This application for CLOMR covers the channel reach of Agua Hedionda Creek from Section NN (Section 11,490) to Section 13,600 which is 260 feet upstream of Section RR (Section 13,340). This stream reach is within the scope of a recent CLO MR that has been approved by FEMA as stated in the letter dated March 22, 2000. Since then, the property owners have decided to make certain adjustments on the land use within the floodplain boundaries. Such adjustments as shown in Exhibits B and C are as follows. (1) The revised grading plan for Sunny Creek-Plaza (see Exhibit C) located west of the proposed College Boulevard including a new road along the north side of the development and an approximately 8,000 square foot building site in the northeast comer of the plaza. The development is along the south boundary of the floodplain from section 11,750 to College Boulevard. (2) A Recreation Vehicle (RV) p~k along the south side of the tloodway from College Boulevard to section 12,990 .as shown in Exhibit B. This north edge of the RV park is the south floodway boundary. According to the grading plans, the ground surfaces for these two projects will be raised to elevations above the 100-yr floodway level. Since the two proposed projects will involve grading within the flood fringe of Agua Hedionda Creek, it will require arevision of the effective FIRM map. The purpose of the application is to change the effective FIRM map to incorporate the grading plans for the two projects described above. 1 I I I I I I I I I I I I I I I I I I I HYDRAULIC ANALYSIS FOR THE CLOMR Hydraulic analysis for the CLOMR was based on the HEC-2 computer program developed by the U. S. Army Corps of Engineers. Locations of cross sections used in this study are listed in Table 1; they are also shown in the map attached to the report as Exhibit A and in the grading plans attached to the report as Exhibits B and C. (2) The proposed model -This model pertains to the conditions with the approved CLOMR, the proposed road project for the Sunny Creek Plaza development, and the proposed RV park The 100-yr flood discharges -The 100-yr flood discharges for Agua Hedionda Creek that have been adopted by FEMA are as follows: Section 12,340 and downstream: 8,080 cfs 2 I I I I I I I I I. I I I I I I I I I I Section 12,590 and upstream: 7,810 cfs The Effective Model -Hydraulic computation~ for the effective model are taken from the previous application for CLO MR that has recently been approved. Input/output listings of the HEC-2 runs for the effective model are included in Section ill ofthis package. The Proposed Model -The proposed model includes the computer runs for the 100-yr floodplain and floodway. Input/output listings for this model are included in Section IV of this package. For subcritical flow, the computation starts from downstream and it proceeds toward upstream from section to section. For the proposed model, the downstream water surfaces are based on those from the effective model at Section 11,490 as follows: Water-surface elevation for the floodplain: 66.09 feet Water-surface elevation for the floodway: 67.00 feet Floodway Data' Summary -The floodway data summ~ for the proposed model is given below: It can be seen from the floodway data summary that the floodway as delineated will result in rises in flood level that are within the 1 foot limit.
