Our services were performed during the period of November 14, 2001 through May 30, 2002. The scope of our services included the following: Testing and observation services during utility trench backfill operations for fire service trench, joint trench, plumbing, storm drain, sewer lateral, sewer main, reclaimed water main and retaining wall backfill. Additionally, in-place density tests were performed during the preparation of subgrade for curb and gutters, sidewalks, and roadways including lime treated subgrade, and during the placement of aggregate base and asphalt concrete pavement. Performing laboratory tests to aid in evaluating the compaction characteristics of various soil conditions encountered and/or used for fill. Additionally laboratory tests were performed on base and asphalt concrete samples to verify conformance with the Standard Specifications for Public Works Construction (Green Book). Providing onsite geotechnical consultation services. Preparing this final report. Keystone Retaining Wall Plans For Rancho La Costa Village, prepared by Landmark Engineering Corporation, plot date March 9, 2001. During the construction of site improvements, compaction procedures were observed and in-place density tests were performed to evaluate the dry density and moisture content of the fill material. In- place density tests for soil and aggregate base were performed using a nuclear density gauge in accordance with ASTM Test Procedure D 2922-96. In-place density tests for asphalt concrete were performed using a nuclear gauge in accordance with ASTM Test Procedure D 2950-96. Laboratory tests were performed on samples of material used for fill to evaluate moisture-density relationships, optimum moisture content and maximum dry density (ASTM D 1557-00), grain size analyses (ASTM D 422-63), and sand equivalent (ASTM D 2419-95). In general, the on-site fill materials consist of clayey to silty sand, sandy to silty clay, and sandy gravel. Laboratory tests on asphalt concrete samples were performed in accordance with ASTM Test Procedures D 2726-96a Hveem Density; D 2041-95 Theoretical Maximum Density; D 1560-92 Stability; D 6307-98 Asphalt Content; and C 136-96a Sieve Analysis. The results of the field tests are summarized in Table I, and the results of the laboratory tests are summarized in Tables II through V. Subgrade soils within the parking areas exhibited R-Value characteristics less than 12. In accordance with the current policy of the City of Carlsbad, all driveways and private parking area subgrade soils with an R-Value of less than 12 were lime treated. The in-place dry density tests of lime treated subgrade soils are presented along with subgrade tests taken on untreated soil. Lime treated subgrade soils are designated by "L" in the "Test Location" column. Our letter dated April 10, 2002, regarding the lime-treated subgrade is enclosed herein as Appendix A. In general, the results of the in-place dry density tests indicate that the utility trench backfill operations and sidewalk subgrade possess a dry density of at least 90 percent of the laboratory maximum dry density at the locations tested. Similarly, in-place density tests indicate that subgrade soils for the curb and gutters, roadways and aggregate base materials possess a dry density of at least 95 percent of the laboratory maximum dry density at the locations tested. The only exception was subgrade test No. SG-14, with a relative compaction of 94 percent. The test results indicate that the asphalt concrete possesses an in-place density of at least 95 percent of the laboratory Hveem density at the locations tested with the exception of AC-24 with a relative compaction of 94 percent. The results of laboratory tests indicate that the samples are in general conformance, with the exception of the test results in Table V in bold type. Results of the testing and observation services during installation of the reinforced segmental retaining structures (Keystone walls) indicate that the backfill possess a dry density of at least Project No. 05467-52-08 . - 2 - October 28, 2002 (6) Addressee nG ALI Iii cc #V78 CERTIFIED GEOLOGIST 103 OF 90 percent of the laboratory maximum dry density. These walls were constructed in substantial conformance with the plans and specifications: The results of laboratory shear strength testing of soils used for backfill of the walls are presented in Table VI. Any additional grading and/or improvement installation performed at the site should be accomplished in conjunction with our observation and compaction testing services. Grading plans for any future grading should be reviewed by Geocon Incorporated prior to finalizing. All trench backfill should be compacted to at least 90 percent of the laboratory maximum dry density near optimum moisture content. This office should be notified at least 48 hours prior to commencing additional grading or backfill operations. The pavement section recommendations were presented in our letter dated February 25, 2002. The recommended amount of lime required to structurally stabilize the clayey subgrade soils was determined to be 6.0% Quicklime by dry weight (7.8% Hydrated Lime). The subgrade lime stabilization took place between March 14 and March 16, 2002. The stabilization contractor was Solcon Pacific, Incorporated. As a part of our quality control we have made an attempt to measure the amount of lime being used to treat the recommended depth of subgrade soils within the driveways and parking areas. Geocon Incorporated used a method suggested by Solcon Pacific Incorporated which is based on the total amount of Quicklime delivered compared to the required volume necessary for treatment. The calculations indicated that the amount of lime used is significantly less than the required 6%. This information was immediately brought to the attention of Mr. Don Anthony, your site superintendent and Solcon Pacific Inc. representatives during lime stabilization. Additionally, the results of the Plasticity Index tests performed on 4 selected samples collected from the lime-treated subgrade materials showed relatively high plasticity indices (P1) varying from 20 to 25 in comparison, to the lower designed P1 value of less than 11, indicating a lime content less than 6% in the subgrde soils. Subsequently, a resistance value (R-value) test was performed on the lime-treated subgrade material. The laboratory test results yielded an R-value of 41 compared to the theoretical designed value of 70. A subsequent pavement analysis was.performed based on assigned Traffic Indices of 5.5 and 6.5 and an R-value of 41 indicating that the parking areas and the driveways require an additional 1 and 2 inches of Class 2 aggregate base, respectively. In addition, some heaving of the asphalt pavement may occur if subgrade soils become saturated.
