Preliminary Grading Plan, prepared by Pasco, Laret, Suiter & Associates, dated 6-15-16. We have prepared the following letter as requested by the City of Carlsbad as part of the discretionary review for the proposed additions to the existing residence at the above referenced address. We understand the proposed new improvements will be located on the north and south side of the existing residence at both the front and the rear, as well as a new pool and other general landscape improvements. Based upon our initial site visit the property consists of a relatively flat building pad, flanked to the west, rear, by a descending slope to the lagoon below. The existing site is developed with a single story residence founded on slab on grade floors. The following general recommendations are provided as part of preliminary design consideration. At the time of this report a geotechnical investigation has not been conducted. 1. New foundation, including pools and retaining wall, shall be located in competent material and maintain a minimum distance to daylight. Depths of competent material to be determined by project soils engineer prior to foundation construction. 2. Our review of the preliminary grading plan, Ref. 1 above. Indicates proposed new lined bioretentlon areas along the top of the slope. Under no circumstances should water be allowed to pond against or adjacent to foundation walls, or tops of slopes. Any proposed infiltration should not be located adjacent to the top of slope, but at a sufficient depth and/or distance away from the slope so as not to cause slope Instability. Underdrain and subdrain detailing may be necessary. 3. In our opinion, based upon the proximity of the new additions and anticipated deepened foundations at the pool, new structures and improvements can be designed such that they will not adversely impact the slope stability of the rear slope.
