations and data pertaining to the site soils and geologic conditions were presented in H.V. Lawmaster and Company, Preliminary Geotechnical Investigation, Proposed Palomar Business Park, North San Diego, County, California, File No. 79-9394/654G, (dated January 15, 1980), and subsequent letters of recommendation by Moore & Taber. Gradinq Procedures The grading was performed by Templeton Construction between November, 1985 and November, 1986. Earthwork consisted primarily of filling incised drainage canyons from adjacent ridges. This fill placement, in association with other cut and fill operations, was performed in order to create essentially level commercial building lots. Site preparation prior to fill placement included the removal of heavy vegetation and unsuitable materials. The canyon bottoms were cleaned of alluvium to expose bedrock and subsequent to observation of canyon clean-outs by the project geologist, sub- drains conforming to project specifications were installed in the major drainage courses. After installation of subdrains the canyons were brought to proposed grades with compacted fill. As fills progressed upslope, alluvium, colluvial and slopewash materials were removed by benching to expose firm natural ground. Where fills were constructed on sloping terrain an equipment width bench was established at the toe of the fill slope. Soils used as fills were obtained on the site and were essentially free of organic matter or objectionable material. Fill materials were spread in thin lifts, watered to above optimum moisture content and compacted by sheepsfoot and pneumatic wheel rolling. The slopes were backrolled with a sheepsfoot roller as the fill was raised and were cut back to firm material or track walked upon completion. Two earthern storm water retention basins were construdted within green belt areas of the subject project. The embankment fill placed near Lot 1, adjacent to Palomar Airport Road and Camino Vida Roble was founded on firm natural ground. Due to the high moisture content of alluvial soils beneath the proposed embankment within a portion of Lot 16 it was recommended that removal be limited to five feet in depth. Subsequent to removal, the exposed wet granular soils were rolled with heavy equipment. Embankment fills consisted of on-site soils which were spread in thin lifts, moisture conditioned as required and compacted to at least 90 percent of maximum density were then placed on the cleaned prepared surfaces. Cut slopes were observed by an engineering geologist during excavations and subsequent to completion, in order to determine the potential stability of the geologic structure. Where adverse geologic conditions were observed. The slopes were stabilized with compacted fill buttresses or stabilization fills as described within the "As-Built Geology" section of this report. Buttress and stabilization toe keys were observed by project geotechnical representatives of Moore & Taber prior to fill placement. Subdrains consisting of filter gravel and perforated pipe were installed at the head of the toe keys. Where slopes were over 30 feet in height, subdrains were installed at vertical intervals within the slope. Laterals consisting of non-perforated pipe were installed at appropriate intervals to provide drainage outlets. After placement of the subdrains, the fills were brought to grade with compacted fill. The approximate location and elevation of the filled ground stabilization and buttress fills, subdrains, and the embankment fills are shown on the attached plans which are modifications of revised lWAs-Built Maps" prepared by The McIntire Group. Testing Maximum dry density and optimum moisture content of the representative soils used to construct the fills were determined in the laboratory by ASTM Test Method D1557-70. The results of the compaction curves are presented in Table I. A total of two thousand five hundred-three (2503) field moisture-density tests were taken on the site during fill place- ment operations to determine relative compaction. Fill soils were tested using the sand volume, drive cylinder and nuclear gauge methods, as described in ASTM publications. When a test indicated compaction below the required density, .the failing test area was removed, reworked, and/or recompacted and checked by additional testing. Expansion tests were performed on typical samples of repre- sentative soils in accordance with the standard procedure for the Expansion Index Test (UBC Standard 29-2). The results are as shown in Table III. CONCLUSIONS AND RECOMMENDATIONS As-Built Geolouv The following is a summary of geologic conditions encountered and recommendations provided, during grading within Unit I of the Carlsbad Airport Center, (Tract 81-46). The geotechnical condi- tions encountered during grading of Unit No. 1 were generally consistent with those anticipated and described in H.V. Lawmaster and Company, Preliminary Geotechnical Investigation of January 5, 1980. Sediments exposed during grading consisted of the following: Pre-Eocene DeDOSitS - Pre-Eocene bedrock within the project limits consists of The Jurassic Santiago Peak Volcanic6 which were encountered along the north westerly portion of the project site. The Santiago Peak Formation consists of metamorphosed volcanic breccia, agglomerate and volcanic conglomerate. Eocene Devosits - Overlying the Santiago Peak Volcanics within the project limits is the Eocene De1 Mar Formation which consists predominantly of fine to coarse grained gray-white or yellow-white poorly bedded sandstone, with interbedded gray-white or yellow silty sandstone and gray-green or brown clayey silt- stone. s-o e Deposits - The Eocene bedrock is overlain unconformably by Holocene alluvium/colluvium/topsoils. The Holocene soils were variable over the project site and varied from silty clays to clayey sands. Depths of the soils ranged from a few feet along the ridges to 20 - 30 feet deep in the larger canyons. One exception is in the northwest section of Unit 1 where bedding dips west-northwest. Mitisation of Geolosic Conditions Cut slopes were observed by an engineering geologist, during excavation and subsequent to completion, in order to evaluate the stability of the geologic structure. Where adverse geologic conditions were believed to create a potentially unstable condi- tion, the slope was stabilized with compacted fill buttresses or stabilization blankets. Slopes where stabilisation or buttress fills exist and the dimensions are tabulated below. The locations of stabilization fills are also shown on the inclosed geologic maps. At these locations a Restricted Use Zones (RUZ) has been established. A RUZ is defined as an area restricted for the construction of permanent structures, unless remedial work or further investigation is completed. A descrip- tion of these areas is listed below. During site grading a compacted fill buttress was required along the south facing slope along the south sides of original Lots 13 and 14 to support an adverse bedding condition. At the request of a representative of Centre Development, the buttress was not extended the full length of the cut and native soil (colluvium/ topsoil) was left in place near the southwest corner of original Lot 14. Because the soil zone was not removed and underlying bedding was left unsupported, a Restricted Use Zone was required. The approximate limits of the RUZ along original Lot 14 are depicted on page 8, and can be generally described as follows: The east-west limits are from the southwest corner of Lot 14 extending approximately 140 feet to the east. The north- south limits are from the toe of slope to approximately 45 feet north of the top of slope. During site grading of Lot 7 and 8, a southerly facing fill over cut slope was constructed, dividing Lot 7 and 8 into a north and a south section. Due to adverse geology in the cut portion of the fill over cut slope, the northern half, which is the upper pad of Lot 7 and 8 will be restricted. This RUZ is intended to limit construction of all buildings but surface parking will be accep- table. Two other cut slope areas of adverse geology exist within the project site. The adverse geology of both areas consist of out of slope components of dip. These adverse conditions should not affect the finished commercial sites and do not necessitate establishing a Restricted Use Zone. These areas will be mitigated during grading of Carlsbad Tract No. 81-46, Unit No. 2. These two areas are the southwest facing cut slope located on the northeast side of Palomar oaks Way northeast of Lot 19 and the southwest facing cut slope located on Camino Vida Roble, northeast of Lot 1. No other adverse geologic structures or conditions were noted within the project limits. Grolo9~sts 07, 2-25-67 JO~NQ 285-256 i - - - .- .- - - - MOORE & TABER GEOTECHNlCAL ENGINEERS AND GEOLOGISTS Maintenance AS with the fill slopes constructed in association with site grading, judicious landscaping and irrigation schemes will add significantly to the inherent stability of finished cut slopes. Some ravelling and dislodgment of small blocks are inevitable within the fresh exposed cuts, but this can be minimized through a well defined maintenance program. Gradinq Accepted construction practice and testing procedures were followed during the grading operations. It is our opinion that the fill was placed and compacted in conformance with the project plans and specifications, the City of Carlsbad Grading Ordinance, and the recommendations contained in our referenced reports. Based on our observation and tests, it is concluded that areas to receive fill were properly prepared as required. Representative field tests indicate the fill materials were compacted to a minimum of 90 percent relative compaction at the locations and elevations shown on the attached drawing. This report describes geotechnical services provided during rough grading of the subject project. Additional construction involving earthwork, such as utility trench or retaining wall backfill, pavement subgrade, etc., may require geotechnical observation and testing. Notification should be given to the soils engineer prior to commencement of this work in order to schedule these geotechnical services. SloDes Fill slopes were backrolled during construction and were either cut back to firm material or track-walked upon completion. Fill slopes are considered to be stable for the intended use and with adequate planting and proper maintenance should remain so. Expansive Soils During, and at the conclusion of grading, expansion tests were performed on samples of the typical soils within three feet of pad grade. Results of these tests are presented in Table III. Based on the results of these tests and our observations, we conclude that expansive soils will influence footing and slab design. The recommendations for foundations and slabs are covered in following portions of this report for site geotechnical conditions. Job No. 285-256 - February 25, 1907 -9- - - - - - - .- - MOORE & TABER GEOTECHNICAL ENGINEERS AND GEOLOGISTS Summarv The fOllOwing recommendations are based on geotechnical data obtained during the previously referenced geotechnical investi- gation, and during site grading, interpretation of the physical data obtained during these periods, and previous experience with other developments. The subject lots expose undisturbed bedrock and compacted fill which will provide adequate support for future structures. The most suitable foundation system for individual buildings will be dependent upon the final structure location, the magnitude and variability of foundation loads, and the sensitivity of the structure to differential movement. Preliminary foundation recommendations are presented for what we anticipate to be the most prevalent structural conditions. As building locations, foundation plans, and loading conditions become available, they should be reviewed by the geotechnical engineer. Additional geotechnical investigations may be necessary to develop site- specific design parameters for some structures. The potential foundation soils range from non-expansive to highly expansive. Special design considerations and site prepara- tion may be necessary to mitigate these conditions. The geotechnical conditions and associated engineering characteristics vary considerably within the subject lots and consequently, some of the design values presented in subsequent sections may be conservative for some building locations. Additional investigation oriented toward a specific lot or project may result in more favorable design parameters. Foundation SUDDOrt Building sites are comprised of cut into bedrock and/or compacted fill. It is recognized that even properly engineered fill soils can experience some minor compression after placement in response to future moisture increases and imposed loads from overlying fill or structures. The potential magnitude of this compression is proportional to the thickness of the fill and structural loads. Therefore, to minimize potential differential movement, every attempt should be made in planning to locate structures in areas having the most uniform geotechnical condi- tions and foundation loadings. The use of conventional footing foundations will provide adequate support for most structures. For buildings with reason- ably uniform structural loads which do not exceed about 100 kips for column loads and about 7 kips/foot for wall loads, footing foundations may be designed using an allowable bearing pressure Of Job No. 285-256 - February 25, 1987 -lO- .- - MOORE & TABER GEOTECHNICAL ENGINEERSANOGEOLOGISTS - - .- - .- - - 3500 psf in bedrock (cut areas) and 2000 psf in compacted fill. The maximum estimated total settlement resulting from these column or wall loads is less than one inch. The anticipated differential settlement between similarly loaded footings should be less than one-quarter inch. A detailed foundation investigation is recommended for individual structures if any of the following conditions are applicable: . . . Designers desire site - specific design parameters. . . . Sensitivity of design requires detailed data on poten- tial differential settlement. . . . Design necessitates a significant range in structural loads. . . . Design loads exceed about 100 kips for columns or 7 kips/foot for walls. . . . Geotechnical review of site plans indicates significant fill thickness differentials beneath buildings. The detailed study would provide site-specific design parameters oriented toward the particular project. Based on structural considerations, it would include consideration of pile foundations or variable bearing pressures on spread footings to minimize potential differential foundation response and/or provide support for very heavy foundation loads. General Foundation Setbacks A moderate foundation setback should be maintained from the top of slopes. This setback should be equal to 0.33 H + 5 feet (where H = height of slope) with a maximum setback of 30 feet for fill slopes and 20 feet for cut slopes. Improvements within these setback areas may be subject to some lateral and vertical displacement resulting from long-term creep. Consequently, structures which encroach within the set- back may require special design (e.g. support by means of pile foundations). An additional investigative study will be required on a project where structural encroachment in the setback area is necessary. Job No. 285-256 - February 25, 1907 -ll- - - .- ,- - - - MOORE & TABER GEOTECHNICAL ENGINEERS AND GEOLOGISTS As indicated by the Expansion Index Test results (Table 111) most of the on-site soils are considered to be expansive. Thie condition will influence foundation and slab design. Recomien- dations for the expansion potential based on the preliminary testing are on the following page. Site-specific recommendations can be prepared when final grading within building areas is complete. To promote greater uniformity of moisture below structures, a moisture barrier should be constructed around the exterior walls of buildings when the expansion index exceeds 60. Where concrete or asphalt paving will not abut the building, exterior footings should be continuous or exterior grade beams or wall panels should be extended to the minimum depth indicated for foundations. Use of gravel bedding beneath slabs is not recommended. However, to aid in moisture retention and to facilitate construction, a six- inch thick blanket of sand could be placed over the building area. Wh;heFisture may adversely affect interior fixtures, a vapor such as a polyethylene membrane, is recommended beneath build& slabs. Consideration should be given to the effect of expaneive soils on exterior fixtures when underlain by soils with an expansive index greater than 40. The subgrade beneath exterior concrete uflat-work" should have a moisture content well above optimum to a depth of approximately 12 inches. Consideration should be given to reinforcement of exterior concrete slabs similar to the building reinforcement and/or separate slabs with "cold Joints" at no more than ten foot intervals. Positive drainage of surface water away from structures and to the parking and drive areas is very important. No water should be allowed to pond at any location. Where slabs or pavement are not feasible adjacent to the buildings, the ground surface should be provided with a minimum gradient of about six percent to a distance of five feet away from the structures where expansive soils are at finished grade. A lower gradient (such as four percent) can be used when the expansion index of the surfaae soils is less than 40. Roof and surface water should be transported off the site in approved drainage devices or unobstructed swales. Unpaved drainage swales should have a gradient of at least one percent. Swalee or drainage paths through lawn areas should be provided with a gradient of at least two percent. Where neces- sary, drainage paths could be shortened by use of area drains and collector pipes. Planting areas at grade should be provided with good positive drainage. Wherever possible, exposed soil areas should be above adjacent paved grades unless provisions for drainage, such as catch basins and pipe drains are made. Adequate drainage gradients, devices and curbing should be provided to prevent run- off from adjacent pavement or walks into panting areas Considera- tion should be given to irrigation methods which will promote uniformity of moisture in planters and beneath adjacent conorete Hflat-work.W Over-watering and under-watering of landscape areas must be avoided.
