In addition to the record search and field survey, the Native American Heritage Commission was contacted to review their Sacred Lands File records and to identify local Native Americans who may have information on the general area and past prehistoric use of the area. Given that the site had been previously disturbed and that no evidence of a prehistoric site was noted on the Adams Street property, no additional work is recommended. This study was conducted in compliance with City of Carlsbad and California Environmental Quality Act (CEQA) guidelines. The literature review identified one previously recorded prehistoric cultural resource (CA-SDI--13701) within the west edge of the project area. The field survey was negative, identifying no new cultural resources within the project area. The portion of site CA- 51)1-13701 within the property has been destroyed by the construction of a man-made concrete drainage, the installation of a brick wall and a metal fence, and previous grading and landscaping. Disturbance throughout the property includes previous grading and minor trash dumping. Given the developed nature of the project area, disturbance within the project area, and the destruction of site CA-SDI-13701 within the property, no further work is recommended. PL 2O-04 August 2004 SECTION 1 INTRODUCTION 1.1 PROJECT DESCRIPTION This cultural resource study was prepared by Gallegos & Associates for the Adams Street property. The City of Carlsbad required performance of a literature review, record search, and field survey for the 0.79-acre property. The project area is located near the intersection of Park Drive and Adams Street, in the City of Carlsbad, and is depicted on the USGS San Luis Roy 7.5' quadrangle (Figures 1-1 and 1-2). The project area is proposed for development. This study was conducted in compliance with the City of Carlsbad and the California Environmental Quality Act (CEQA) guidelines. Résumés of Key Personnel are included in Appendix A record search results are in Appendix B; site form update is in Appendix C, and Native American correspondence is in Appendix D. 1.2 ENVIRONMENTAL SETTING The project area is located on the northern margin of Agua Hedionda Lagoon, a major estuary along the Southern California Coast During the late Pleistocene and early Holocene, rising sea level created lagoons from the mouths of major river systems. With stabilization of sea level, coastal lagoons slowly shrank and began to loose their estuarine qualities, as they gradually filled with waterborne silts. Eventually the lagoons stabilized in a pattern of partial closure during portions of the year as sand and cobble bars formed across their outlets to the Pacific Ocean. The subsequent lack of tidal flushing changed the salinity levels and directly affected the type of molluscan, as well as other plant and animal species present within the lagoon. This change also affected the subsistence economy of prehistoric populations that relied on these resources. As a result of urban development, the majority of the native vegetation has been replaced by introduced non-native vegetation. Sediments consist primarily of sand with limited loam. The period from 10,000 to 1,300 years ago is referred to as the Early Period or Archaic Period. The San Dieguito are generally accepted as the first inhabitants of the region, occupying San Diego County as early as 10,000 years ago. The initial occupation, usually referred to as the San Dieguito Complex, is believed to represent a people who entered San Diego County from the desert. These people hunted, fished, milled plant foods, and collected and processed shellfish. The occupation from roughly 8,300 to 1,300 years is also referred to as the La Jolla Complex and Pauma Complex. Archaeological sites reflecting this occupation are coastal shell habitation sites, inland hunting and milling campsites, and quarry sites. The San Dieguito and La JollalPauma Complexes are believed by the author to be of the same cultural stock, representing one long period of occupation by one people. Occupation after 1300 years ago (Late Period) is well documented by the numerous KumeyaaylDiegueflo and Luiseflo habitation sites. Artifacts and cultural patterns reflecting this Late Period occupation include small projectile points, pottery, obsidian from Obsidian Butte, and cremations. The project area is within the Luiseflo territory as described by Kroeber (1925). 1.4 BACKGROUND - POSTCONTACT I\I The Bispanic intrusion and colonization (1769-1822) within Native American southern California affected the coastal tribes and peoples living in well-traveled river valleys. The Mexican Period (1822-1848) saw continued displacement of the native population by expansion of a land grant program and development of extensive ranchos. The gold rush and the concomitant granting of statehood, combined with an influx of Europeans, caused a rapid displacement of the native population, as well as deterioration of their culture and lifeways (Bancroft 1886; Kroeber 1925). 13 RECORD SEARCH AND LITERATURE REVIEW RESULTS The literature review and record search was completed at the South Coastal Information Center at San Diego State University and from materials on file at Gallegos & Associates. Seven studies (Guerrero and Gallegos 2003a, 2003b, 2003c; Kaldenberg 1976; Schroth et P3.20-04 14 August 2004 al. 1996; Strudwick and Gallegos 1994a) have been conducted in proximity to the Adams Street property. Primarily, as a result of these previous studies, one cultural resource site (CA-SDI-13701) has been recorded within the Adams Street property (Figure 1-3). 13.1 History of Site CA-SDI-13701 CA-SDI-13701 was initially recorded by Malcolm Rogers (n.cL) and later expanded by Kaldenberg (1976). The site record was later updated by Strudwick and Gallegos (1994b) as a habitation site consisting of shell, manos, fire-affected jock, and lithic tools. Site CA- SDI-13701 is approximately 450 x 300 in in area and is located along the north shorn of Agua Hedionda Lagoon, just north of the intersection of Adams Street and Highland Drive. A portion of site CA-SDI-13701 was surveyed for the Moffatt Parcel project and was identified as not significant (Sirudwick and Gallegos 1994a). In 1996, a portion of CA- SDI-13701 was tested for the Huber Property project (Schroth et al. 1996) and this portion was identified as not significant under CEQA criteria. In 2003, the southern edge of site CA-SDI-13701 was tested for the Carlsbad Sewer Line and this portion was also identified as not significant under CEQA criteria. The survey was conducted for the Adams Street property. Survey methods, results, and summary are provided below. 2.2 SURVEY METHODS The property was intensively surveyed on foot using a 10-rn interval between survey transects. Monica Guerrero completed the field survey in August 2004 for a total of one person-hour. 23 SURVEY RESULTS Ground visibility was excellent, as a majority of the project area is covered by a light amount of non-native vegetation. Disturbance within the property includes previous grading and minor trash dumping, the installation of a brick wall along the south edge of the property, a metal fence that surrounds the property, and previous grading and landscaping. The portion of site CA-SDI-13701 within the property has been destroyed by the construction of a man- made concrete drainage (adjacent and outside of the property), the installation of a brick wall and a metal fence, and previous grading and landscaping. The field survey was negative, identifying no cultural resources within the project area. 2.4 SUMMARY AND RECOMMENDATIONS The study included a literature review and field survey of the approximately 0.79-acre project area. The literature review was positive, identifying one cultural resource (CA-SDI- 13701) within the property, however the portion of site CA-SDI-13701 within the property has been destroyed. No new cultural resources were identified during the field survey. Disturbance throughout the property includes previous grading and minor trash dumping.
